Subsequent to our conversation I have restudied the project's floor plan and our layout of the HVAC system. Understanding the intent of this particular energy requirement, I respectfully suggest that the layout does appear to merit approval. As the small scale, enclosed floor plan will show, we are utilizing HVAC units AC -1 and AC -2 for the interior and back areas of the store, and AC -3 and AC -4 for the two front areas that contain the store's glazing. As you and I discussed, the HVAC unit configuration provided by the Landlord is perhaps not the most ideal solution for the space. Nevertheless, I believe that we were still able to provide a layout that renders near ideal zoning of the store. The only improvement that I would have liked to see, was shifting of the back 400 sq.ft. of Classical from AC -3 to AC -1. This, however, would also have shifted approx. 1.5 tons of refrigeration, which the Landlord's unit selection did not permit. Even so, the Classical is partitioned off from the main sales area, and with its exterior wall, the thermal characteristics of the back 400 sq.ft. still resemble those of the glazed area. In conclusion, I respectfully request that the system be accepted as is, on the following grounds: 1. Under certain conditions AC -3 and AC -4 will be required to heat while AC -1 and AC -2 will be required to cool. However, cooling City of Tukwila, 7/1/94 Page 2 2. In fact, such interlocking could result in an energy increase! One scenario, not so far fetched, may be a morning, cool enough to require heating by the windows, in particular after shutdown during the night. With a gradual increase in outside temperature, there is little doubt that the interior areas would require cooling before the exterior areas. If AC -1 and AC -2 were not allowed to cool - by outside air - the temperature of the interior areas would naturally increase. By the time the outside air was warm enough to require cooling of the exterior areas, it might well be too warm for cooling purposes, resulting in extra, refrigeration energy being consumed by AC -1 and AC -2. 3. Only zone sensors are located in the public area; the thermostats are all installed in the manager's office preventing incidental, undesirable resetting. 4. By locking out operation of the HVAC units when the lights are off, the thermostats render excellent service with regard to energy use. Ken, may I ask you to please reconsider the compliance. H.V.A.C. units rated at 2,000 cfm require auto - shutdown devices. These devices shall be separately zoned in the alarm panel and local U.L. central station supervision is required. (City Ordinance #1646) All new fire alarm systems or modifications to existing systems shall have the written approval of .The Tukwila Fire Prevention Bureau. No work shall commence until a fire department permit has been obtained. (City Ordinance #1646) (UFC 10.503) Smoke detectors required by Uniform Mechanical Code Section 1009 (a), (HVAC 2000 cfm and greater), shall be installed in the main return -air duct ahead of any outside air inlet or they may be installed in each room or space served by the return -air duct. Detectors shall also be installed in the supply duct, downstream of the filters. Activation of any detector shall cause the air - moving equipment to automatically shutdown. Fire alarm systems shall be maintained in an operative condition at all times. Fire alarm systems and their component parts shall be inspected and tested per manufacturer's specifications and N.F.P.A. 72 at a minimum frequency of every twelve months.
