Penney Company, Inc. Voluntary Seismic Upgrade Program District Distribution Center #9509 -1 17200 Southcenter Parkway Tukwila, Washington W.O. 85033 -01 Dear Tom • The J. C. Penney Company, Inc. (JCP) has undertaken a seismic upgrade evaluation of District Distribution Center #9509 -1, located in Tukwila, Washington. The seismic upgrade evaluation has in- cluded an estimate of the property damage loss expectation which might be caused by earthquake ground motions considered credible at the site. The evaluation involved estimating the predicted dyna- mic structural response at various levels of credible surface ground motion and distortion demands which may be anticipated. The pro- perty damage loss expectations associated with the various building systems, were then estimated. To find the probabilities of occur- rence associated with the various intensities of surface ground shaking at the site, a seismicity study has been made. These site - related occurrence probabilities were then combined with the pro- perty damage loss expectation. The end result was a curve relating the property damage loss expectation to the loss probabilities in- volved during the economic life of the Distribution Center. The seismic performance of building elements was only investigated to the degree that they impact the property damage loss potential curve. No attempt was made to assess the seismic performance of the many elements which may be damaged by an earthquake, but whose damage does not significantly impact the overall cost -risk evaluation. Seismic code forces and the code allowable capacities were not used in the analysis. No attempt was made to verify the compliance of the as- existing building condition with any seismic building code. Observations of the field condition of the Distribution Center was Mr. Tom Hill JCP Dist. Ctr. #9509-1, Tukwila, WA September 30, 1985 Page Two restricted to exposed construction conditions. Such field observa- tions indicated that it appears the as -built building condition gene- rally reflects the design condition delineated by the original con- struction drawings reviewed during the course of our seismic up- grade evaluation, and further that no sign of seismic distress was in evidence. The seismic evaluation included only a general seismic analysis intended to identify the limiting seismic capacity(ies), and as such, did not include any analysis of other load conditions. The seismic upgrade evaluation identified certain features of this Distribution Center, which adversely impact the seismic cost -risk picture. Accordingly, JCP has elected to undertake a voluntary seismic retrofit program to mitigate the impact of these features. Basically the work consists of removing the existing roofing and installing a new layer of plywood sheathing over the existing wood roof construction; adding new roof ties and wall anchors; convert- ing an existing interior partition to a plywood shear wall; shotcret- ing a new interior concrete wall and closing an existing perimeter wall opening with shotcrete concrete. The alteration drawings sub- mitted, cover this work. The proposed construction is entirely additive to the seismic resistance of the as- existing Distribution Center and is purely a voluntary upgrade on the part of JCP and therefore no code calculations have been submitted. New roofing replacement will be the responsibility of the same con- tractor doing this voluntary retrofit program. However, the neces- sary plans and specifications for this portion of the work will be submitted in the near future in order to obtain a combined building permit.
