Box 3586 Seattle WA 98124 Re: 15439 - 53rd S. Dear Martin: (208) 623 -4955 On October 2, I met at the site with Lorraine Cronk of the Tukwila Duilding DEpartment. We surveyed the structural problems along the east facade of the building. The primary concerns are the separation of glass from the mullions, the separations of mullions from the masonry walls, separation of the ceiling grids from the aluminium storefront and the "tilting" of the masonry wall at the the northeast corner of the building. These problems all relate to the foundations along this wall. Either these footings are structurally inadequate (too shallow, inadequate reinforcement, discontinuties, inadequate material strengths, etc.) or the earth is inadequate to support the loads. The most likely contributer appears, at this time, to be that the earth is probably fill, inadequately compacted. The result is that certain mullions are moving downward, causing the glass to become unseated and the ceiling grid to become displaced. The masonry wall appears to lack adequate foundation support on the outside face, or the footing is tied to the slab which gives additional support on the inside face. This results in differential settlement of the footing and consequently "tilting" of the wall. I recommend that the contractor remove the sidewalk.' Hopefully, support for the brick veneer on the roof supporting columns can be maintained. If the slab provides the total support for the veneer a portion of the slab will need to be left at the columns. This will likely require saw cutting the slab around the columns. The options for the existing veneer support are that the brick bears on a concrete plinth or that a lintel angle attached to the columns was provided. This should be investigated at the time the slab is removed. Martin Castaneda October 5, 1984 page 2 When the sidewalk is removed, I will visit the site in an attempt to more fully determine the nature of the problem. It is likely that we will call in a soils engineer at that time. As I mentioned, I have been in touch with Tom Becky at Rittenhouse /Zeman regarding this problem. The soils engineer may require excavations into the earth to establish fill depths and the nature of the soil strata, . therefore a backhoe may be required at that time. It should be noted that certain changes will occur to my drawing dated June 15, 1984. First, the extend of sidewalk removal, investigation and repair will increase from 56 feet to the full length of the east facade. As you know, on April 6 we made a site visit to inspect the problem associated with the apparent movement of the ceiling tiles and storefront of the Heathkit store. On April 20 I met with Lorraine Cronk, Building Official for the City of Tukwila. We reviewed the City's records relative to the construction•of the building. Sub- sequently, I talked with Don Kirkman's office, the architect for the project, and the contractor, Aiton Construction Co. Based on this background I would suggest that the problem is associated with inadequate compacted fill, placed at the northeast corner of the site. Based on the surrounding terrain, this area appears to have received a substantial amount of fill. Apparently there was no supervision or testing of this fill. Unfortunately, according to the construction drawings, the storefront wall was not built on a conventional footing. Instead it was built on an eight -inch deep, thickened slab edge. The 'top of the storefront does not look like it is adequately secured against horizontal displacements and, therefore, is tilting outward as the slab settles with the fill. The footing for the brick pier at the northeast corner is also settling. It may also have been cast on top of the fill. The contractor, however, says the footing was: cast on original grade and the fill brought in after it was cast. The design drawings do not indicate this, nor do they provide a detail for accomplishing this. If the contractor' did this, he would have had to create a detail for a relatively tall concrete column between the top of the footing and the base of the pipe column. If it were done this way the footing is settling, apparently due to the substantial "overbearing" weight of the fill placed on top of the footing. Martin Castaneda May 1, 1984 page 2 As we discussed on the telephone, I recommend an investi- gation be performed to establish the characteristics of the fill, the location and capacity of the original ground and the location and configuration of the column footing. In my discussion with Tom Becky of Rittenhouse - Zeman, soils engineers, it appears that the most productive investigation would be performed with a backhoe. Obviously, if we find that subsurface repairs need to be made, the time to make them is at the time the backhoe is at the site. The repairs may be a deeper or larger column footing, higher quality engineered backfill, or a continuous footing at the storefront. A contractor capable of making these repairs should be available during the soils excavation. Following the repair, the excavation will be filled with engineered, compacted soil, and a new sidewalk and driveway constructed in this area. The cost for this work is obviously difficult to predict. The soils investigation including the backhoe was quoted as approximately $1700. Additional excavation and backfill would be extra to this estimate. If the storefront wall requires a footing, this would be quite expensive, as much as $20 -$30 per foot of wall. This would be all hand work and would require shoring the existing footing and staging the new concrete pours. A new column footing might cost $300 or $400. New asphalt will cost about $0.50 per square foot. The new sidewalk will cost about $1.50 per square foot. If you would like, we can prepare drawings which would. describe the various repair options. Contractors can then provide,estimates. The estimates should be given as unit prices because there are so many unknowns. After you have had time to review this report please call so we can review the best way to proceed. Dear Ms. Cronk: As I discussed with you on the telephone, we have had the contractor remove the sidewalk. Subsequently, subsurface soils investigations have been performed by the office of Rittenhouse -Zeman & Associates. You will receive copies of their reports. According to my conversations with the soils engineer, they found that the column footing extends to native soils and the slabs on grade are cast on fill material. The contractor has overexcavated the fill material in the areas of the sidewalk and slab at the storefront. They backfilled the overexcavation in accordance with the soils engineer's recommendation. Our investigation revealed that the storefront sat partially on the edge of the interior slab. Furthermore, the thickened edge and the reinforcement in the thickened edge as shown on the permit drawings was omitted. I, therefore, recommended that the storefront and a portion of the slab in the area of the storefront be removed. Furthermore, I recommended that a footing be cast, similar to Section (T) on my drawing S1, dated 6/15/84. On October 3, 1984, I inspected the work at the site and approved a concrete pour which included the work outlined above. On November 2, I inspected the work relative to the sidewalk and approved this area. I understand that Rittenhouse -Zeman inspected the engineering fill in these two areas and approved the fill. Their reports are to follow.
