June 2, 2014 The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Ser vice Commission: Dennis Sivak, Ron Johnston and Stephen Wheeler. Others in attendance were Police Commander Dennis McOmber , Interim Fire Chief Chris Flores , Battalion Chief Lavern Peterson, Firefighters William Rodal and James Brooks, Dawn Judkins, President of IAFF Local #2088, and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:02 p.m. Chair Dennis Sivak called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the May 5, 2014 Commission Meeting minutes. Ms. Judkins noted that she was not in attendance at the May meeting. The minutes were revised to reflect that Chuck th Woolley att ended the May 5 meeting on behalf of IAFF Local #2088 . Minutes were approved as revised . FIRE DEPARTMENT BUSINESS Staffing Update Interim Chief Flores noted that there was 1 employee out on long - term disability and that 3 employees are out on me dical leave . He reported that 1entry - level firefighter is th in the Academy and set to graduate on June 19 . Fire Captain Eligibility List The Civil Service Examiner presented the eligibility list for the position of Fire Captain. She noted that 16 c andidates applied, 11 of whom passed the tactical, and 9 were ranked on the list after completing the Assessment Center. The list was certified by the Commissioners. 1 Battalion Chief List Extension Chief Flores requested a 1 year extension, or until th e next testing process can occur for this position. He noted that the Kent Regional Fire Authority anticipates hosting a Battalion Chief Tactical exam in February, 2015. Commissioners discussed the Chief’s request. MOVED BY JOHNSTON, SECONDED BY WHEELER THAT THE CURRENT FIRE BATTALION CHIEF LIST BE EXTENDED FOR 1 YEAR, COMMENCING ON JUNE 10, 2014 , AND ENDING JUNE 9, 2015, OR UNTIL THE COMPLETION OF THE NEXT FIRE BATTALION CHIEF TESTING PROCESS, WHICHEVER COMES SOONER, OR DEPLETED. MOTION CARRIED. POLICE DEPARTMENT BUSINESS Staffing Update Commander McOmber reported that there is 1 records specialist currently in background and that recently another vacancy occurred in that department due to 1 candidate not passing probation. He noted that 1 Police Officer is currently on military leave with an anticipated return date in July, 3 officers are on Light Duty, 1 Entry - Level officer is currently in the Academy, 1 Lateral - Entry is in FTO, 3 Laterals are scheduled to start work over the next month , and 4 Laterals are currently being backgrounded. Commander McOmber explained that if all candidates in the background are hired, the Police Department will be at full capacity and have 2 pipeline positions filled. Commissioners inquired how seniorit y would be determined if officers are hired on the same day. The Chief Examiner offered to bring that section of the Civil Service Rules to the July meeting to confirm the answer to that inquiry. 2 ADJOURNMENT 5:28 pm MOVED BY SIVAK , SECONDED BY JOHNSTON THAT THE REGULAR MEETING BE ADJOURNED . CITY OF TUKWILA CLASS SPECIFICATION CLASS TITLE: PROFESSIONAL STANDARDS ADMINISTRATIVE SPECIALIST : DEPARTMENT: ACCOUNTABLE TO FLSA STATUS: APPROVAL: Police Police Commander Non - exempt : this position is responsible for performing co mplex administrative, analytical, and professional JOB SUMMARY assistance work to demonstrate the Police Department’s compliance with and adherence to standards established by the Washington Association of Sheriffs and Police Chiefs (WASPC), as well as grant management, training compliance and coordination, and providing assistance with the Chronic Nuisance Ordinance monitoring. DUTY ESSENTIAL DUTIES: (These duties are a representative sample - position assignments may NO. vary.) 1. Assists the Police Department in creating and maintaining files in preparation for WASPC and other professional accreditation audits. 2. Reviews, edits, formats, and submits grant proposals on behalf of the Department. 3. Researches and recommends grant opportunities. 4. Administers grant funding once it is awarded. Maintains files, compiles reports, and processes and tracks expenditures related to grants. 5. Reviews, edits, and formats policy and procedural draft documents on behalf of t he Department. Distributes adopted policies and procedures. 6. Maintains files related to the Department’s Training Program. Processes and routes training requests. 7. Monitors and performs tasks in compliance with the City’s Chronic Nuisance Ordinance. 8. Contacts other agencies, cities, officials, and Tukwila staff to exchange information and coordinate schedules and programs. 9. Acts as a confidential assistant to the assigned Commander to perform administrative duties associated with the handling of se nsitive information, such as Internal Investigations. 10. Becomes familiar with, follows, and actively supports the mission, vision, values, policies and procedures of the Tukwila Police Department. 11. Maintains reasonable, predictable, and regular attenda nce during the assigned work week hours. C LASS TITLE: PROFESSIONAL STANDARDS ADMINISTRATIVE SPECIALIST (position requirements at entry): KNOWLEDGE Knowledge of: Policy development and accreditation compliance processes in the Law Enforcement f ield; Principles and practices of modern public safety agency operations and administration; English usage, spelling, grammar, and punctuation; Grant funding management and related compliance procedures; Research methodology ; Modern office practices, procedures, and equipment; and Customer service techniques . (position requirements at entry): SKILLS Skill s in: Preparing, editing, and maintaining accurate documents, reports, records, and files; Reading, understanding, and interpreting technical materials concerning law enforcement and criminal justice p rocesses; Keyboarding at 50 wpm; Learning and applying technical terminology that is specific to Law E nforcement; Exercising sound judgment in making decisions; Working independently to perform assigned responsibil ities; Effectively handling and maintaining confidential information; Using a personal computer and related software applications and databases; Project management and handling multiple tasks; Es tablishing and maintaining effective interpersonal relationships at all organizational levels and with the public and the community; and Communicating, both verbally and in writing, to ef fectively convey information . : TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS Associates degree in Communications, English, or Criminal Justice or 2 year degree in related field and three years related office support experience in a Law E nforcement agency , or an equivalent combination of education and experience which provides the knowledge, skills, and abilities to perform the essential duties of the job . A valid Washington State driver’s license, or the ability to obtain one prior to employment. ACCESS level I certification re quired within 6 months of hire. This position is subject to a comprehensive backgrounding process including: personal background investigation, polygraph exam, psychological evaluation, and a drug screen. PHYSICAL REQUIREMENTS: Positions in this cla ss typically require: stooping, kneeling, crouching, reaching, mobility, fingering, grasping, talking, seeing, hearing, and repetitive motions. Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including a human body. Se dentary work involves sitting, most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
