Council President Hill called the Committee of the Whole Meeting to
order at 7:40 P.M.

Mayor Bauch stated this subject had been brought before the City
Council to see if they wished to appeal as the rezone request had been
denied. He said the City was the applicant and could appeal if they
want to. Kjell Stoknes, Director of Community Development, said the
matter could be tabled and brought back at any time.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE MATTER OF THE REZONE OF
THE DESIMONE PROPERTY BE TABLED. CARRIED.
Steve Hall, Director of Public Works, explained that the City is
presently using the 1969 edition. The 1975 edition is more up -to -date.
He recommended the City Council adopt the proposed ordinance. Council-
man Van Dusen asked if most of the cities are using this edition.
Steve Hall said most of them were using the 1975 edition. Council
President Hill said the ordinance would be on the agenda for the next
City Council meeting.
Public Transportation Councilman Traynor said he had heard that one of the reasons the bus
within the Tukwila would not come over the hill through Tukwila is because there are not
area any sidewalks. Councilwoman Harris said the buses that are express
go directly through from Seattle to Kent and Auburn; the locals make
several stops in various locations between Seattle and Kent or Auburn.
The lack of sidewalks is not a valid reason for discontinuing the
bus service over the hill and into Southcenter. She said it seems the
City should have the muscle to have the bus company keep up the sched-
ule. Mayor Bauch said he had several meetings with Metro people
of Tukwila had voted the bus service out. He continued it is costing
the bus $45 per rider at present. The people who work and ride the
bus walk down to Interurban and take the fast bus that goes directly
through. He said the people had voted they did not want to ride the
bus the way it goes through Tukwila. He said the City needs to come
up with something to give service to the people who are senior
citizens. Councilman Van Dusen said maybe the ad hoc committee could
look into the matter. Mayor Bauch said he thought a plan would be to
set up a regular schedule with the park van sometime in the morning
and sometime in the afternoon on a weekly schedule that would get
senior citizens to the doctors and to the stores. In case of an
emergency they would have to make some other decision regarding
transportation. Councilwoman Harris asked if Metro would use a
modified schedule and run a bus up over the hill on an experimental
basis. Councilman Van Dusen said he thought they should ask the
senior citizens how they felt about the matter. They are meeting
every Wednesday. Mayor Bauch said the City might have to make a
survey and see what the needs are of the senior citizens.

PROBLEM BE REFERRED TO THE SENIOR CITIZENS FOR THEIR SUGGESTIONS.
Councilman Gardner said the City of Richland shares half of the taxi
fare for senior citizens. H e said he did not know how satisfactory
the plan had been.

Council President Hill read a letter from the Park Board dated
October 14, 1976. In the letter the Park Board made the following
recommendations: (1) City Park: That the metal building located in
the center of the park be removed, as it detracts greatly from the
beauty and atmosphere of the park. (2) City Park: It has been
brought to our attention that the Public Works Department was going
to continue paving a maintenance road to the top of the park. We are
against such a move. We feel that a small 4 foot wide path would be
plenty. We also feel no other areas in the park should be paved
unless it is approved by the Park Board. (3) Duwamish School:
We would like to make a few improvements on the field there. Namely,
the removal and replacement of the back stop and removal of the old
playground equipment in left field. Councilwoman Pesicka offered the
suggestion that the paved road was needed for maintenance. Kjell
Stoknes, Director of Community Development, said it was his opinion
the road was not needed for maintenance. He said it is possible the
top might have to be leveled by a bulldozer one time. He said it
seems like big equipment would not need to be taken up there.
Councilwoman Pesicka said if there is no need for the road she would
rather see just the path. Mr. Stoknes said the Public Works Depart-
ment thinks there is a need for the road. Councilman Traynor said
he thought the Public Works Department should talk to the Park Board
and tell them why they need the road. Mayor Bauch said he had told
the Park Board the letter they had written had been misdirected, it
should have come to Administration and it could have been handled
there. Mayor Bauch said he thought the metal building was in violatior
of the building codes of the City and should be taken down.
MOVED BY MS. PESICKA, SECONDED BY SAUL, THAT THE PARK BOARD LETTER BE
REFERRED TO ADMINISTRATION. CARRIED.
Councilman Saul said he thought the City Council should know who
the Department Heads are; find out what the budget policies are;
how to meet the needs of the City; how to make the City Council work
as a team. He said other cities are doing this and he would like
to see the City of Tukwila get together and discuss everything and
get a good feeling about things; get everybody going the same direc-
tion so our ideas will click. It could be an open meeting. City
Treasurer Mae Harris said she thought it would be a good idea. She
said she would like to see it done before the budget is adopted, it
seems it is too late after the budget is adopted. Mayor Bauch said
this was the program they were going to use last summer, but everyone
was too busy to get it done. Councilman Traynor said it would be a
good idea to do it in April or May.
Lower Foster Annex- Mayor Bauch said he would bring formal motion before the City Council
ation, Setting for their action at the next Council meeting.

LOWER FOSTER ANNEXATION BE REFERRED TO THE NOVEMBER 1, 1976 MEETING
OF THE CITY COUNCIL. CARRIED.
Kjell Stoknes, Director of Community Development, said a time
should be set at this meeting to meet with the applicant. Mayor Bauch
said he would recommend it be done at a regular City Council meeting
so action can be taken at that time.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT A PUBLIC HEARING BE HELD
ON NOVEMBER 15, 1976 DURING THE REGULAR MEETING OF THE CITY COUNCIL.

Mayor Bauch said Councilman Traynor had called him and staff is
starting a survey to find out the names of contractors who will give
reasonable prices for the installation of electrical boxes where they
are needed. He said complaints had been received that some contrac-
tors are gouging people when they had to install wiring and boxes.
He said he had requested some money be set aside to do this work where
the people are not able to do it. Councilman Traynor said we have
senior citizens who have older homes and it would be a problem to them
to get the $300 to $400 necessary to make the changeover. He said he

was glad the problem was being approached in the budget.
Mayor Bauch said the City Council had received a letter from U.S.T.M.E.
and were awaiting a reply. Council President Hill said he had
received the letter and as soon as the Council is satisfied with the
job descriptions they will meet with representatives of U.S.T.M.E.
He said they would not have anything to offer the representatives
until they have the job descriptions.
Mayor Bauch said the senior citizen ad hoc committee is interested
in moving into the unused Thorndyke Elementary School on a temporary
basis. The City had considered spending $15,000 to repair the old
building which needs the roof repaired, paint, and the restrooms
remodeled. He said that King County has offered to cooperate with
the City in a joint application for $50,000 to $100,00 in grant money.
Mayor Bauch said if the grant money is received it will be a senior
center facility on a five to six day basis. He said the senior citizen
wants someplace to go all of the time, and not just once or twice
a week. Kjell Stoknes, Director of Community Development, said the
City Council would have to direct the Mayor to go after the joint
grant and they would have to list the priorities in order to make
Thorndyke Community Center. Mayor Bauch said he would discuss the
proposal with the seniors' ad hoc committee and have a motion ready
for the City Council Meeting on November 1, 1976.
Council President Hill said he would like to call a meeting of the
Committee of the Whole to have an Executive Session to discuss
the job descriptions on Thursday, October 28, 1976 at 7:30 P.M.
MOVED BY SAUL, SECONDED BY MS. PESICKA, THAT THE COMMITTEE OF THE
WHOLE MEETING ADJOURN. CARRIED.
