City Clerk Shirlee Kinney read the notice of public
hearing for the purpose of discussing the purpose
statement for the revised regional plan proposed by
the Puget Sound Council of Governments.
Mr. Ronald L. McConnell, Director, Land Use and Envir-
onmental Planning Division, Puget Sound Council of
Governments, introduced himself. Councilman Traynor
read a letter dated August 28, 1975 from Mart Kask,
Executive Director of P.S.C.O.G., requesting informa-
tion and response from each local member regarding the
revised purpose statement. Mr. McConnell noted the
present status of P.S.C.O.G. and the need for a re-
evaluation of how the Conference meets the needs of
the membership. He stated the Conference still ful-
fulls the duty of A -95 grant review and of regional
long -range planning. At the present time, they are
attempting to re- organize the sub regional organiza-
tions, but due to a lack of funding, there has been
no determination on the future of the Conference.
Cost reimbursement studies are being implemented.
The integrated grant application program runs at an
annual cost of about $1 million which computes to a
cost of 9.t per capita to the local membership. The
regional area includes four counties and their cities
at the present time. Currently the Conference is
involved with the regional development plan update
required by the Federal government by August, 1977.
This plan must be approved and adopted by that time
otherwise grants for land use and housing will be dis-
continued.
Mr. McConnell explained there is a task force assigned
(members are local elected officials) to serve as
policy directors and they work with the P.S.C.O.G.
staff on the update of the plan and make recommenda-
tions.
Referring to Option 2 of the purpose statement, Council
woman Harris asked how much impact on local control is
proposed. It appears to be control by a super agency
exercised through grant funding determinations. Mr.
McConnell replied the Conference has no power to
deny anything they are only authorized to make
recommendations. The Conference only reviews A -95
applications for Federal funds. Mr. McConnell cited
the conflict between Auburn and King County several
years ago regarding an interceptor.
Councilman Sterling stated it appears the difference
between Options 1 and 2 is that Option 1 provides
more local control while Option 2 creates more input
and control of the regional Conference. Mr. McConnell
stated one is specific in its policies while the other
is more broad and both have their advantages and dis-
advantages. Neither option has any more controls than
P.S.C.O.G. presently has.
Councilwoman Harris asked how do things in Option 2
fit into things being done by other agencies, such as
Metro. Mr. McConnell stated theoretically, P.S.C.O.G.
will give guidance to these special agencies on behalf
of the membership.

Councilman Sterling commented generally it is better
to be more specific in making policy, but he asked
Mr. McConnell why it would be better for the City of
Tukwila to go with Option 1 or with Option 2. Mr.
McConnell stated he would not attempt to sell the
Council on either one, but the results received by
the task force so far indicate slight favor of Option
1, the broader statement. He added that Option 1 was
written by Councilman Don Fero of Mukilteo and Option
2 was written by P.S.C.O.G. staff. He stated the City
Council has the option of writing their own statement,
if they wish, also. Councilwoman Harris stated if
the King County Council withdraws from P.S.C.O.G.
membership, the City would then have the option of
participating with King County if they would become
a qualified clearing house for grant applications.
Discussion continued regarding a choice of options.
Councilman Traynor stated he felt Option 2 took away
some of the rights of local control. We should estab-
lish policies and set standards for ourselves. Coun-
cilwoman Harris stated the Salem, Oregon statement
was acceptable to her and she suggested this be
studied along with the letter from King County Council-
man Bill Reams and then ask further questions of the
Conference. Mr. McConnell stated the task force did
delay the date for comments from the regional cities
to mid November. At that time, they will review the
responses and develop a consensus.
Councilwoman Harris stated she was interested in the
housing plan to be adopted prior to 1977. Mr. McCon-
nell stated a housing policy report for the region has
been requested by the Federal agencies. This will be
an update of the existing information we have now.
We all realize the average family in the area can no
longer afford to buy a house. The goal is to provide
adequate affordable housing based on the criteria
included in the plan in order to meet future housing
requirements and to secure grant funds from the Federal
government.
Councilman Traynor stated he preferred the text of
Option 1 which sets guidelines for establishing policy
it does not establish the policies. Mr. McConnell
stated neither option intends to interfere with local
control. The Conference considers its function as
coordinating studies for the area and to make recom-
mendations based upon those findings. There are four
basic areas for the regional development plan:
(1) the purpose statement, (2) planned administration
for the interpretation of the plan and its implementa-
tion, (3) set policies and goals of the plan, (3) def-
initions of terms. Mr. McConnell stated the task
force is looking for a consensus from each member.
He suggested the City Council may want to speak to
the King County task force members for further infor-
mation and assistance. Councilman Traynor suggested
this matter be placed on the Committee of the Whole
meeting agenda on October 27 for further discussion
and that final action be taken at the next regular
meeting, November 3.
Councilwoman Harris stated the City is presently revis-
ing its Comprehensive Land Use Plan. Population and
housing is one element included. If the City submits
the revised plan to P.S.C.O.G., will it be incorporated
into the Conference's plan as Tukwila'a plan. Mr.
McConnell stated the City could qualify for the grants
if they adopted the Conference's resolution or if they
adopted a resolution of their own.

attending the meeting and for his fine presentation
to the City Council.
