At all footing locations except for the northern most footing the old stem wall had been broken out to a depth of one foot or more. At the time of our visit the stem wall at the northern most footing was being broken out and was about one half done. All but three of the footings had been backfilled and looked very good. The second footing north from the south end was being overexcavated and recompacted at the direction of P.T.L. Fill material for the slab was slightly spongy due to excess moisture. This fill over- lies a concrete slab. The fill meets density requirements and is not likely to consolidate further under the slab. As this wall was CMU only because of architectural reasons and is non - load'.:, bearing and is not a shearwall, we see no structural reason that a wood stud wall would not serve the same purpose. The reason that this wall is reinforced is that all CMU walls in structures in seismic Zone 3 must be reinforced REF. UBC 2312(j) 2B.
