SPECIAL MEETING CALL TO ORDER COUNCIL MEMBERS IN ATTENDANCE M I N U T E S Tukwila City Hall Council Chambers Mayor Bauch, presiding, called the Special Meeting of the Tukwila City Council to order. He introduced Mark Hendricks to the City Council. Mr. Hendricks is replacing Steve Beatty as reporter for the Record Chronicle. GARDNER, HILL, MS. PESICKA, SAUL, TRAYNOR, VAN DUSEN PRESENTATION Mayor Bauch explained that the meeting had been called to update OF THE the Council on the progress of Harry J. Prior Associates on the SALARY Salary Administration Plan for the City employees. He explained ADMINISTRATION that the plan is not finished and what the Council is seeing this PLAN evening is still raw data to be reviewed by the Department Heads and himself. Mayor Bauch then turned the meeting over to Mr. Harry Prior of the Consulting Firm. Mr. Prior gave a brief report on the philosophy of salary administration and on the background of the proposed plan. He stated that to have a satisfactory salary plan the trick is to take the pay roll that you have and divide it in such a way that it is most satisfactory to the people receiving the pay. In order to have a happy group of employees you need to divide the payroll in a manner so that some employees do not feel they are under paid in relation to others. Their philosophy in establishing salary rates is based on this. Mr. Prior introduced Mr. Ross Ardrey of his firm. Mr. Ardrey has been working with the Employee Committee in determining the relative value of the jobs of the employees, not in dollars but on a point systems. The members of the Employee Committee are: Kathy Johnston, Court Administrator; Jerry Kelleher, Police Department; Dennis McCollum, Fire Department; Dale Snelling, Maintenance Shop; Kjell Stoknes, Director of the Office of Community Development, and alternate Mabel Harris, City Treasurer. Mr. Ardrey explained the highlights of the major steps that the Committee went through and showed examples of these steps. The Committee has spent 54 committee hours in developing the work that has been done. Once Mr. Ardrey had completed his presentation he explained that they were now to the point of asking the Council for some policy decisions. He showed a graph of the City of Tukwila salary levels compared to the Public agency curve and asked the Council to make the decision as to where they wanted the Cities salary level to be. They have used the ten following Cities as comparison: Auburn, Bothell, Edmonds, Kent, Kirkland, Lynnwood, Mount Lake Terrace, Puyallup, Redmond, and Renton. After discussion, MOVED BY VAN DUSEN, SECOND- ED BY HILL, THAT THE CITIES SALARY LEVEL BE MADE TO COINCIDE WITH THE PUBLIC AGENCY CURVE. MOTION CARRIED. Second, salary administration policy regarding the use of ranges should be made. MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE SALARY RANGE OF 20% SHOULD BE ESTABLISHED. MOTION CARRIED. Mr. Prior stated that they are ready to proceed with dollar figures and suggested calling an Executive Session to discuss this portion of the plan. MOVED BY HILL, SECONDED BY SAUL, THAT THE COUNCIL CALL AN EXECUTIVE SESSION FOR TUESDAY, AUGUST 24, 1976, 7:30 P.M. TO DISCUSS DOLLAR AMOUNTS. MOTION CARRIED.
