MINUTES
The meeting was called to order by Council President Traynor.
GARDNER, STERLING, TRAYNOR, DAVIS, HARRIS, JOHANSON.
Council President Traynor stated that he would like the City
Council Members to have their budget requirements ready by
September 22, 1975 so they can be considered at the Committee
of the Whole Meeting on that date.
Council President Traynor stated that Richard Hunt, Park
Supervisor, had requested $1,500 for use in the Park Depart-
ment due to unexpected expenses that had occurred because of
expanding programs and a large increase in the number of par-
ticipants in the park program. Councilwoman Harris stated that
Mr. Hunt's request for at least two CETA positions in the Parks
and Recreation Department had been on the agenda for her
Community Affairs and Legislative Committee Meeting on Sept. 3,
1975. She stated that the Minutes of that meeting reflected
the discussion on this matter, and Mr. Hunt had stated that
part -time assistance would be better than full -time assistance
in officiating, scorekeeping, organizing, etc. during the
activities that will take place in the Tukwila and Showalter
schools. Councilwoman Harris said she had inquired what
things had been accomplished by the hiring of the three CETA
people earlier in the year and Mr. Hunt had listed seven projects
that had needed to be done of the seven projected improvements
five were not accomplished and two were. Councilwoman Harris
stated that she felt the City Council had authorized the CETA
people so the projected work could be done and the people used
in a manner that the projects would be accomplished to enhance
the recreation programs. It appears that the water, sewer, and
park departments have a full work load now and through the
winter. She stated that she did not agree that the construction
season is over; she felt that many things could still be done,
and there isn't tremendous time required to accomplish the
projects. She added a motion was made at the Community Affairs
Committee Meeting to request Mr. Hunt to submit to the City
Council a letter of request and a proposed ordinance transferring
$1,500 from the Contingency Fund to the Recreation Department
extra labor account for the purpose of hiring part -time people
for evening hour activities for the recreation program. She
stated a motion was also made to recommend to the City Council
that the Public Works Department be authorized to hire the
three CETA people if they are still required, and whether the
seven projects listed by Mr. Hunt is done with assistance of
CETA people or totally in -house personnel that the City Council
direct the projects be completed by December 31, 1975. Council-
woman Harris stated that Mr. Hunt, Recreation Supervisor, had
indicated that the recreation programs were beginning very soon,
and it was suggested at the Committee meeting that the City
Council suspend the rules and pass the ordinance in order to
get the money transferred. She added a change in line of super-
vision might be a good idea and have Mr. Hunt equal to Gene
Isler, Field Superintendent, and have the Park Maintenance people
under him. Council President Traynor said her suggestion was
that Mr. Hunt direct the activities of the Park Maintenance
employees, rather than Mr. Isler, and Mr. Hunt would be under
the supervision of Steve Hall, Director of Public Works. Council-
woman Harris said the City Council has the authority to set up
positions and set up the manning table. Bill Moore, audience,
stated that it seems to be a problem of priorities. He stated
that the Mayor had recommended that the Park Board meet
with Mr. Hunt and get a list of the work that he needs to
have done and a time schedule established. Councilwoman Davis
said it appears that on next year's budget there should be
more money put in for these things so additional help can be

obtained when it is needed. Councilwoman Harris said the rec-
reation program had been great and they should be able to get
the work done that was necessary in order to carry out their
programs. Council President Traynor said he felt this was
the best time of the year to get some of these jobs done and
during the winter there should be people available to get the
work done. He added that he would say something about this
matter at the next City Council Meeting. Councilman Johanson
stated he wanted to clarify that the CETA people would not be
related to the $1,500 which would be used for part -time help
on the recreation program. Councilwoman Harris said that was
correct that the CETA people would be working 8 hours a day.
Council President Traynor stated that he would like this item
on the agenda for the next City Council Meeting.
Council President Traynor stated that Councilman Sterling
might not be able to attend all of the negotiation meetings
due to his work schedule and he would take his place if this
meets with the approval of the City Council Members.
MOVED BY JOHANSON, SECONDED BY HARRIS, THAT THE COUNCIL
PRESIDENT BE THE REPLACEMENT FOR COUNCILMAN STERLING IF HE
CANNOT BE PRESENT AT NEGOTIATIONS. CARRIED.
Councilwoman Harris stated that this subject does not look
too good for the November ballot. She continued that by law
all propositions for the November ballot have to be in King
County Department of Elections forty -five days prior to the
November election. According to this schedule the City Council
would have to have before them at the September 15 meeting the
actual wording of the proposition and additional information is
needed to write this up and then it has to go to the City's
bonding attorneys to evaluate and formulate the proposition
wording. Councilwoman Harris stated she had contacted Mr. Wes
Hodge, attorney for the owners of the golf course, and he had
said that he did not feel there is enough time to put the
information together for the November election, that he felt it
would be better to have a special election or wait until the
February election. She added that she had contacted Mr. Ron
McLaughlin's office, the City's financial consultant of Foster
and Marshall, and he was out of his office at that time. Bill
Moore, audience, asked if this information can be ready for a
special election or the February election. Councilwoman
Harris stated that Mr. McLaughlin_ and Mr. Hodge had said it
would be ready for the later elections.
Council President Traynor stated there would be a meeting of
the Bicentennial Committee at the Fire Station on Tuesday
night, September 9, at 7:30 P.M.
Councilwoman Davis stated there would be a City Council Con-
vention in Miami on November 30 and she thought it would be
nice if the City Council President could go. Councilwoman
Harris said it would be good to have a representative there,
preferably the City Council President. She added that the
San Francisco Convention had been very informative and worth-
while. Councilwoman Davis said while they were in San Francisco
they had witnessed a fire and they had used a fireman on a
motorcycle to direct the traffic during the fire. Councilwoman
Harris added that one of the things that had impressed them
during the fire was the equipment that the Fire Department had
used. It was not new equipment, but well used and was not the
latest on the market. Councilwoman Harris stated that in obser-
ving the Police Department in San Francisco they had been
using older cars. Councilwoman Davis stated that she felt the
Police and Fire Departments in the City of Tukwila have a
fine appearance and they did not look nearly as well in San
Francisco.

Councilwoman Davis stated that she felt the job description
goal had slipped behind and maybe an outside person could present
this information to the City Council. She suggested that
Cabot -Dow might have a good man to recommend. Council President
Traynor suggested that Councilwoman Davis contact Cabot -Dow
for their recommendation, if the Finance and Personnel Committee
concurs with this suggestion. Councilman Johanson said they
would give the Committee Members a chance to obtain some in-
formation on this and if they were unable to do so they would
ask Councilwoman Davis to contact Cabot -Dow.
Councilwoman Davis said it was her suggestion that after the
goals are selected for next year, an evaluation be made a
little later in the year to see if the goals are being met.
Council President Traynor stated that when a lot of goals are
made, the Council should have them in order of priority.
Councilwoman Harris said the goals should be long range and
short range and she agreed an evaluation should be made later
in the year. She added that this would help in budgeting be-
cause an evaluation could be made later on to see how the
additional money in the budget was helping to accomplish the
goals.
