The meeting was called to order by Council President Hill at 7:12 P.M.
TRAYNOR, HILL, MS. PESICKA, SAUL, VAN DUSEN.
Council President Hill stated that the A &E qualifications submitted by
thirteen architects had been individually reviewed and graded by each
Council member and had been narrowed down to eight proposals. He
continued that the Council members would decide on two or three propo-
sals and make arrangements to look at some of the work of the selected
architects.
Councilman Gardner arrived at the meeting at 7:25 P.M.
Councilwoman Harris arrived at the meeting at 7:27 P.M.
After a discussion on the merits of each of the eight architects
Council President Hill determined by an oral vote of the Council members
that the three proposals that interested the Council were those submit-
ted by Mithum Associates, Manson Bennett and Associates, and Dudley and
Eckness. MOVED BY VAN DUSEN, SECONDED BY MS. HARRIS, THAT THE THREE
ARCHITECTS BE CONTACTED AND SOME OF THEIR WORK BE EVALUATED. CARRIED.
Councilman Van Dusen stated if the Council did not like the work of
these three architects they could look at the work of the other
firms that had submitted proposals. Councilman Saul stated that he
thought the Council should set a date at this time to look at the work
of the architects; that Mithum Associates has an office in Bellevue
and Manson Bennett Associates have some buildings they have done in
Andover Park. He continued that Dudley and Eckness designed the HUD
Building which is down the street. Council President Hill stated he
would make an appointment with the concerned architects and on Friday,
April 2, at 4:30 P.M. the Council members and anyone else who would
like to go could look at the buildings.
Council President Hill stated the property appraisal is a total of
10.21 acres. Councilman Traynor said the Chairman of the Park Board
could not be at the meeting but she said she highly recommended the
acquisition of this property and the use of Forward Thrust Funds for
it. Councilman Van Dusen said the purpose was to purchase the property
for future development and open space. Councilman Traynor said he
thought parcels 1 and 2 should be eliminated as they have a home on it
and it might be home sites. He added that he did not think the City
needed that much land for their intended purpose. Councilwoman Harris
said that one reason all of the land would be needed would be to
assure adequate parking and the other reason would be to preserve
the land as open space area for the future. She added that South
King County will someday be built up and to preserve this land
would be highly desirable; that someday the City might wa nt to expand
their recreational facilities and this property could be used. Council
President Hill asked if anyone had approached all of the owners to see
if they are willing to sell. Mayor Bauch said that the City had
received one letter stating they were willing to sell. He continued
that Mrs. McAbee had said she wished the City would hurry up and do
something. He said he would like to point out that this piece of
property was called out in the current Park Plan which has been
adopted and was in the previous Park Plan; there is money in the Land
Acquisition Fund and the Forward Thrust Fund for this purchase. Mayor
Bauch said the houses on the property are substandard as they are near
the freeway. MOVED BY SAUL, SECONDED BY MS. PESICKA, THAT THE MCABEE
PROPERTY APPRAISAL BE ON THE AGENDA FOR THE NEXT CITY COUNCIL MEETING.*
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT ADMINISTRATION PREPARE THE
NECESSARY PAPERS TO GO OUT FOR NEGOTIATIONS. CARRIED. *CARRIED, AS
AMENDED.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT A RESOLUTION BE DRAWN UP TO
ANNEX LOWER FOSTER AREA AND IT BE ON THE AGENDA FOR THE NEXT CITY
COUNCIL MEETING. CARRIED.

lotions, resolutions, Councilman Van Dusen said he had some questions about motions, resolution;
tnd ordinances and ordinances. He said the City Attorney had said that a motion carries
as much weight as a resolution. Mayor Bauch explained that the ordinance
is the most formal; there is a requirement to advertise it, the Mayor
can veto it and it affects the public. It is the most official act. A
resolution is still as binding; it does not have to be advertised and
the Mayor cannot veto it it can be amended. An order is a one -time
action and when it has been done it is over.

Councilman Saul said he understood the Duwammish area would like to have
Tukwila work on a possible plan to include them in the park plan. Mayor
Bauch said when the Duwammish school was torn down a promise was
made that the land would be kept and used for recreation. The people
think that the first chance the City gets they will sell it, perhaps for
a warehouse. Mayor Bauch said he had contacted Richard Hunt, Director
of Parks and Recreation, and he has said this would be a good area for
a soccer field as soon as the additional space is needed.
Councilman Van Dusen asked about the crosswalk on Interurban Avenue and
if anything has been done to alleviate the problem. Mayor Bauch said he
had talked to the Police Chief about enforcing the law on this street.
He continued that the school bus situation has been taken care of a
child does not have to cross the street. Councilwoman Harris asked if
there are police patrol cars there at the peak traffic hours. Mayor
Bauch said the City may be able to get a flashing blinker if they want
to go to the expense of it. He said during the last couple of weeks he
had been on Interurban Avenue at 7:15 A.M. and had not had any trouble.
Councilwoman Harris said the only way the City can get a light is for
the City to take custody of the street. Mayor Bauch said Steve Hall,
Director of Public Works, has a report almost ready that will determine
what it will cost for the City to take custody of this street.
Mayor Bauch said he had not received a contract from the RAYS office but
he did receive a letter from them and he has directed the City Attorney
to draw up the necessary papers so action can be taken at the next City
Council meeting. The City Attorney will have an agreement ready for
its second reading.
Mayor Bauch said a representative from the National Clearing House
for Police Facilities would be in the Seattle area on the 19th of
April and he has requested that he address the City Council and make a
presentation as to things that should be considered when building a
police station. He added there is no charge for this presentation.
Mayor Bauch requested that this item be on the agenda for the April 19
meeting of the City Council.
Mayor Bauch stated that he had received a letter from the King County
Boundary Review Board and copies had been received by the Council members.
He said this did not require any action from the City Council unless
they wanted to object; it would expedite the matter if the City sent a
letter to them stating they had no objections. MOVED BY SAUL, SECONDED
BY MS. HARRIS, THAT THE MAYOR SEND A LETTER TO THE KING COUNTY BOUNDARY
REVIEW BOARD STATING THE CITY OF TUKWILA HAS NO OBJECTIONS TO THE
ANNEXATION. CARRIED.
Mayor Bauch stated the City had received copies of the petitions
objecting to L.I.D. #28 and he had sent them on to the City Attorney
for his comments. Councilwoman Harris asked about the objections by
LaVista Apartments in the petition since there had been no objections
at the time the matter was discussed. Mayor Bauch said this fact
was discussed at the Staff Meeting held this date and they had requested
an interpretation from the City Attorney on the matter.
Mayor Bauch said he had talked with Mr. Van Worden about the proposed
use of his land for a bike trail and he said he would keep him aware of
what is taking place.

Mayor Bauch said that as a result of the threat made to the City by
the George Jackson Liberation Brigade, a letter was being circulated
to City employees tomorrow warning them not to give out any informa-
tion about any City employee. He said there had been threats of
bombings in the City prior to July 4. Mayor Bauch said he felt we
should all support the police and show no fear. He said he had dis-
cussed the matter with Police Chief Sheets and told him we should not
over -react to the threat. He added we have close contact with the
FBI at all times. Councilwoman Harris said there is an excellent
lecture that the Bomb Squad gives that they will give to City
employees, City Council and the public. It tells people how to be
alert. Joanne Davis, audience, asked when there is a trial in progress
how secure is the City when the police officers are in attendance at
the trial. Mayor Bauch stated that the only officers that were on duty
were the two officers involved in the trial and they had to be present.
All other officers who were in attendance at the trial were off -duty.
Councilman Saul suggested that during days and nights when court is
in session it might be a good idea to have the door leading into the
City offices locked so people could not wander in and out. Mayor
Bauch said the door had to be open in order to have the ladies rest
room available to the public. Mayor Bauch said that Sgt. Phelan has
been qualified at Lt., Desmul will be Sgt. and two new patrolmen will
start on April 1.
