Committee Chair Ekberg called the meeting to order at 5:17 p. m.

196 - 200 Street Bridge Repair King County Discretionary Assistance

Staff provided an update on the status of repair to the 196 - 200 Street Bridge, which the City
recently discovered had damage due to slab foundation fill settlement and resulting slab
movement . A repair is necessary for public safety and prevention of further damage, and a King
County Bridge Structural Engineer has determined that repair will not necessitate bridge
closure. Options for repair via the King County Discretionary Work Program are c urrently being
reviewed, and it is expected that the cost of the work will fall within the budget of the 2014

Bid Award: 2014 Overlay and Repair Program
Staff is seeking Council approval to award a bid to Miles Resources, LLC in the amount of
$1,069,794.00 for construction of the 2014 Overlay and Repair Program. Miles was the lowest
UNANIMOUS APPROVAL.

Grant Acceptance: Tukwila MIC Smart Street Non - Motorized Project
Staff is seeking Council approval to accept a Federal grant awarded by PSRC in the amount of
$482,047.00 for the Tukwila MIC Smart Street Non - Motorized Project. This funding will allow
the City to proceed with construction for this project, which includes bicycle facilities (primarily
painted bike lanes) on the corridor of East Marginal Way South/Boeing Access Road/Airport
Way South from SR599 to the north City limit. Bids for construction are expected to be ope ned
on August 6. Committee Chair Ekberg inquired about potential overlap with the East Marginal

Way South (Boeing Access Road to South 112 Street) Project , which is pending Council
approval for a 20 year capacity improvement feasibility analysis. Staff conf irmed that
construction associated with this project is outside the limits of the project area covered by the
UNANIMOUS APPROVAL. FORWARD TO JUNE 16, 2014 REGULAR

King County Metro Transit Updates
Staff provided an update on the status of two items relating to King County Metro (KCM):

Lease termination of the auxiliary park - and - ride lot located at 52 Avenue South and
Interurban Avenue South.
decision not to renew the lease. The City has received complaints regarding the inavailabilty of
spaces at the remaining large lot due to high demand , as well as impacts to neighboring
res idential streets . KCM indicates they are still seeking a replacement auxiliary lot and are
meanwhile patrolling the lot to ensure use is compliant with their rules. Committee members and
staff discussed that the rate increase to th at lease was just $6,000 per year, which seems
reasonable considering the parking relief provided by those spaces. Staff and Council will
when opportunities arrive.

KCM announ
failure at the ballot. They are also proposing a Community Mobility Contracts program under
which local jurisdictions could purchase transit service that would restore hours lost in the
proposed re duction. While details and costs to participate are still evolving, they did provide a
spreadsheet indicating exactly which service reductions affect Tukwila. Staff will return to
Committee when more information is known and provide route maps at that time .

Transportation Committee Goals/Work Item Ideas
Committee Chair Ekberg requested a discussion on Committee Goals and Work Plan items that
were initially reviewed at the beginning of the year. Committee members and staff discussed
each item and the following highlights and updates emerged:

Completed in March.

Staff recommends moving toward more comprehensive and non -
project prioritization
competing prioritization efforts by tying this in with other projects
such as Walk n Roll and PROS. Discussion revealed that Walk n
Roll may not require as comprehensive an update in 2015 as
previo usly thought , and some of those budgeted funds could be
redirected to street prioritization .

Staff indicated that there is not a significant gain in brightness for
lighting LED bulb
pedestrian lighting, unlike street level lighting which is almost
replacement
complete. Committee suggested replacing just one for the sake of
comparison, while the in terest in understanding the lighting impact
of LED bulbs for possible safety improvement remains.
Traffic cameras
An update including a traffic accident map as requested will be
provided to Committee.
Committee tours
Ideas suggested include TIB, the traffic camera center at Minkler
Shops and the project area for the Strander Blvd Extension
Project. No date has been scheduled at this time.

III. SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBD) Meeting
Oil Train Safety Issues
Committee and staff discussed the draft letter from SCATBD to Governor Inslee and the
No vember 13, 2013 Rail Plan comment letter to Ron Pate. Councilmember Kruller shared that

mention this at SCATbd, and Committee Chair Ekberg will seek direction from the Council

IV. MISCELLANEOUS

discovered to be storing junk property on the p ublic right - of - way . This is illegal and blocks utility
access.
