counter which provide more detailed information on application and plan submittal requirements. Application and
plans must be complete in order to be accepted for alan review.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or
contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent
to submit this permit application and obtain the permit will be required as part of this submittal.
VALUATION OF CONSTRUCTION The valuation is for the work covered by this permit and must be filled in by the
applicant. This figure is used for budget reporting purposes only and not to calculate your fees.
CPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of
application shall expire by limitation. The Building Official may extend the time for action by the applicant for a
period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform
Mechanical Code (current edition). No application shall be extended more than once.

This letter is written to address your specific comments, in a letter dated May 17, 1994, regarding
the above referenced application for work to be performed in the Minolta and City of Tukwila
spaces. Each of your comments is addressed in order.
1. The purpose of the project is to provide outside air to an existing system of ceiling mounted
heat pumps which currently have no provisions for outside air. The quantity of outside air
required is calculated as follows:
From table 3 -4 of V.I.A.Q. - 7 people / 1000 sq.ft. maximum occupancy for office
environment
O.S.A. required - 20cfm / person
Total approximate occupied space - 13,500 sq.ft.
Therefore; Occupancy = 13,500/1000 x 7 = 94.5 people ; Use 95
O.S.A. = 95 x 20 = 1900 cfm
2. The temperature reset requirement of paragraph 1432.2.1 is in 'Complex Systems' of the
1994 WSEC. The heating unit for this project is a 'Simple System' as described in paragraph
1421,c. The heating element of this unit is not applied to provide heating to a space. It is
applied to provide a maintained air temperature in the ducts to the intake openings of the
various heat pumps. This maintained temperature is required to prevent refrigeration
problems in heat pumps. However, you will notice that the heating element and the
thermostat are three stage devices which provide incremental capacity in the heating
system when the O.S.A. is at temperatures above the design condition.
3. A copy of page 1 -9 of SMACNA Duct Construction Standards, 1985 is included for your use.
The highlighted paragraph indicates that when leakage control is not critical, sealing of 1/2"
and 1" pressure class ducts to the class C standard is not required. However, good general
sheet metal construction practice is to seal the transverse joints as often as practical. A
consideration is the odor involved with commercial duct sealing compounds.

4. Duct insulation in the 1994 WSEC is an interesting topic and is currently under scrutiny for
possible interpretations. Several State code committee members are involved our local
ASHRAE subcommittee meetings, and our next topic will be the insulation requirements in
the 1994 Code. Hopefully, some clarifications will arise.
For the application on this project, Table 14 -5 indicates that insulation of ducts in 'conditioned
spaces' is required if the temperature in the duct is less than 55 F or greater than 105 F.
Further investigation results in the definition of a 'conditioned space' as including an 'indirectly
conditioned space'. A ceiling plenum retum system does fit the definition of an 'indirectly
conditioned space'. Therefore, insulation is to be provided on the portion of the duct that is
subject to the temperature extremes mentioned above. That insulation requirement is clearly
indicated on the submitted permit plan detail of the M.U.A. unit. Additionally, a "Special
Note" is on plan which states that the maintained temperature in the duct distribution system
will be above the dew point of the possible maximum winter plenum temperature and relative
humidity.
Each comment is addressed in detail. Hopefully, the application for this project is clear and the
submitted plan can serve as a representation of the work to be done.

vice temperature range of —30 °F to
175 °F. If exposed to direct sunlight it
shall also be ultraviolet ray and ozone
resistant or shall, after curing, be
painted with a compatible coating
that provides such resistance. The
term sealant herein is not limited to
materials of adhesive or mastic na-
ture but is inclusive of tapes and
combinations of open weave fabric
strips and mastics.
DUCT SEALING COMMENTARY
Ducts must be sufficiently airtight to insure
economical and quiet performance of the
system. It must be recognized that airtight-
ness in ducts as a practical matter cannot,
and need not, be absolute (as it must be in a
water piping system). Codes normally re-
quire that ducts be reasonably airtight. Con-
cerns for energy conservation, humidity con-
trol, space temperature control, room air
movement, ventilation and maintenance,
etc., necessitate regulating leakage by pre-
scriptive measures in construction stan-
dards. Leakage is largely a function of static
pressure and the amount of leakage in a sys-
tem is significantly related to system size.
Adequate airtightness can normally be as-
sured by a) selecting a static pressure con-
struction class suitable for the actual operat-
ing condition, and b) sealing the ductwork
properly.
The designer is responsible for carefully de-
termining the pressure class or classes re-
quired for duct construction and for evaluat-
ing the amount of sealing necessary to
achieve system performance objectives. It is
recommended that all duct constructed for
1" and 1/2" pressure class meet Seal Class
C. However, in consideration of those occa-
sions in which designers deem leakage in
unsealed ducts not to have adverse effects,
sealing of all ducts at 1" and 112" pressure
class is not required by this construction
manual. Small systems, residential oc-
cupancies, location of ducts directly in the
SMACNA HVAC Duct Construction Standards -1st Ed.

turn air ceiling plenum applications, etc.,
have at times been exempted by designers
from sealing requirements. When Seal Class
C is to apply to all 1" and 1/2" pressure class
duct the designer must require this in his
project specification. The designer should
assume that unsealed ducts may leak at the
following rates per 100 square feet of duct

Since seven pressure classes exist (112, 1, 2,
3, 4, 6 and 10" w.g.) the designer is also
reminded that if he does not designate pres-
sure c /ass for duct construction on the con-
tract drawings the basis of compliance with
the SMACNA HVAC Duct Construction Stan-
dards is as follows: 2" w.g. for all duct be-
tween the supply fan and variable volume
control boxes; 1" w.g. for all other duct of
any application.
Leakage Tests
The need to verify leakage control by field
testing is not present when adequate
methods of assembly and sealing are used.
Leakage tests are an added expense in sys-
tem installation. It is not recommended that
duct systems constructed to 3" w.g. class or
lower be tested since it is generally recog-
nized as not being cost effective. For duct
systems constructed to 4" w.g. class and
higher, the designer must determine if any
justification for testing exists. If it does, he
must clearly designate in the contract doc-
uments the portions of the system(s) to be
tested and he must specify appropriate test
methods.
Apparent differences of the order of ten per-
cent between fan delivery and sum of airflow
measurements at terminals do not necessar-
ily mean poor sealing and excess leakage.
Potential accuracy of flow measurements
should be evaluated. Otherwise, open access

The initial plan review by Tukwila Building Division has been completed. Prior to final
approval, additional information and/or clarifications to the plans will be required. The
following comments are applicable:
1. The minimum requirements for ventilation must comply with the Washington State
Ventilation and Indoor Air Quality Code. Provide calculations to show compliance with
the requirements of Table 3 -4 of the V.I.A.Q. Code. ,
2. Systems supplying heated air to multiple zones shall include controls which
automatically reset supply air temperatures by representative building loads or by outside
air temperature. Temperature shall be reset by at least 25% of the design supply-air-to-
room-air temperature difference. Provide narrative to indicate this requirement, on plan,
and specify equipment proposed to provide this control.
3. Duct work which is designed to operate at pressures above 1/2 inch water column
static pressure shall be sealed in accordance with RS -18 (SMACNA Duct Metal and
Flexible Construction Standards, 1st Edition, Washington D.C., 1985). Extent of sealing,,,
required shall be as outlined in Washington State Nonresidential Energy Code
, Sta 1 94, , l. Note on plans the extent of sealing required for this installation.
4. Duct insulation may be required in accordance with Washington State
Nonresidential Energy Code Sec. 1414.2 & Table 14 -5. Indicate the design conditions of
the proposed system and if insulation is called for, specify on plan.
