Chairman Sterling called the Continued Meeting of the Committee
of the Whole to order at 7:30 P.M.
The Committee of the Whole formulated the City Council policy
for the 1976 budget and drafted a letter to City Administration
setting forth the budget policy and intent of the City Council.
Councilwoman Harris stated there should be a Special Meeting
on Monday, September 29, 1975 at 7:30 P.M. for the purpose of
adopting the Council Policy for the 1976 Budget.
Councilwoman Harris stated that after the Special Meeting on
Monday, September 22, 1975 when an Ad Hoc or Citizen's Committee
was formed and set a meeting date of September 25, 1975 at the
Old Fire Station she had wondered about a statement that was made
that the City would pay for the printing of Fact Sheets to set
forth the advantages and disadvantages of purchasing the Foster
Golf Course. She added that she was unable to find the informa-
tion desired in the Public Disclosure Law so she had called
the Public Disclosure office and talked to Mr. Dave Clark who is
second in command and explained the situation to him, asking if
the City could pay for these Fact Sheets. His answer was that
neither the State law or the W.A.C. specifically authorizes it.
He then asked if the City has an ordinance that authorizes funds
for printing Fact Sheets; if the City does not have an ordinance
such as this they would likely run into trouble with the State
Auditor rather than the P.D.C. unless someone made an issue of
it. Councilwoman Harris suggested that a letter be written to
City Attorney Parker asking for his legal opinion regarding the
expenditure of City funds for this purpose and also if the City
has an ordinance authorizing funds for printing Fact Sheets.
Councilwoman Harris stated that she asked Mr. Clark if the
Committee was organized to support the issue would they have to
file a public disclosure statement and he had said "yes" they
would have to file.
MOVED BY HARRIS, SECONDED BY GARDNER, THAT THE COMMITTEE OF THE
WHOTF MEETING ADJOURN. CARRIED.
