Council President Traynor read a notice of public
hearing regarding changing the Comprehensive Storm
Drainage Plan of the City of Tukwila to indicate the
revisions as proposed under LID #27 set for November
17, 1975 at 7:00 P.M. in the City Council Chambers.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
Council President Traynor read a letter from Richard
Hunt, Recreation Supervisor, dated October 6, 1975
The letter stated there are enough funds in the Recre-
ation budget to complete scheduled projects plus
enough over to install a fence for the ball field at
Foster Field if the Council approves. MOVED BY TRAY
NOR, SECONDED BY SAUL, TO READ A LETTER FROM RICHARD
HUNT DATED OCTOBER 20, 1975. CARRIED. Council Presi-
dent read the letter which stated the tennis court
lights are now completed but there is a problem with
the lights spilling over into the back yards of homes
south of the Park. He suggested a light screen be
installed to correct the problem at a cost of $750
for heavy -duty vinyl coated nylon curtain /screen.
Regarding these funds, Richard Hunt stated the money
is anticipated to come from the surplus funds mentionec
in the October 6 letter. Discussion followed regardin
the use of the recreation areas and the proposed im-
provements. MOVED BY TRAYNOR, SECONDED BY SAUL, TO
CONCUR WITH THE RECOMMENDATION OF RICHARD HUNT TO
FENCE THE BALL FIELD AT FOSTER FIELD. CARRIED. MOVED
BY TRAYNOR, SECONDED BY HARRIS, TO CONCUR WITH THE
RECOMMENDATION OF RICHARD HUNT TO INSTALL VINYL COATED

Mayor Todd read a letter from Steve Hall, Public
Works Director, dated October 10, 1975 regarding
the proposed contract with Puget Sound Power Light
Co. for street lighting maintenance. MOVED BY
HARRIS. SECONDED BY GARDNER. THAT THE MATTER BE
REFERRED TO THE PUBLIC WORKS COMMITTEE. CARRIED,
WITH TRAYNOR VOTING NO.
Mayor Todd read a letter from Steve Hall dated
October 10, 1975, recommending acceptance of the
project. MOVED BY TRAYNOR, SECONDED BY SAUL, TO
CONCUR WITH THE RECOMMENDATION OF THE PUBLIC WORKS
DIRECTOR REGARDING FINAL ACCEPTANCE OF LID #24.*
Councilwoman Harris asked if the engineering firm
of the project had recommended this acceptance.
Steve Hall replied he had a letter from Wilsey
Ham in his office which he would distribute to the
Council. *CARRIED.
MOVED BY TRAYNOR, SECONDED BY SAUL, TO AMEND THE
AGENDA TO PRESENT AWARDS. CARRIED.
Mayor Todd presented the A.P.W.A. award to Steve
Hall, Public Works Director, in commemoration of
the City of Tukwila being number one in the State
for their high degree of safety standards in the
Public Works Department. In turn, Steve Hall pre-
sented the award to Gene Isler, Field Superintendent,
for his efforts at the City Shops facility.
Mayor Todd presented the first Distinguished Service
Award of the Tukwila Fire Department to Firefighters
Doug Gibbs and Richard Francis for their volunteer
efforts in presenting the fire prevention display at
Southcenter. Fire Chief Hubert Crawley stated the
two men donated their time and materials to the dis-
play which saved the City approximately $15,000 in
material and labor. Councilman Traynor stated he
felt the Southcenter show was excellent. Mayor Todd
stated he has received many fine letters already from
the public in appreciation of the presentation in con-
junction with National Fire Prevention Week. He
stated it was an excellent opportunity to make the
Tukwila Fire Department a recognizable agency in
King County. Councilwoman Harris stated she was
impressed with the participation of the other fire
districts and departments it was a good response
to the City of Tukwila.

AGENDA TO INCLUDE A LETTER FROM RICHARD HUNT. CARRIED.
Richard Hunt, Recreation Supervisor, read his letter
dated October 15, 1975 regarding the proposal that
the City assume the operation of the South Central
Swimming Pool during the months of December and Janu-
ary due to lack of funds from Forward Thrust. MOVED
BY TRAYNOR, SECONDED BY SAUL, THAT THIS MATTER BE
REFERRED TO THE PARK BOARD. CARRIED.
Kjell Stoknes, Planning Director, explained the pur-
pose of the flow chart included in the Agenda packs.
Fred Satterstrom, Associate Planner, reviewed the
steps in the process stating the first step of gather-
ing data has been accomplished with the second step
of establishing goals to be completed soon. Council-
man Saul stated the chart is a step in the right diree
tion and the Planning staff is doing a great job.
Kjell Stoknes requested authorization from the Council
to publish notices of public hearings from time to

PROCESS. CARRIED, WITH HARRIS VOTING NO.
Mayor Todd stated he reviewed the proposal and endorses.
it. Fire Chief Hubert Crawley briefly outlined the
plan whereby the County will provide funds to start
operation of a Medic 1 unit and improve the service
for aid calls in the Fire Department drastically.
The present proposal is $105,000 and the program is
managed through the Emergency Medical Review Board.
We would receive funds for an aid car and five County
personnel including the training for them and three
of our firefighters. The three City employees would
be trained for a period of 2,000 hours of intensive
Medic 1 classroom training. If the proposal is dis-
continued, the City is not obligated to the five
County personnel. Mayor Todd stated these five para-
medics would respond on a mutual aid basis from areas
outside the City in the adjoining Fire districts.
Chief Crawley stated the City will carry them through
its payroll and will be reimbursed by the County.
Mrs. Elanor McLester asked if the City's firefighters
would be putting in the entire year for this train-
ing. Chief Crawley stated the training time is
spread out over a period of about six months, and
these employees will be gone from the City for this
training. Mrs. McLester asked how many firemen it
takes to operate an aid car. Chief Crawley replied
two men. Mrs. McLester asked what comprises a full
response fire department crew. Chief Crawley replied
six men in an engine company and we have three engine
companies with ladders, so we should have 30 men on
duty now. Mayor Todd asked how many are currently
employed. Chief Crawley replied there are 28 in the
total Fire Department budget.
MOVED BY TRAYNOR, SECONDED BY SAUL, TO AUTHORIZE
FIRE CHIEF CRAWLEY TO PURSUE THE MEDIC 1 PROGRAM.*
Chief Crawley stated even though the City Council may
approve the proposal, the County Commissioners and
other fire districts must also approve it. Councilman
Sterling stated if three City firefighters will be
involved in the training, would this compel the Chief
to request three additional firefighters in next
year's budget. Chief Crawley stated under the Council
budget policy, there is no provision for new person-
nel. Councilman Sterling stated he hoped it would
not be brought out that because of the Council's ac-
tion tonight, the Council will be cutting the Depart-
ment short by three men. Chief Crawley stated it
makes no difference, we are operating short now.
Councilman Gardner stated the program must be adopted
by ordinance in order for the program to be binding.
At this time, we are only considering a proposal.

Council President Traynor read a memo dated October
10, 1975 from the Planning Commission recommending
Resolution 489 be repealed for the following reasons:
(1) The resolution denies due process to petitioners.
(2) The resolution does not aid in the stated objec-
tive of land use planning. (3) The resolution will
not help the orderly development of land. (4) The

resolution is regressive. (5) The Planning Commission
is working on a Comprehensive Plan, not a zoning
ordinance. Councilman Johanson stated it sounds like
the tail wagging the dog the City Council sets the
policy. The Planning Commission has not included any
support for their position.
Mayor Todd read letters from Steve Hall, Public Works
Director, dated October 7, 1975 and September 29,
1975. Mr. Bruce McCann has requested the following
names be assigned to remaining unnamed streets in
the Plat: Olympic Ave. So., Cascade Ave. So., and
So. Glacier Street. Steve Hall presented an over-
head display of the Plat. MOVED BY TRAYNOR, SECONDED
BY STERLING, TO CONCUR WITH THE NAMING OF THE STREETS
AS OLYMPIC AVE. SO., CASCADE AVE. SO. AND SO. GLACIER
STREET. CARRIED.

Parker read proposed ordinance providing for an inter-
departmental loan between Water /Sewer Construction
Fund and the LID #27 Construction Fund, by title only.

Mayor Todd excused himself from the Council table
and yielded the gavel to Council President Traynor.
MOVED BY HARRIS, SECONDED BY JOHANSON, THAT PROPOSED
ORDINANCE BE READ BY TITLE ONLY. CARRIED. Attorney
Parker read proposed ordinance re- classifying certain
property from R -3 zoning to R -4 zoning within the
City of Tukwila, by title only. Councilwoman Harris
reviewed the minutes of the October 15 Community
Affairs Committee meeting which recommends "do not
pass" for the following reasons: (1) The Comprehen-
sive Land Use Plan indicates multiple dwelling in
this area. This has been met in that the parcel is
already zoned multiple dwelling. (2) Access is by
one road, legally, only. Although traffic is increas-
ed, accessibility is not, thus traffic hazards would
be increased. (3) Safety from fire not enough in-
formation to comment. (4) Adequate light air no
problems are foreseen. (5) Overcrowding of land
the density of land would be from 50 units and 110
people in R -3 to 120 units and 264 people in R -4, or
approximately 2 1/2 times on that parcel alone.
(6) To secure an appropriate allotment of land area
in new developments for all the requirements of comm-
unity life difficult to assess until a site plan is
presented. (7) To conserve and restore natural beau-
ty and other natural resources difficult to assess
and project. In summation, the committee determined
that the present zoning provides the maximum density
that the "hill" area should have and still maintain
its rural atmosphere.
Mr. Frank Todd requested that the entire record of
the Community Affairs Committee minutes be admitted
to the record of the City Council minutes. Council
President Traynor and Councilwoman Harris, Chairwoman
of the Committee, agreed. Councilman Traynor stated
at the time the previous rezone request to RMH was
discussed, several Council Members indicated that
R -4 zoning was more desirable. He stated this may
have prompted the petitioner to refile a request to
R -4. He stated regarding a normal size building lot,

could put 13 people on that lot. If we apply R -4
zoning, we would be able to put 33 people on the lot.
If my lot had 33 people on it with 7 or 8 cars, the
density is too great. He stated he concurred with
the recommendation of the Committee. MOVED BY

proposed ordinance of the City of Tukwila vacating
a certain portion of South 152nd Street as specifical-
ly described herein, situated within Tracts 37 and
38, Brookvale Garden Tracts, as recorded in Volume 10
of Plats, Page 47, records of King County, Washington,
subject to the completion of one condition. Steve
Hall, Public Works Director, explained the revised
legal description setting out a 5 foot strip of right
of -way. MOVED BY TRAYNOR, SECONDED BY SAUL, TO
SUSPEND THE RULES AND PLACE THE PROPOSED ORDINANCE
ON ITS SECOND READING BY TITLE ONLY. CARRIED.
Attorney Parker read proposed ordinance as stated
above by title only. MOVED BY TRAYNOR, SECONDED BY
STERLING, THAT ORDINANCE 949 BE ADOPTED AS READ.*
Kjell Stoknes, Planning Director, and Attorney Parker
explained the decision to recommend that the City
hold the 5 feet of property in escrow. MOVED BY
HARRIS, SECONDED BY TRAYNOR, TO AMEND THE MOTION TO
STRIKE THE WORDS "WHICH WAS PLACED IN COMMITTEE AND
BROUGHT BACK TO A REGULAR CITY COUNCIL MEETING ON
OCTOBER 20, 1975, CARRIED. *CARRIED.
MOVED BY JOHANSON, SECONDED BY STERLING, THAT PROPOSE[
RESOLUTION BE READ BY TITLE ONLY.* Councilman Tray-
nor asked what the $36 per diem allowance covered if
it does not cover lodging or travel. Councilman
Johanson replied it covers meals, taxi or bus fares,
and other daily expenses. He stated this resolution
was patterned after a City of Renton resolution.
He stated, however, that the $36 figure should have
been amended to $28.

meeting back to order with all Council Members pres-
ent as previously listed.

Councilman Traynor read City Treasurer Mae Harris's
report of investments for the month of September.
Mayor Todd inquired how the bond market stands at
the present time. Mae Harris replied it is not very
good interest rates are up to 8 1/2 to 8 3/4%.
City Attorney Wayne Parker was excused from the
meeting at 8:45 P.M.

Film presentation
MOVED BY TRAYNOR, SECONDED BY JOHANSON, TO AMEND THE
AGENDA FOR A FILM PRESENTATION. CARRIED. Steve Hall,
Public Works Director, presented a short film, "A
Thousand Years From Rome regarding water pollution
and cross connection devices. As for the City of
Tukwila, Steve Hall stated twice in the recent past,
water lines have been damaged creating a drop in
water pressure and potentially creating a situation
where the water supply may have been contaminated by
back flow of chemicals or waste water. He stated the
proposed ordinance now in committee would allow the
City to check water lines in the commercial area and
to require back flow prevention devices where necess-
ary. A homeowner may request the City to check their
homes; the City currently has three qualified men in
the Water Department who are certified for this type
of inspection plus Gene Isler, Richard Williams and
himself.
Identification of Mrs. Elanor McLester stated she wished to be addressed
audience members as Elanor M. McLester and not as Mrs. Richard McLester
as the Mayor had addressed her earlier tonight.
