GARDNER, TRAYNOR, HILL, MS. PESICKA, VAN DUSEN. CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS DISCUSSION 1977 Budget Policy Council President Hill read a memorandum from Councilman Saul stating he would not be able to attend the Committee of the Whole Meeting as he was enroute to San Francisco to attend the National League of Cities Seminar. Council President Hill stated the 1976 Budget Policy letter basically states what the Council wants to accomplish during 1977. He read the 1976 Budget Policy and discussion took place regarding the goals that had been accomplished and those that remain to be completed. It was determined the draft of the 1977 Budget Policy would be as follows: "The City Council intends to use 1977 as a year for checking the needs and priorities of the people. With that in mind, they have estab- lished the following policy in regards to the upcoming budget for the year 1977. "The goals are as listed: 1. City Hall /Police Station. 2. Land Acquisition and development a. Completion of parks in process. b. Land for McMicken Heights Park. c. Land for Community Center. 3. Underground wiring program. 4. Street development and improvement. 5. Water storage and pressure system. "It is the intent of the Council that the City will remain status quo in regards to the increase of full time personnel. All budget items will require justification (reference: City Council Motion No. 76- "Maximum effort to achieve sales tax revenue distribution shall be as indicated below: 40% Capital Equipment Only For example: City Hall /Police Station Land Acquisition Parks, Trails, etc. Replacement of Police Cars Justified new equipment Underground Utilities 25% General Operating Costs i i/ Tukwila City Hall Council Chambers General operating costs, etc., should be supported by other revenues except where certain revenues are designated by State law to be used for a specific purpose, for example the gas tax. "The above policy is based on the following rationale: The Council has set goals and would like to accomplish them without the necessity of general obligation or councilmatic bonds." City Council Motion Council President Hill requested the justification of a capital "Justification of a expenditure be presented in the form of a formal motion and be on the Capital Expenditure" agenda for the next Committee of the Whole Meeting to be held on August 9, 1976. Norl��d Booher, Recording Secretary i4 /.Z. Councilman Traynor suggested the City Council have a meeting to dis- cuss the one subject of Council Projects- 1977. Council President Hill set the meeting of the Committee of the Whole to be held on Wednesday, August 11, 1976 at 7:30 p.m. Council President Hill asked for clarification regarding the atten- dance of the City Attorney at Council meetings and if this included attendance at Committee of the Whole Meetings as well as the Regular Meeting. Mayor Bauch stated when he contacted the law firm repre- senting the City, all Department Heads were contacted and a time estimate was made as to the amount of time they would spend on City business. He continued the hours have been more than they antici- pated, the court hours have been longer this year, and the time has been over and above what was anticipated. It has been suggested they separate the court out of the retainer and be paid by the hour for the court work. Mayor Bauch said the problem was a serious one that would have to be resolved. Councilman Van Dusen said occasionally at the Committee of the Whole Meeting a question comes up that requires a legal opinion. He suggested that the City Attorney be available to a phone on that particular evening so a call could be made. He added in this way the attorney would have an idea of the questions he would be asked during City Council meetings. Mayor Bauch said the matter would be presented to the City Attorney. MOVED BY VAN DUSEN, SECONDED BY MS. PESICKA, THAT THE COMMITTEE OF THE WHOLE MEETING ADJOURN. CARRIED.
