the Tukwila City Council meeting to order.

Proper notice being given, Council President Hill opened and
publicly read aloud bids for asphaltic concrete overlay from
the following bidders:

MEETING. CARRIED
Mayor Bauch introduced two new Police Officers, Gerald E.
Myklebust and Joseph E. Snyder and administered the oath of
office to each. The newly appointed officers were then
introduced to members of the City Council and audience in
attendance.
After a brief overview by Kjell Stoknes, Planning Director,
of the Transportation /Utilities Element of the Comprehensive
Plan and its content, Mayor Bauch opened the public hearing
at 7:27 P.M. Mr. Charles 0. Baker, Executive Director of the
Tukwila Industrial Council, spoke to Section 1 of the Roadways
Statement regarding Policy No. 2, stating his concern with
discouraging maneuvering of automobiles or trucks on public
rights -of -way. His comment was that he would like to see this
area of policy more flexible. Mr. Richard Bowen, Chairman of
the Citizen Review Committee for the Transportation /Utilities
Element stated that serious consideration was given to this
policy. He noted that trucks are becoming larger and more
difficult to maneuver and therefore, the purpose of this policy
statement was to allow future consideration for more area.
Steve Hall, Public Works Director, noted that roads and turning
radiuses are not designed for larger trucks and that his
office is investigating establishment of specific truck routes
and will be coming back to the Council in the future with plans.

John Sheets, Chief of Police, stated that truck parking and
maneuvering has been a problem in the past and most certainly
would increase in the future with the size of the larger
trucks. There being no further comment from the audience,
Mayor Bauch closed the Public Hearing at 7:37 P.M. MOVED
BY HILL, SECONDED BY PESICKA, TO REFER THE TRANSPORTATION/
UTILITIES ELEMENT OF THE COMPREHENSIVE PLAN TO THE COMMITTEE
OF THE WHOLE ON MAY 10. 1976. CARRIED.
Mayor Bauch presented a Certificate of Appreciation to
Steven L. Robinson, Tukwila Police Officer, for his volunteer
effort to the Tukwila Community in establishing "Law Week"
and its promotion at Tukwila Elementary School during the
week of April 12 16. Officer Robins was commended for his
volunteer efforts and for the rapport he has established
with the youth of the Community and also by the teachers of
Tukwila Elementary School who commented by letter to their
Principal.

BE READ IN ITS ENTIRETY EXCLUDING SECTION 4.* Upon comment
by Councilman Saul of the percentage raise given, IT WAS
MOVED BY SAUL, SECONDED BY HARRIS, TO AMEND THE MOTION AND
PLACE THIS MATTER BACK IN THE COMMITTEE OF THE WHOLE FOR
THEIR NEXT MEETING.* Discussion ensued as to the wage
formula applied. Upon a call for vote on the amendment to -'I`
the motion, *MOTION FAILED, SAUL AND HARRIS VOTING `Voting
upon the original motion to read the proposed ordinance,
*CARRIED, WITH SAUL VOTING NO. Deputy City Attorney Hard read
proposed ordinance establishing and granting wages and benefits
retroactive to January 1, 1976, transferring appropriations
for the positions of Public Works Director, City Clerk, Planning
Director, City Treasurer, Fire Chief, Police Chief, Police
Lieutenant and Fire Marshal and amending Budget Ordinance
No. 957. MOVED BY HILL, SECONDED BY PESICKA, THAT ORDINANCE
NO. ge6 BE ADOPTED AS READ.* Councilwoman Harris questioned
the Deputy City Attorney on the form of the ordinance and
whether it was proper. Mr. Hard stating that he thought the

Engineering Services BE READ. CARRIED. Deputy City Attotney Hard read proposed
for Study of Tukwila Resolution authorizing the Mayor to execute a contract for
Water System professional engineering services for study of Tukwila water
Improvements system improvements. Resolution authorizing the Mayor to
execute an agreement with URS Company. MOVED BY TRAYNOR,
SECONDED BY SAUL, THAT RESOLUTION NO. 529 ADOPTED AS READ.

of an annexation proceeding by the election method of an

Councilwoman Harris pointed out that the salaries set forth
within the attached agreement to the Resolution do not reflect
longevity and that those employees entitled to longevity
would continue to receive it.
DEPARTMENT REPORTS
Mayor's Report Mayor Bauch made several announcements and reported on
current events that are of interest to the citizens of Tukwila.
City Attorney's Deputy City Attorney Hard gave an updated report to the
Report City Council and audience on the status of legal matters
concerning the City. He also reported on the many items
under present investigation for the various departments
of the City.
MISCELLANEOUS AND FURTHER AUDIENCE COMMENTS
Bicentennial Cabin Mr. Burton Lutz informed the Council that the fireplace and
front porch at the Bicentennial Cabin are now complete.

Councilman Traynor noted that a small city that has a
Federal Agency within its boundaries was able to obtain
its own zip code and once again noted that the City of
Tukwila is without its own zip code.

Steve Hall, Public Works Director briefly reported on
the progress of items within his departmental jurisdiction.
Chief Sheets noted that May 5, 1976 will be opening day
at Longacres and that there is little the City of Tukwila
and the State Patrol can do with the traffic situation
and informed the Council that it is matter of living with
it for the next 100 days.
Mr. Burton Lutf' lodged his verbal complaint regarding the
odor that seem to generate from the Seattle Rendering
Works. Public Works Director, Steve Hall suggested these
types of complaints be lodged with Puget Sound Air
Pollution Control Agency. Councilwoman Harris suggested
that citizens first call the owners and lodge their complaints
first hand. She also suggested that part of the problem
could be from the Metro Treatment Plant.
