End Time: 5 : 15 p.m. PRESENT From Tukwila: , Council Pre sident ; Joe Duffie and Dennis Robertson , Councilmembers; David Cline , City Administrator; Laurel Humphrey , Council Analyst From SeaTac: Mia Gregerson , Mayor; Tony Anderson and Pam Fernald, Councilmembers; T odd C utts, City Manager Welcome & Introductions The meeting began with a welcome from Councilmember Robertson and self - introductions of attendees. Tukwila International Boulevard Shared Issues Mayor Gregerson introduced the topic of development activity around the Tukwila Link Light Rail Station area. She shared that SeaTac received technical assistance from the Urban Land Institute for recommendations regarding development in the Angle Lake Station area and i t was a rewarding experience for the city. The group discussed and deter mined an interest in coordination and communication of planning efforts around TIB and 154th, which if successful could result in complementary promotion of certain uses and/or avoi dance of competing interests. Bel - Red Road serves as a useful model of a successful shared corridor. Tukwila will be reviewing its Tukwila International Boulevard element of the Comprehensive Plan in early 2015, which provides a timely opportunity to recei ve and consider information on coordinated strat egies. There was agreement t hat both Planning Directors will be asked to coordinate on this issue and be prepared to share updates with their respective Councils when appropriate . Code Enforcement along Shared Corridors Both cities face ongoing challenges relating to code compliance , and both are taking steps to address them . This year, Tukwila has implemented a streamlined process, added staffing, and stepped up its community involvement and educat ion efforts. SeaTac has hired a new code compliance coordinator and established a work group that is reviewing codes and exploring proactive enforcement strategies. Both cities expect to identify additional financial resources toward code enforcement dur ing their respective budget processes this year. 2014 has already seen increased communications between and the group agreed that this should be ongoing to share best practices and collaborate on mutual issues along shared corridors. There was consensus that the th TIB/154 area should remain a priority and there will be ongoing discussions on this topic at future meetings of this group. As follow up to this discussion, Council Analyst will provide information regarding rental inspecti on training. Fire Services/Facilities Tukwila has convened a committee that is in the process of reviewing opt ions for fire service with the goal of making a recommendation to the Mayor and Council later this year . This discussion item was requested by Tukwila for the purpose of hearing perspectives on the contract with Kent Regional Fire Authority that took effect in January. SeaTac underwent a rigorous process leading to the deci sion to contract for services, and City Manager Cutts stated that the transition has been seamle ss from a service perspective. Costs are initially higher but are expected to even out over the next four to five years. The group discussed partnership potentials such as facilities consolidation if Tukwila joined with Kent RFA. SeaTac is close to finishing a design for Station 45. Other Councilmember Robertson inquired about innovative stormwater management practices. SeaTac has implemented new fees, purchased a vactor truc k , developed a reporting mobile application, and integrated field screenings with an asset management database. In addition to the potential future topics already listed on the agenda (healthy food access, shoreline management, com prehensive plan updates), the group proposed the following for future meetings: th Continued discussions on TIB and 154 planning and code enforcement SeaTac lessons learned from significant road construction on Military Road Multifamily housing shared is sues Future Meetings The group expressed a desire to meet on a quarterly basis.
