Frazer, Senior Engineer Subject: Seattle Rendering Works Product Testing Facility. Dear Mr. Frazer: Enclosed within are copies of the revised site plan and building plans for the above referenced facility. These plans are for your review and comments. Generally the revisions consist of defining the Base Flood area and providing the necessary mitigating features to protect the structure against flooding as per City of Tukwila ordinance #1225. These features include the following: 1. Placement of all electrical and mechanical equipment a minimum of 18" above the base flood elevation. 2. Providing a protective, high density, structural fial slppe:along those portions of the footing and foundation perimeter which other- wise may be subject to hydrostatic and /or hydrodynamic loads. All other portions of the structure which are exposed and below the base flood elevation are capable of withstanding the expected loads and effects of flooding. 3. All underground utilities are provided with sufficient cover to protect against damage due to flood water erosion. The sewage facility is designed to limit the intrusion of flood waters into the pump station and septic tanks. The septic tanks and pump are also capable of resisting the buoyancy loads which may occur. The estimated net reacting force against the buoyant force is 4,350 lbs for the septic tanks. The reacting force against the buoyant force is estimated to be approximately 1,500 lbs for the pump tank. In the event of a flood,•i.the intrusion /extrusion of sewage effluent into the flood waters should have no detrimental impacts. The dilution of the efflu- ent from the flood waters would be so extensive that no chemical or bacterio- logical compounds from this facility couldbe detected. The Sanitary Septic System is to be approved through King County Public Works Department and King County Health Department. Prior to comple- tion of this septic system, requested is the appropriate authorization, and a copy of approvals /permits for the proposed septic system through these agencies. 2. Storm Drainage - (Permit Fee: $25.00) - This drainage permit covers the proposed infiltration trench per the approved plan. 3. Flood Zone Control Permit - (Permit Fee: $50.00) - The finish floor ele- vation is indicated to be at elevation 19.0; however, the datum by which this elevation is provided is not shown on the plans. - Requested is a resubmittal of flood data to include the following: a) Datum /specific reference to main sea level by which floor elevation and topog have been established. b) Identification of existing topog at or below 17.0 ele- vation identified in flood maps. Your professional civils hydrologic . analysis of flood proofing /mitigations of new structure and utilities to meet requirements of Flood Ordinance (attached). As this development is in a different Water District (Water District #25) no water meter permit is required through the City's, Plan Review Process.
