SCOPE The purpose of this duideline is to provide deneral information ref desidn, approval, installation, testind, and maintenance of Fire Alarm Sustems. The local Authority havind Jurisdiction shall be contacted redardind specific reauirements before any work is commenced. 2. REFERENCES The followind references ma u be used to determine if a fire alarm sustem is'reauired, the type of sustem to be used, and the extent of protection (Per latest issues adopted bu local jurisdiction): - Parkind Structures - Life Safetu Code - Uniform Fire Code - Washindton.Fire Code - National Electric Code - Central Station Sidnalind Systems - Local Sustems - Auxiliaru Systems - Remote Station Sustems - Proprietary Systems - Automatic Fire Detector Placement - Household Fire Warnind EctuiPment - State Building Code Act - Electrical Installation Law - Local Codes and Ordinances 3. DEFINITIONS A. Alarm Indicating Device - is any approved bell, buzzer, visual, or an audible device that produces an alarm signal. B. Alarm Initiating or Actuating device - is ants approved device which, when activated, initiates an alarm by manual or automatic operation of an electrical contact through an alarm indicating device. C. Alarm Signal - is an approved audible or visual signal, or both, indicating the existence of an emergency fire condition. Audible devices ma u he bells, horns, chimes, speakers or similar devices. Voice alarms and their messages shall be approved by the Chief. Visual devices ma u be continuous or Pulsating lights, flags or other visual indicators, as approved by the Chief. D. E. Annunciator - is anm approved emuiPment which indicates the zone or area of a building from which an alarm has been initiated, the location of an alarm actuating device or the operational condition of alarm circuits or the system" F. App`roved - refers to approval by the authority having Jurisdiction and/or as the result of tests conducted and accepted using nationally recognized standards^ G. Automatic Fire Alarm System - system which automatically detects a fire condition and activates a fire alarm signal. H. Control Panel/Unit - comprises the cuntrolsv relays, switches, and associated circuits necessary to furnish power to a fire alarm sgstewo, receive signals from alarm devices and transmit them to indicating devices and accessory eauipment" I. Electrical Code - current edition of the National Electrical Code as adopted by the State and Departmentof Labor and Industries, and/or local jurisdiction. J. Fittings - J boxes, splice boxes, pull boxes or detector bases where connections are completely enclosed. K. Local System - a local system is one which produces a signal only at the premises protected" L. Maintenance - Repair service, including periodically recurrent inspection and tests per manufacturers specifications, NFPA 72 and/or local Jurisdiction remuirements remuired to keep the protective signaling system and its component parts in an operative condition at all times, together with replacement of the system or its components, when for any reason they become undependable or inoperative. M. N.F.P.A. - vNFPA" means the National Fire Protection Association. When NFPA standards are mentioned in this guideline, it refers to the most recent edition of the standard. N. Transmitter-Interrogatable on Remuired Alarm Systems - any approved transmitter able to transmit and receive status changes manually or automaticallyv from an approved alarm panel to an approved central station, via leased telephone lines, or by other means as approved by the authority having jurisdiction. O. Trouble Signal - is a distinct audible and visual signal which indicates an abnormal condition of the system being monitored. P. Zone - each building, portions of buildingsv or as determined by the authority hawing jurisdiction. 4. APPROVAL AND DESIGN PLANS 2 A. At least two (2) complete sets of blueprint drawings with infdrmation regarding the system, including detailed specifications, diagrams, elevation diagram (showing false ceiling areas), and floor Plans, shall be submitted to the authority having Jurisdiction for approval Prior to installation of any enuipment or wiring. (one approved set of plans whall be located at the construction site.) B. Drawings submitted for review or approval must include the following: (1) Floor layout, showing all rooms and spaces, including accurate measurements. (See attachment #1) (2) Identification of each room or space, ie. guest room, mechanical room, patient room, attic, etc. (3) Approximate location of each system component, using an appropriate sYmbol. Recommend use of the symbols contained in Attachment #2. (4) Explanatory notes or legend to lend clarity to the plan, arid identify manufacture and model number of each alarm component used. (5) A wiring schematic clarifying type and size of wiring. (6) Zoning if applicable. (7) Copy of the technical specification for each component used in makeup of the alarm system. (8) Current used by each iriitiatin device renuiring power (smoke detectors) and current rating of the Power supply. (9) Current used by each indicating device and the ratino of the power supply. (10) Batter Y calculations for compatibility. current C. Fire alarm systems shall riot be installed until the Plans have been approved by the authority having jurisdiction. ' One set of approved plans shall be retained by the authority having Jurisdiction. 5. GENERAL REQUIREMENTS A. All comPanies installing fire alarm systems shall have a State Electrical Contractor's License, and City or County Business License where applicable. B. All Persons 'installing fire alarm systems shall hold a State Low Voltage Installer's Certificate or JourneYman Electrician Certificate, per RCW 19.28, Section 510, except R3 occupancy (homeowner installed). C. An apprentice certificate is acceptable for installers of fire alarm systems when supervised by a certified Journeyman. Per RCW 3 19.2S, Sections 500 through 620. D. A state or city electrical permit shall be Posted at all fire.. alarm installations. Per RCW 1928 or the city. 4 E. All eauiPment, devices, and wiring shall be listedlill Underwriters Laboratories, Factory Mutual, or other Nationaliw Recognized testing agency and shall be approved for the purpose for which they are intended. No one shall Perform any - Lupe of modification to any device which would void its UL/FM listing (unless permitted by the authority having jurisdiction. (Per section 2.301' of the Uniform Fire Code). F. Required automatic fire alarm devices shall be installed in accordance with NFPA 72E standards and/or authority having jurisdiction. G. Buildinas divided by one or more area separation walls or two or more floors shall be multi-zoned. Additional zoning shall be reauired as directed by the authority having jurisdiction. H. Fire separation doors shall have magnetic doorholders and shall be reauired to automatically close when an alarm is activated. Smoke detectors shall be located per NFPA 72E or according to authority having jurisdiction on both sides of the fire door. 1. When the control panel is located inside a room, the outside of the door shall have a sign with one-inch letters which reads 'Fire Alarm" or "Fire Alarm Control", J. When the control panel is located in a locked area and must be manually reset or have the bells silenced, an access device or break alass shall be Provided by the buildina owner and located outside next to the entry door closest to the control panel. K. Automatic or manual alarm initiating devices shall be compatible with the fire control Panel, UL and/or FM listed and shall be approved for fire alarm use. L. Class B fire alarm wirina is acceptable for all twpes of fire alarm systems excePt as reauired by the authority having Jurisdiction and health care facilities and schools and Government facilities. M. The sYstem shall comply with all national, state, and local codes. The system shall be approved by the authority having jurisdiction Prior to installation. N. AC Power reouirements: (1) Power supply shall meet all standards of the NEC. .;(2) A rechargeable batter w back-up is reauired on any fire alarm installation. There shall be enough battery capacity to run the alarm system in standby for twenty-four (24) hours and, after that time, sound all alertin devices for at least five minutes, O. Wiring and wiring methods: (1) All wiring shall be done in compliance with the National Electrical .Code, Article 760, pertaining to Fire Alarm Signaling Circuits, and any other applicable articles and standards referred to in Article 760. P. Control Panel Reauirements: C The on site fire alarm panel shall be eauiPPed with the following features: (1) A light shall indicate that the sustem is receiving normal power. A failure of normal Power shall cause the light to go out and an audible trouble signal to sound. (2) All batteries will have an automatic rate charger to maintain standby batteries in fully charged condition. (3) A Power transfer circuit that will switch to standby Power automatically and instantaneously if normal power fails. (4) All wiring and components of Fire Alarm System shall have electrical supervision and audio and visual trouble alarm. (5) All alarm signals shall be automatically "locked in" at the control panel until the operated devices are returned to its normal condition, and the control panel is manually reset. A bell test switch and a bell silence switch shall be part of the control panel. Bells may be silenced by zone, so long as this feature does not Prevent any other zone from sounding an alarm. Any silence condition shall rePort system trouble. (6) The operation of a manual or automatic initiating device shall cause: (A) All appropriate evacuation audible devices to sound and visual indicator lams to light continuouslw; (B) Indicate on the control panel that the Zone is in alarm UNTIL the operated device is returned to normal and the control panel is manually reset except that the alarms may be silenced as described elsewhere in this code. (7) Anytime a waterfiow detection device is used in conjunction with a fire alarm panel, the following criteria shall be met: (unless otherwise approved bw the Authority Having Jurisdiction). (A) The waterflow indication shall be isolated to the last • zone or zones of the fire alarm panel. (B) The installation shall be in conformance with Underwriters Laboratories Standard 4864, which states that the silence switch in the alarm panel shall be bypassed on the zones that have a waterflow detector. The only way that...the alarm maY be silenced is by the waterflow switch returning to normal after the water has stopped flowing. (8) Where .automatic alarm systems are not directly connected to the fire department or other approved central receiving agencies, an approved external audible and visual alarm may be reauired. A sign which reads, "When alarm sounds - call Fire Department' shall be installed adjacent to external alarm devices. The block lettering shall be a minimum of three (3) inches high on a contrasting background. (9) Audible devices shall be placed in buildings and be so located that with all intervening doors closed, the alarm device shall be heard at a minimum level of 60 dba, or not less than 15 decibels above the ambient noise levels, whichever is greatest. (10) There shall be provided in all handicap units visual alerting devices in both the sleeping areas and the living areas. O. Placement and type of detectors • All detectors shall be installed according to the manufacturers instructions, NFPA 72E and the authority having jurisdiction. (1) Rate of rise heat detectors or smoke detectors should be placed Per authority having jurisdiction in all rooms, halls, storage areas, basements, attics, lofts, spaces above suspended ceilings, storage lockers, closets, electrical rooms, machine eauipment rooms and elevator eauipment rooms. (2) Fixed temperature heat detectors should be used in places where there is moisture or excessive heat, such as laundry rooms, bathrooms, kitchens and boiler rooms. These detectors should have replaceable links for testing purposes. (3) Smoke detectors should not be used in kitchen areas, lunch rooms, waiting rooms, or in an area where there might be large groups of smokers. (4) Rate compensation heat detectors and line-twpe detectors should be considered for special hazard areas. (5) Monitoring fire alarm systems: (A) Only approved central stations shall be used for monitoring fire alarm systems. (Per authoritY having jurisdiction) (B) When a transmitter is used in a fire alarm system for life safety, to monitor smoke detectors, Pull stations, heat detectors and/or audio/visual signaling devices, a UL listed local control panel approved for this purpose shall be used in, conjunction with the transmitter. 6. ACCEPTANCE TESTING A. Upon completion of a system,' a satisfactory test of the entire installation shall be made bw the cohtractor's representative in the presence of the Authority Having Juriidiction. The use of a decibel meter will be employed to determine minimum sound levels during acceptance testing. • B. A condition for final acceptance of the fire alarm swstem shall be the receipt of a completed contractor's material and test certificate — Fire Alarm and Automatic Detection Systems. The completed installation certificate shall be returned to the authority having jurisdiction. C. Final approval of the fire alarm system is contingent uPon a successful Performance test, accomplished by the installer and witnessed by a member of the authority having Jurisdiction. 7. MAINTENANCE A. A satisfactory contract covering the maintenance, operation and efficiency of the system shall be provided between the property owner . and the installer of the swstem (or a responsible part Y designated by the installing company as competent to provide the necessary service and satisfactory to the authority having jurisdiction). The contract shall provide for periodic inspection and tests, for ProPer maintenance • service and for service following operation of the system and shall be acceptable to the authority having Jurisdiction. B. When Annual Certifications are performed, the testing Person shall .post a tag indicating the name of the companY, the date of the teSt, and the .name of thePerson Performing the test, or retain a copy of the test form at the building. Our Company has purchased this facility and before we change it into a Denny's Restaurant, we would like to call for a "time out" to redecorate the public areas and refurbish the existing equipment and thoroughly clean our kitchen, landscape areas and parking facility to bring it up to our Denny's standards. In this process we relocated some doors and made one structural change in order to expand our cookline, which is shown on the plans (including details and calculations). All other work is decorative and new furniture. All materials used are of the highest quality. Our new carpets, drapes, artificial plants, wall covering and acoustical tile are flame - spread rated to conform to any and all applicable codes (see attached flamespread certificates). We will also install a smoke detection alarm system, which we previously discussed with the Fire Marshal. At the same time we go through a "retraining program" for our employees and a "refresher course" for our management staff. Then we reopen with brand new dishes, silverware, menus, and dress our waitresses in newly designed uniforms. During this redecoration time and at the completion of our . work prior to reopening, we will call for inspections by all public agencies.
