COPCAB Minutes
May 8, 2014

Present: Chief Villa, Chris Partman, Kim Karns, Jun Castillo, Art Rosengren, Jerry Thornton, Lynn Churchill
1. Minutes from 3/13/14 and 4/10/14 meetings approved.
2. Chief's Update
• The entry level candidate who was supposed to get into the Academy in at the end of June was called
for an earlier class and is currently in the Academy.
• A new lateral officer from Georgia started last week.
• The City is looking to survey the community about services.
o Discussion about re- issuing the COPCAB survey to see if there are any differences in
responses. Additional discussion around distribution of the survey.
3. COPCAB Bylaws — The Mayor's Office is in charge of all City of Tukwila Boards and
Commissions. The requirement that COPCAB make bylaws comes from the Mayor's Office.
• Draft bylaws worked on using the large screen in the conference room and included in
attached document.
• There was consensus in the group to request a change in the quorum in the TMC to a
majority of current COPCAB members and to also look at putting a bit of flexibility in the
composition of the board in the case that there is a challenge in recruiting of some members,
such as from the school district or a student representative.
4. Good of the Order
• Jun feels the group is productive and does a lot.
• Jerry - The Tukwila PD is a part of Trackmole.com. This is a system where citizens can enter
serial numbers of electronics or other property, or descriptions of other valuables. If an officer
comes upon a suspicious person with suspected stolen property, the officer can search for the serial
number, and if it is in Trackmole, the officer can then contact the owner to see if the subject should
have the item. Flyers were passed out.
• Art — Has seen an increase in u-turns along TIB between S 144th and S 152nd.
