AND COUNCILMAN JOHANSON BE EXCUSED. CARRIED.

Mayor Todd stated due to the recent election, he
received a notice of resignation from Phyllis Pesicka
regarding her position on the Park Board. Mrs.
Pesicka has recommended Miss Lynn Altmayer to replace
her. He stated the letter of appointment is now being
typed and will be distributed in a few minutes for
the Council's consideration in addition to the appoint-
ment of Mr. Clark McConkey to the position vacated by
Mr. Bill Moore. Council President Traynor read
Mayor Todd's letter of appointment of Clark McConkey.
Councilwoman Harris stated she felt it would be the
courteous thing to do if the appointments remained
vacant on the Park Board during the next month.

ON THE PARK BOARD REMAIN OPEN FOR ONE MONTH.*
Mayor Todd stated should he agree to allow the position:
to remain vacant for his successor to fill, it would
become political. He stated it is his position that
these are his appointments and he should make them and
the Council should consider them. Councilman Traynor
stated Mr. McConkey is a resident of the City and is
interested in the position and he would like to see
the appointment acted upon. He is not sure of the
residence status of Miss Altmayer. *FAILED.

Councilwoman Harris stated since the motion failed,
it will take a vote of the Council members on the pre-
vailing side to bring the matter back to the table.

TO READ THE MAYOR'S LETTER OF APPOINTMENT OF LYNN
ALTMAYER TO THE PARK BOARD. CARRIED. Mayor Todd
stated Mrs. Pesicka's letter of resignation recommends
Miss Altmayer to replace her and he concurred with this
recommendation. We have been without the input of
younger people in the City on our boards and commiss-
ions. Council President Traynor read the Mayor's
letter of appointment. He then asked Miss Altmayer
if she was residing in the City of Tukwila. Miss
Altmayer replied yes. MOVED BY TRAYNOR, SECONDED BY
SAUL, TO APPOINT LYNN ALTMAYER TO THE PARK BOARD POSI-
TION VACATED BY MRS. PESICKA. CARRIED, WITH HARRIS
VOTING NO.
Mr. George Hill stated in view of the statements made
tonight, he was curious to know if these appointments
to the Park Board are approved due to political affil-
iations or are they approved if someone has been an
active member of the community, the church, the Ameri-
can Legion, little league, P.T.A. and others for the
good of the community. Then when it comes to an
appointment, it takes on a political overtone. He
stated he always thought if a citizen was interested
enough to take the time to devote to the City, that
was enough. The situation irritated him.
Mrs. Elanor McLester stated this was the first time
she was aware there were openings on the Park Board.
What criteria was used and what kind of people were
considered for the positions. Mayor Todd stated in
the past he had heard from very few people who were
interested in serving. Mr. Bauch had asked to be
appointed to a board and he appointed Mr. Bauch to
the Board of Adjustment and there was nothing political
about it at all. Mr. Hill and perhaps some others
here feel once again that we have sacrificed a good
citizen who was willing to serve because of rotten
politics. The only criteria is that a person is will-
ing to serve the City.
Mayor Todd read a letter dated November 17, 1975
from City Clerk Marie Jensen, City of Kent, stating
Shirlee Kinney, City Clerk, earned certification
through courses attended at Central Washington State
College and is among the first 32 clerks to earn this
honor. Shirlee Kinney thanked the City Council and
Mayor for the opportunity to attend the classes over
the past three years.
Council President Traynor read a letter dated November
24, 1975 from Public Works Director Steve Hall stating
the project has been inspected and found to be accept-
able. MOVED BY TRAYNOR, SECONDED BY SAUL, TO CONCUR
WITH THE RECOMMENDATION OF THE PUBLIC WORKS DIRECTOR
TO ACCEPT THE TENNIS COURT AND PATH LIGHTING IN THE
PARK. CARRIED.
Kjell Stoknes, Planning Director, stated this is the
first request for a waiver under Resolution 489 since
the resolution was passed. He stated he recommended
the waiver be approved subject to the stipulations

what type of construction will be at the site. Kjell
Stoknes replied the proposed use is retail tire outlet
but the waiver is being considered on the basis of the
rezone not on the merits of the proposed use. MOVED

TO THE COMMUNITY AFFAIRS COMMITTEE.* Councilman Tray-
nor stated the the site is not suited for residential
use and he suggested the Council take action on the
matter now. Councilman Saul stated the staff report
is complete and the stipulations should be adhered to.

Mr. Chris Crumbaugh, M. A. Segale, Inc., stated Mr.
Bruce Solly of the firm will be attending the meeting
shortly to make a few comments regarding the proposed
ordinance. He requested the City Council to delay
consideration of the proposed ordinance until Mr.
Solly arrived. MOVED BY HARRIS, SECONDED BY TRAYNOR,
TO TABLE THE SUBJECT FOR A SHORT TIME. CARRIED.

nance of the City of Tukwila, Washington, providing
for appropriation(s) and transfer(s) of funds and

955 BE ADOPTED AS READ.* Councilwoman Harris stated
there is a portion of the ordinance that refers to
unanticipated sales tax and she asked if this amount
had been received by the City yet. City Treasurer
Mae Harris replied it is anticipated but it will not
arrive until after the last Council meeting of the
year and that is why we are budgeting for the amount
at this time. Councilwoman Harris stated she did
not see how excess revenue could be anticipated and
how it would be budgeted without an actual known
amount. She questioned if this was the proper tech-
nique. Councilwoman Harris asked if the money was
being budgeted for 1976. City Treasurer Mae Harris
stated a portion of the money will be included in the
1976 budget, but in order to get the portion for 1975
budgeted, there is no other way to handle it. We know
the money will come in later this month, but we do not
know right down to the dollar how much will come in.

It was noted that Mr. Solly had not arrived to dis-
cuss the proposed ordinance. MOVED BY STERLING,
SECONDED BY TRAYNOR, THAT THE PROPOSED ORDINANCE BE
PLACED BACK IN THE PUBLIC SAFETY COMMITTEE UNTIL THE
NEXT REGULAR MEETING. CARRIED.
Mr. George Hill requested that if the City Council
has any further meetings with Cabot Dow regarding
labor contracts, he would beg to please invite the
newly elected Council members so that when these
negotiations carry over into 1976, these new offi-
cials will be aware of the progress and further delays
in negotiations can be avoided.
Councilwoman Harris stated she could not go along with
that request; the negotiations are very delicate and
sensitive and confidential. She stated she gave her
pledge when the negotiations started and she intended
to honor her pledge that only this City Council would
participate in the negotiation meetings. The nego-
tiations are still in progress but until such time as
the new City Council have taken their oath of office
would she feel it proper for them to attend the
meetings. Mrs. Phyllis Pesicka asked to whom Mrs.
Harris had given her oath. Councilwoman Harris
replied she had given it to Cabot Dow. Councilman
Sterling stated he had asked Cabot Dow about inviting
the new Council and Cabot Dow stated he felt it was
a good idea.
Mr. Hill stated the fact that a person has taken the
oath of office does not add any more integrity or
trustworthiness than any other person in town has.
He disagreed with Councilwoman Harris because the
three citizens who were interested enough to run for
office have concern for the City which may be just as
great as Councilwoman Harris's. When we will have to
deal with the problems, it would be a lot easier to
know about the problems first. Councilman Saul stated
he felt the newly elected officials should be invited.
Councilman Gardner stated if Cabot Dow has agreed, he
would also agree. Councilman Traynor stated he felt
the new Council should be included and also the new
Mayor should be invited. It is obvious these nego-
tiations are going to carry over next year.
Mayor Todd stated time is money in the negotiations
and it would save the taxpayers money to have all the
parties informed as the negotiations move along.
Councilwoman Harris stated she did not think it would
take over ten minutes to appraise the new Council of
the developments next January. Councilman Sterling
stated he would like the Council to vote on this
issue again. Mayor Todd suggested the matter be
tabled to the next meeting.
Mayor Todd yielded the chair to Council President
Traynor due to the fact he would not be involved in
an official capacity with the budget next year.

MOVED BY HARRIS, SECONDED BY SAUL, TO AMEND THE
AGENDA TO INCLUDE A PRESENTATION BY GRACE VAN HORN,
VOLUNTEER DIRECTOR OF THE RAPE LINE. *Councilwoman
Harris stated Mrs. Van Horn is requesting funding
from the City for next year. *CARRIED.
Mrs. Grace Van Horn explained the Rape Line has been
in operation for about 17 months and it is a complete-
ly volunteer effort covering East and South King
County communities. In the last 17 months, 9 rape
cases have come from Tukwila and 1 of those victims
reported the crime. She stated the most urgent need
is for education and to overcome the mass of misinfor-
mation. She stated King County has provided CETA
funding for a full -time director and a half -time
assistant. The Rape Line is requesting $1,100 from
each of the cities involved Bellevue, Renton,
Tukwila, Kent and Auburn. We also emphasize training
for the emergency staff in the community hospitals.
Mr. George Hill asked how the allocation of funds
was arrived at. Mrs. Van Horn stated the amount
needed to continue the service was split between the
cities. Next year, we will have complete figures
available on the basis of calls, etc. for each commun-
ity.
Police Chief John Sheets stated he favored the fund-
ing of this service for the City. He stated the
City actually has used the service as recently as
Thanksgiving eve. City Treasurer Mae Harris stated
the amount of money is nominal compared to the gain
of these services. Councilwoman Harris stated she
very much endorsed the program and suggested the
funding be provided out of the City Council's pro-
fessional services account. Council President
Traynor stated the City Clerk suggested use of non
departmental funds.
The City Council thanked Mrs. Van Horn for her
presentation and assured that somewhere in the 1976
budget, the program would be funded by the City of
Tukwila.
Council President Traynor opened the public hearing
for audience comments and explained the procedure
for covering the budget accounts, stating Mayor's
proposed figures and Council's proposed adjustments.
The revenue and expenditure pages were covered. He
explained all salaries will reflect 1975 levels since
union contracts are in the process of being settled.
Council President Traynor reviewed the Council budget.
Council President Traynor reviewed the Municipal Court
budget.
Council President Traynor reviewed the Mayor's budget.
Mrs. Anne Altmayer questioned what the City would be
getting for the $18,000 allocated for the Mayor's
assistant that the City hasn't had in the past with
our present Mayor. In addition there is a raise in
the budget for the Mayor. Council President Traynor
replied he felt the $18,000 was extremely high, but
it is a maximum figure and the leeway should be given
to hire a qualified person. Mrs. Altmayer asked why
the City needs the assistant at all we have managed
so far without that position. What are we going to
get next year that we haven't had in the past?

Councilwoman Harris stated she endorsed this position
because the Mayor's office in Tukwila should be a
totally electable position to the greatest extent,
available to any individual desiring to run for the
office. If the position of Mayor were full time and
the salary set between $16,000 to $20,000, she believ-
ed this would eliminate a number of otherwise quali-
fied candidates. Very few people have the liberty
of leaving their careers to take a four -year term
as Mayor.
Mrs. Altmayer stated there is a possibility we will
have a man running the City that no one has elected;
not even the City Council will confirm this person.
Councilwoman Harris stated that person will be operat-
ing under explicit direction of the Mayor. Mrs.
Altmayer stated she still did not feel it was necess-
ary.
Councilman Sterling stated the reason we feel the
administrative coordinator is necessary is because
we do have a part -time Mayor.
Mrs. Altmayer asked why then don't we pay a full -time
Mayor and then we would have a full -time elected offi-
cial. She stated she would not object to paying the
Mayor $18,000 for a full -time job, but she did object
to $18,000 for the administrative assistant.
Mr. Gary Van Dusen stated this position in next year's
budget directly conflicts with the Council's policy
of retaining present staff levels by not hiring any
new employees. With the benefits paid by the City,
it will cost about $35,000 for this assistant, and
if the Mayor's position were full -time at $18,000
annually, the total cost would be about $23,000. The
total cost of a part -time Mayor at $9,000 annually is
about $12,000. The citizens elected a Mayor to serve
in that function to run the City and he would like to
see this done. We have known before that the job
needs to be full -time and he proposed we make it a
full -time job. We do not need a professional to run
the City and the department heads can fulfill that
capacity at that level of professionalism. He stated
he believed Ed Bauch was a professional anyway. He
stated he did not feel there was any difference in
leaving a job to run for the office of Mayor if the
person is truly interested than there is leaving a
job to take any other position. If the people do
not want the Mayor /Council form of government in
Tukwila, perhaps we should think about changing the
system. He stated he was still in favor of the Mayor/

Mrs. Elanor McLester stated the position of Mayor
should remain part -time because she felt the full
time position would restrict the number of people
able to devote four years of their life to the City.
Tukwila would then be used as a political stepping
stone.
Mrs. Ellen Harding asked what qualifications would the
person need to be the administrative assistant and
to whom would that person answer? Council President
Traynor stated the person would work directly for the
Mayor and be responsible to the Mayor.
Councilman Sterling stated the Council is not creating
a new job. This position was authorized before but
was not filled by Mayor Todd.

Councilwoman Harris stated she would anticipate a job
description would be written for the position before
anyone was hired. She stated by the fact that the
candidate who expressed he would utilize an adminis-
trative assistant in his campaign was elected is an
indication of the public's sentiment.
Mrs. Burton Lutes stated she talked to the Mayor of
Kent who is part -time and she found she had to work
full -time as Mayor with her administrative assistant.
Council President Traynor stated before making any
change in the form of government in Tukwila, the
Council in his opinion should take the matter before
the voters. Mr. Frank Todd asked if the Council
would be willing to do that in the form of a Council
resolution. Council President Traynor stated he
could not speak for the others, but he would agree.
Mr. Frank Kriedler stated the expertise of an adminis-
trative assistant may not be available within the
City limits of Tukwila. We would be limited in that
way with only an elected administrative official.
Mr. Chris Crumbaugh stated it is not fair to the
Mayor -elect who was elected to the part -time posi-
tion. He stated this matter could be decided over
the next four years.
Mr. George Hill stated he has worked as Councilman
under both part -time and full -time administrations.
With all the day time responsibilities, it is obvious
that we need someone full -time. The newly elected
Mayor stated he would serve either part -time or full
time, at the pleasure of the City Council. He sug-
gested that the position of administrative assistant
remain. If over a period, this system does not work
then the City Council and the Mayor should propose
a new method to the citizens.
Mr. Ed Bauch stated he had stated before the election
that he would serve at the pleasure of the City Coun-
cil and he also stated he would utilize an administra-
tive coordinator if the City Council provided the
funding. He stated he felt it was important to have
someone to further advance the business of the City.
Councilman Johanson arrived at the meeting at 8:45
P.M.
Mr. Ed Bauch stated he is not ready to state what the
qualifications will be and he has no one in mind for
the position at this time. It could be four or five
months before the job description is ready and this
person is hired.
Mrs. Anne Altmayer stated she would like to see some
figures on the positions and the duties of the Mayor.
It appears we will be decreasing the duties while
increasing the money and manpower.
Mr. Frank Todd stated it has always been his position
that to delegate the responsibility to someone else
is, in his opinion, an irresponsible act. He stated
he would rather see the City pay Mr. Bauch $30,000
to be full -time so that any citizen or businessman,
including himself, could be sure they were talking
to the man with all the responsibility. The City
owes the citizens a full -time Mayor first and then
if it becomes necessary, hire the assistant. The
part -time Mayor cannot be responsible for his assis-
tant during the day if, for example, the assistant

is sitting in a tavern drinking beer all day. Mr.
Todd stated he had that experience with an administra-
tive assistant at one time and that is why he did not
hire another one because he found after that experience
that authority and responsibility are two different
things and that especially the responsibilty should
not be delegated. Mr. Bauch stated before the election
that he would serve as a full -time Mayor and the City
Council should see to it that he does.
Council President Traynor stated in answer to Mrs.
Altmayer's question the amount the City would pay
in total for the administrative assistant would be
about $22,000. Mrs. Altmayer stated the point is
that the man in office should be the man elected to
do the job. Discussion continued.
Mrs. McLester stated those citizens speaking tonight
should consider getting a petition in support of
their ideas and get it on the ballot a year before
the next Mayor's election. The rules would then be
set up at the proper time. We should not be making
this kind of decision a month after the last election.

Council President Traynor reviewed the Non- Department-
al /Miscellaneous Services budget. He noted the fund-
ing for the Rape Line proposal would be included here.
Detective Joe Mathews stated he has dealt with the
staff of the Rape Line frequently and he feels it is
a very valuable service to the victim.

DEPARTMENTAL /MISCELLANEOUS SERVICES BUDGET INCLUDE
$1,100 FOR THE RAPE LINE PROPOSAL. CARRIED.
The RAYS proposal was discussed. Council President
Traynor stated he felt the money should be provided
in the Contingency Fund until the City Council is
able to determine what services we want to provide at
what cost. This needs further research.

Councilwoman Harris stated she felt the City should
have the availability of all the services but it is
not yet certain how to fund them. Councilwoman Harris
explained the RAYS proposals for family and youth
counseling.
Mr. Frank Kriedler stated his wife is involved with
the program and they feel it would be very worthwhile
for the City to participate.

SERVICES ACCOUNT FOR RAYS. FAILED FOR LACK OF SECOND.
Mr. Ed Bauch stated he was in favor of becoming in-
volved in the RAYS program and he hoped the City
Council would fund something. He suggested placing
funds in the Council's professional services budget
until a decision is made on the funding.
The City Council agreed to proceed with the budget
and come back to this item at a later time.
Council President Traynor reviewed the Non- Department-
al /Mechanical Shop Division budget.
Council President Traynor proposed to the Council
that either these two deputy administrators be
placed in the non departmental budget or be left out
entirely until the Civil Service rules are changed
to open the exams for anybody and everybody. The
present Civil Service rule in Tukwila was requested
by the Police Guild and he felt this was a management
decision. He stated he could see no reason why the
Guild should have any fear that we do not have the
best people when we have provided for education and
training. He stated he felt our officers would score
the highest if the exams were open; we have experi-
enced this result in the Fire Department with regard
to the Captain's position. To insure that the tax-
payers of the community are getting the best, this
examination should be open to anybody. He stated
the R.C.W. gives the Civil Service Commission the
authority to set their own rules and guidelines and
that this rule could be changed in some manner.
Council President Traynor explained the present rule
provides that a sergeant in the Tukwila Police Depart-
ment with two years or more experience can take the
exam and that sergeants in other departments with
four or more years of experience can take the exam
if those departments will accept our officers to take
t ie it exams.
Detective Joe Mathews, President of the Police
Officers Guild, stated the rule was the combined
effort of the Police administration, the Guild and
the Civil Service Commission. If you check the
Service rules in other cities, you will find ours is
more liberal than most in having this reciprocal
clause. We have no objection to competing with other
cities if we can in turn compete with those other
cities when an opening occurs. He felt the rule was
fair, and he felt Tukwila officers would come out on
top in any situation. There are only so many advance-
ment opportunities in any given profession, however,
and if you take away the restrictions we have, you
take away incentive.
Council President Traynor stated he felt the key
factor is whether we will get the best choice for
the citizens' dollars.

Police /Administration Mr. George Hill stated he was hesitant about opening
Cont. up the exams to others because there are people who
can take tests beautifully but cannot manage practi-
cal application of the information on the tests.
We want to be sure that anyone who takes this test is
at least a sergeant.
Police Chief John Sheets stated he appreciated the
Council's work on this budget, especially their con-
sideration of the deputy administrators. He stated
he understood what Councilman Traynor has said and
why he has said it, and he stated there have been
times when he could agree with those statements. On
the other hand, if we take the opportunity for taking
the exam completely out of the department, we are go-
ing to lose good personnel because what will be the
incentive to stay with the department if you are not
going to move up or have the chance of being lieuten-
ant, captain or chief someday. The City provides
the training but as soon as they get the training,
they are going to move on and we would lose a lot of
money there in the long run. We want to continue to
have the men do their tasks very well and to encourage
them through their training to do the best. He stated
this motivation for improving status is important.
He stated there are persons in the department that he
felt he may be disappointed if they received the top
grades on the lieutenant's exam because he would won-
der how they could "change their stripes" quickly
from being loyal to the Guild and then turning around
to be loyal to management. Chief Sheets stated his
proposal in light of that difficulty that any position
directly below the Chief's position should be appoint-
ive from the next classification, and in this case it
would be from the classification of sergeant. If
these two persons are able to work for administration
and for the City as a whole, they will then remain
lieutenants. If, on the other hand, they still feel
their first allegiance is to the Guild, they will
find themselves back in their former position. This
proposal will be presented at the next Civil Service
Commission meeting.
Mrs. Phyllis Pesicka stated she felt it was important
to remember that these lieutenants are needed now
and not at some time in the future when and if the
rules are changed. Councilman Saul stated he agreed
they are needed now, but not appointed by the Guild
to work for administration.
Mrs. Elanor McLester stated if we do have the best
people in our department, they do not have anything
to fear from outsiders. It also occurred to her that
we agree we need two deputy administrators at $19,000
per year but we are having a fit about $18,000 per
year for the Mayor's assistant.
Detective Joe Mathews stated he thought it was humor-
ous that several comments have been made about the
lieutenants being appointed by the Guild when in fact
the Guild has absolutely no power of that kind at all.
The Civil Service rules are clearly set out by the
State in order that the local Civil Service Commiss-
ion assume the control of local rules and regulations.
Councilwoman Harris stated the reciprocal clause in
the Civil Service rules is reasonable and equitable
as it is applied to the response from other units of
government. She suggested the Council consider the
comments made by Councilman Traynor and Chief Sheets
at a later time but not as it applies to these two
lieutenants in this year's budget.

Council President Traynor called the Council meeting
to order at 7:07 P.M.
Council President Traynor reviewed a letter of propo-
sals from RAYS, including costs for each classifica-
tion of services.
Mrs. Elanor McLester asked to hear Chief Sheets's
opinion on the services and the amount of juveniles
who might benefit from those services at this time.
Chief John Sheets stated he felt it would be better
to allocate the $15,000 for the City to hire its own
person to provide the service at all times. He
stated the Police Department has used RAYS services
for three cases and he was satisfied with their
counseling. He stated he had mixed emotions on this,
though, because at a later time, one of his officers
charged the counselor with harboring juveniles. He
stated he liked the idea of having a sociologist for
the City and he added that the City of Mountlake
Terrace has hired a sociologist for their crisis
problems.
Mrs. McLester stated if the services have helped
three people, the cost is worth it. The fact that
they do counsel with whole families to help with
juvenile problems is very helpful and she felt it
was a very valuable program.
Mr. George Hill stated he was not sure there is enough
need for a full -time staff of our own. He supported
the RAYS proposal if we have a great enough need and
if we are not supporting Renton's needs with our fund-
ing. He suggested the Council contact the School Dis-
trict to see what can be worked out with the counsel-
ors they have. Mrs. Anna Bernhard stated the South
central School District does have a counselor and
psychologist available and she felt a part -time person
working for the City would be helpful and more desir-
able than working with Renton.
Councilman Gardner arrived at 7:17 P.M.
Mrs. Phyllis Pesicka asked if the City had the serv-
ices of RAYS available, would there have been more
than three cases handled. Chief Sheets stated the
parents were involved in those three cases and he
saw the opportunity to use the service. He stated if
he had a professional person available, he would use
the services as often as he could.
Councilwoman Harris stated she wished to clarify that
RAYS is an independent agency and that the City of
Renton provides funding as do other cities; RAYS is
not a part of the City of Renton's governmental func-
tions. She stated she preferred the third option and

that she supported the City going with the RAYS pro-
gram. RAYS could serve as an interim until the City
has the need for its own juvenile officer.
Mrs. McLester if the City hired a full -time sociolo-
gist, it would not have all the back -up facilities
that RAYS offers. We should look at the total budget
of RAYS to see what percentage is being asked of the
City of Tukwila to support their program. Council
President Traynor stated the question he has is
whether the amount funded by the City of Renton and
its related problems and population is equitable
compared to the City of Tukwila's proportion of fund-
ing request and our problems and population. Chief
Sheets stated RAYS would only be dealing upon our
request with the people who live in our City, and
not with members of our transient population. Those
problems would have to be handled by the city in
which those people live. He suggested the possibili-
ty of obtaining an L.E.A.A. grant for additional
service of this type be explored.
Councilman Saul suggested $9,600 for the third option
be included in the Non Departmental budget and the
new Mayor and City Council can evaluate the program
and decide at a later time next year. Council Presi-
dent Traynor disagreed, stating we do not yet know
what other services are available through RAYS or
some other agency. Councilwoman Davis stated there
is no harm in appropriating the $9,600 for the ser-
vice and then the City Council can research the pro-
posals in order to get the best services for the
money. Council President agreed to allocate the
money, but he did not agree that the money should be
earmarked for any specific program at this time.
Mr. Gary Van Dusen stated he would also like to see
further consideration for Chief Sheets's idea of
hiring a sociologist. Councilman Sterling stated he
would support the use of the RAYS center before the
City brought any more personnel on board.
The City Council agreed to add $9,000 to the Non
Departmental /Miscellaneous Services budget for RAYS.
Council President Traynor reviewed Civil Service Rule
9.06 which includes the reciprocal clause. He stated
he felt the City was entitled to insure that it gets
the best and he feels that Tukwila sergeants are the
best and if they take advantage of the schooling the
City has provided and paid for, then they have nothing
to fear.
Mrs. Pesicka stated she felt the rule was a fair one,
but that it is beside the point. The Civil Service
is made up of civilians and the Police Chief cannot
change their rules and the officers themselves cannot
change their rules. She stated she felt it was wrong
to punish the Police Department by withholding the
money for the new lieutenants until the rules change.
If you feel the rules should be changed, work on that
but give the Police Department the men they need now.
She stated the point is, the Council would be putting
pressure on the wrong people.
Councilwoman Harris stated she felt the Civil Service
concept should remain as it is, as a separate and
autonomous body of the City, removed from the dictates
and pressures of the City Council and of the Adminis-
tration. She stated she agreed with Mrs. Pesicka's

Police /Administration comments and she does not feel it is within the proper
Cont. scope of the Council to take the action proposed by
Councilman Traynor. If the Council feels a change
is needed, perhaps the Council should send a letter to
the Civil Service Commission requesting consideration
of this rule.
Mrs. McLester asked how long the rule had been a part
of the Civil Service rules and how many of the sur-
rounding cities have the reciprocal clause in their
rules. Chief Sheets replied the rule has existed for
about four years at least. The King County Sheriff's
Department opened their exams with certain restrict-
ions and now they have four or five lawsuits filed
from within the department. As a result, the King
County Civil Service Commission backed off, apparently
because there was justification in the suits. There
is currently pending legislation in Olympia to res-
trict Civil Service exams to within the department.
The City of Kent has refused to allow our officers to
take their exams and the City of Renton hasn't offered.
Discussion continued.
Councilman Sterling stated we are overlooking the
reason why the deputy administrators are in the budget,
We have a Police Department with 28 people and only
one administrator and we have a strong Guild made up
of fine, qualified officers. If the promotion is
left strictly to our officers, then we will have a
lieutenant who is affiliated with the Guild only to
be available for the deputy administrator. He stated
he did not think it would be impossible for an officer
to put away his association with the Guild to become
an administrator, but he felt it would be very diffi-
cult. Mr. Ed Bauch stated in the Civil Service rules,
there is also the procedure to demotion if this promo-
tion turns out to be unsatisfactory.
Mr. George Hill stated it appeared that the Council
is attempting to hold a gun at the head of the Civil
Service Commission by saying either you change your
rules for us or we will not give the Police Depart-
ment the personnel they need. Council President
Traynor stated after all of the discussion he would
have to agree it appeared the gun was being pointed
at the Civil Service Commission. He stated his propo-
sal that in order to get some competition for the
deputy administrator's position, the number of admini-
strators be reduced to one, then approach the Civil
Service Commission to change the rule, then allow the
second administrator possibly if the second man is
needed. The City Council was polled as follows:
Saul one administrator; Davis one administrator;
Sterling two administrators; Gardner-one adminis-
trator; Harris two administrators; Traynor one
administrator. Council President Traynor continued
with the review of the Police /Administration budget.
Chief Sheets stated several people had asked if they
should attend the meeting tonight in support of the
Police budget and he had told them it would not be
necessary because the City Council made their decis-
ion in the committee meetings to allow the two admini-
strators. Now it appears the Council has made a new
decision tonight. Councilman Sterling stated he felt
that three administrators for 30 people was a real
necessity. Mr. Gary Van Dusen suggested the money be
included in the budget for two administrators, but to
delay the decision to hire the second person until
some time later in the year.

Cont. on the budget, everyone seemed to be in agreement that
the two administrators were necessary and now you
have decided to deprive the City of services because
of this debatable rule.

Mr. Burton Lutes stated he could not see what the
hang -up was here about. Just because the officer
belonged to the Guild and then gets into a management
position, he did not see that as any reason why the
officer could not do as good a job as before.
Councilwoman Harris stated the need for the position
has been established and there is no way to predict
the outcome. Mrs. McLester stated she would like to
see more effort to recruit women into the Police De-
partment.
Council President Traynor reviewed the Police /Investi-
gation budget and explained the need for a part -time
clerk typist and rented office facility for the staff.
Council President Traynor reviewed the Police /Patrol
budget. Councilwoman Harris stated now that one of
the deputy administrators has been eliminated for
next year, perhaps the Council would consider adding
an officer here as requested by the Chief. She fur-
ther reviewed the Chief's justification for this
employee. Mrs. Pesicka stated she also supported
adding this patrolman since one of the justifications
for taking out the additional patrolman was to hire
the two administrators.
Chief Sheets stated crime in this City is not related
to the population of the City at all since the citi-
zens are not committing the crimes. The amount of
building and new business has grown steadily and the
amount of crime has risen with it. What the Police
Department is trying to accomplish now is to break
the rising spiral by getting on top of the crime
situation and working back down. At the present time,
we are just keeping our heads above water in answer-
ing calls.
Councilman Saul stated he felt the Department could
better utilize the men they have next year because
they would have those men all throughout the year
whereas some of them were going to school this year.
Mr. George Hill stated next summer and the following
summer, the new King County park will be in full swing
and whether we like it or not, we will have to be
responsible to police that function. If we do not
get an extra man on next year, we will lose a lot of
time in training in order to have a fully qualified
officer the following year if we wait until the fol-
lowing year. He stated he would rather meet the
obligation now.
The City Council was polled as follows: Harris yes;
Gardner yes; Sterling yes; Traynor no; Davis
yes; Saul no. One additional patrolman was added to
the Police /Patrol budget.

Council President Traynor reviewed the Fire /Adminis-
tration budget. He stated he would like the Council
to consider an assistant administrator for the Fire
Chief even though the Chief did not request this posi-
tion. He stated he felt this could be justified by
the Fire Chief if he were given a few days to gather
data to present to the Council prior to adoption of
the budget.
Fire Chief Hubert Crawley stated he did not feel
there was a need for the assistant to the Fire
Chief. However, he stated he would like to take
this opportunity to request the Council to consider
closely the secretary's position. He stated he felt
she was one of the most important employees in the
Fire Department and he reviewed a few of her many
duties. He stated she is not a member of the
U.S.T.M.E. organization and her salary should not be
considered as part of its bargaining. He stated he
appreciated the Council's comments regarding an
assistant chief.
Mrs. McLester suggested perhaps this secretary's job
description should be reworked to bring it in line
with her actual duties and responsibilities. Steve
Hall, Public Works Director, stated as a result of
findings of a grievance committee on which he served,
it was determined the job of the Fire Chief's secre-
tary was equivalent to that of the chief clerk /dis-
patcher in the Police Department.
Council President Traynor reviewed the Fire /Suppress-
ion budget.

budget.
Council President Traynor reviewed the Fire /Training
budget.
Council President Traynor reviewed the Fire /Ambulance,
Rescue Emergency Aid budget.

Mrs. McLester questioned the difference in hourly
rates for the part -time clerk /typist position.
Council President Traynor stated the salaries would
be adjusted at a later date.

Councilman Saul stated he felt there was ample
justification for the part Park person and part
Sewer Department person and he requested this position

Steve Hall, Public Works Director, stated he had given
the Council a three -page letter which he hoped had
substantiated this new position. Councilman Sterling
stated he felt this was justified.
Mr. Gary Van Dusen asked if the split position would
cause any problems under the union restrictions of
job descriptions. Steve Hall replied the City has had
the flexibility in the past to shift men to and from
Parks and he hoped the present negotiations would allow
this to continue because the department is still small,
Council President Traynor stated if the situation
ever got to the point where the Teamsters felt the
City had to have specific job responsibilities and
they would not allow the men to switch duties when
necessary, he would propose that the City cut all the
maintenance people out and contract for the services.
Councilmen Saul and Sterling agreed.
Mrs. McLester stated she hoped the job descriptions
would be reasonable enough to allow this flexibility
for this man. Steve Hall stated there are no formal
job descriptions attached to the union contract, only
position titles.
Councilwoman Harris stated in Steve Hall's letter, he
stated he would request a full -time person in the
Sewer Department even if the split position is allowed.
Steve Hall stated this is strictly a hold- the -line
budget for the current demand. The City is consider-
ing the purchase of 10 acres for parks but his re-
quest is based upon the current functions of the Park
Maintenance crew only.
The City Council was polled as follows to include an
additional split employee for Parks and Sewer: Saul
yes; Davis yes; Traynor yes; Sterling yes;
Gardner yes; Harris yes.
Mr. Ed Bauch requested reconsideration of the bikeway
along Christianson Rd. He asked Steve Hall if money
were put into the budget, could the preliminary engin-
eering be accomplished in- house. Council President
Traynor anticipated there would not be much money
left for this. Steve Hall stated he had planned to
have the engineering done in -house by the part -time
summer crew. He also stated, without committing any-
thing at this time, there is a possibility there will
be some funds left in the street program to do some
of the work with the new Miller box. Councilman Saul
stated he felt the bike trail was a high priority
item.

City Treasurer Mae Harris requested reconsideration
of a new typewriter out of the capital outlay in her
budget in the amount of $550. The City Council con-
curred. Mrs. McLester requested review of the Utility
Accountant's salary, stating it seemed very low.
Mrs. Anna Bernhard stated she objected to $750 for
a part -time Mayor and $18,000 annually additionally
for his administrative assistant. She stated she did
not object to the administrator but she felt the $750
for a part -time Mayor was too high.
Council President Traynor stated the position of admin-
istrative assistant was provided the last two years
but the present Mayor elected not to utilize it. He
stated the Council felt the same opportunity should
be given to the new Mayor. If the City requires a
full -time Mayor, then he would like to see the citi-
zens vote on that or council /manager form of govern-
ment.
Councilman Sterling stated we just had an election for
a part -time Mayor and he could not understand the
hurry now to change it. Let's wait to see how this
elected position is going to work out.
Mrs. McLester stated we will be having another general
election in the fall of 1978 and if these people who
are interested in a full -time Mayor will get their
homework done to get the proposition on the ballot
and if that is successful, we can get our candidates
out under those circumstances at that time.

Mrs. Bernhard stated this discussion of changing the
position to full -time has been going on for several
years. She stated she objected tothe salary of the
part -time Mayor. We have gone from $400 for a vir-
tually full -time Mayor to $750 for a part -time Mayor.
She stated she did not understand how Mr. Bauch as
a Boeing engineer could devote the 35 hours each week
to be part -time because her husband is also a Boeing
engineer and does not have a spare minute from his
work.
Councilman Saul thanked the Council President, the City
Council and the City staff who have given so much of
their time to work on the 1976 budget. This City has
so many interested people and a City Council who
worked very hard to get all of this in order.
Council President Traynor added that the department
heads should be applauded for their efforts in keeping
their requests realistic. Their budgets were well
presented and we have a good budget for 1976.
Councilman Gardner stated a well qualified city adminis-
trator is the best bargain the City will have with its
money.
Council President Traynor announced the City Council
will finalize the budget during the December 8, 1975
Committee of the Whole meeting with the exception of
salaries.
