MINUTES Council Chambers
Mayor Bauch, presiding, led the pledge of Allegiance and called the
Tukwila City Council meeting to order.

MOVED BY HILL, SECONDED BY VAN DUSEN, THAT THE MINUTES OF THE REGULAR
MEETING OF OCTOBER 18, 1976 BE APPROVED AS PUBLISHED. MOTION CARRIED.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE BILLS BE ACCEPTED AND
WARRANTS BE DRAWN IN THEIR RESPECTIVE AMOUNTS.
Saul questioned the purchase of plants by the Fire Department and
was told they were for the reception area. He further questioned the
petty cash voucher which showed a number of trips being made outside
of the City for very small purchases. He expressed disapproval of
this type of spending. He noted, for a point of information, a voucher
for an employee to attend a conference in Pasco for three days. He
stated that, not just the conference fees but, the employees wages
and transportation must be included in the total cost of sending
employees to out of town meetings.
Traynor noted that this is a convention, not a workshop or seminar,
and questioned whether the City would benefit. *MOTION CARRIED.

MOVED BY HILL, SECONDED BY MS. PESICKA, THAT THE CITY CALL FOR BIDS
ON A 6 INCH TRASH PUMP, THE BIDS TO BE RECEIVED BY 5:00 P.M. ON THE
6TH DAY OF DECEMBER, 1976 AND OPENED THAT EVENING AT 7:00 P.M.
Mayor Bauch noted that the pump is for the Sewer Department and
is capable of passing 22 inch sperical solids. *MOTION CARRIED.
Kjell Stoknes, OCD Director, announced that the Planning Commission
Meeting concerning the Land Use Study of the Tukwila Hill has been
changed from November llth to the 4th. The Land Use Study will set
the pattern of long range use of the land on the hill.
Mr. Dick Tyson, audience, questioned whether or not reports are due
back to the Council from employees who have been to conferences.
Mayor Bauch stated that there is no set policy but very often printed
materials and reports are routed between Departments and the
Council on pertinent items.
Mr. Rudolph Regel, audience, asked if the undergrounding project is
on schedule and wondered where he could obtain information on the
installation from the street to his house. Mayor Bauch stated that
a questionnaire has been sent to those who have already connected
trying to obtain information that could be passed along to those who
will have to connect. He asked Mr. Regel to contact Mr. McFarland,
Administrative Assistant, for further information.

Letter from Mayor Bauch to the Tukwila City Council was read
recommending $3,000 be allocated for the survey of the addition to
Joseph Foster Memorial Park and the Duwamish Park Site as required
by the lease agreement with South Central School District.
Ms. Pesicka asked if both pieces would be done at the same time.
Mayor Bauch stated that bids are being accepted now to do both sites.
Mr. Regel, audience, asked why the School District doesn't pay for
this improvement? Mayor Bauch stated that the City has leased this
property from the School District for $1.00 per year. The
agreement reads that within six months a survey will be made to
establish property lines and then the City will pay for all
improvements.

THE MAYOR'S RECOMMENDATION AND HAVE THE PROPERTIES SURVEYED.

The City Clerk Pro Tem read a motion of the Tukwila City Council
requesting that the King County Council set an election date on the
question of annexation to the City of Tukwila of the area commonly
known as the Lower Foster Area.
The City requests that February 8, 1977 be set as the election date.

Deputy City Attorney Hard read a motion of the Tukwila City Council
related to a joint application with King County for Housing and
Community Development Block Grant Funds to improve the Thorndyke
Community Club primarily for elderly.
MOVED BY HILL, SECONDED BY MS. PESICKA, THAT CITY COUNCIL MOTION
NO. 76 -12 BE ADOPTED AS READ.
Mrs. Rudolph Regel, audience, stated that she knows the Thorndyke
Community Club Building having used it through Grandmothers Club and
Garden Club for many years. She stated that there are many drawbacks
that can not be overcome without a complete renovation of the hall.
To begin with, Senior Citizens object to the steps up to the building,
the women's restroom is down several steps and there is no heat,
the heating of the building is by gas and it is not satisfactory
during the winter, the sewer is not connected and the condition of
the roof is questionable. She asked who is going to pay the sewer
assessments and stated that the school expects $500 per year insurance.
Mrs. Regel stated that, personally, she does not think it a good buy.
Mayor Bauch explained that many of the questions Mrs. Regel addressed
have been considered. The building has been inspected by the City's
Building Official and agrees that it will take a new roof. A ramp
will have to be provided beside the steps for access to the building.
The restrooms do have to be upgraded and there does have to be some
renovation in the building. It has been estimated that it will
take $15,000 to upgrade the building to a useable condition. In an
effort to obtain these funds the County was contacted. The County
came back with the idea that considerable more funds should be put
into the building to upgrade the kitchen so it would be eligible for
the Senior Citizen Hot Lunch Program along with other activities.

This matter was referred to an ad hoc committee of the Senior Citizens.
Mrs. Frey, member of the Committee, stated that an architect is
studying the building as to what improvements are needed and will
break down the cost of each improvement.
Van Dusen stated that, at this point, they are discussing funding
through a grant with the County on the upgrading of the building.
Mrs. Regel again questioned the sewer assessments and insurance. Mayor
Bauch stated that this building would be added to the City's
insurance package. As for the sewer assessment, he was not aware
of this and would look into it.
Ms. Harris asked about projected operating costs. Mayor Bauch
stated that there will be operating costs and they will be an obligation
of the City. It will be just like the other City Buildings but,
this one could be rented on the nights when not in use.
Ms. Harris questioned the accessibility of the building for the
Tukwila Seniors, it is not within walking distance. She further
expressed that she thinks the Senior Program is excellent but does
feel that Tukwila is obligated to take care of its own citizens first.
If this is being used to get people in that area interested in wanting
to annex to the City, will they want to if they already have every-
thing. They will be getting all the benefits without taking the
responsibility.

Deputy City Attorney Hard read an ordinance adopting a revised and
extended Comprehensive Street Program in accordance with RCW 35.77

ADOPTED AS READ. MOTION CARRIED.

Deputy City Attorney Hard read an ordinance setting forth longevity
benefits for the employees of the City of Tukwila.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT ORDINANCE NO. 997 BE
ADOPTED AS READ.
Gardner asked if this includes all of the employees. Mayor Bauch
stated that it does include all employees however, certain of the
Union Contracts that the City has with some employee groups are
different than this and Union Contracts supersede ordinances.
Ms. Harris suggested it would make the ordinance more specific if
the word eligible were defined. Mayor Bauch stated that he would
interpret the ordinance that eligible is just a modifier of five
year, continuous, full time employment.
Ms. Harris questioned if it is the intent of the ordinance to exclude
the employees covered under contracts. Mayor Bauch stated that all
three contracts address longevity as it is now being practiced.

of the Standard Specifications for Municipal Public Works Construction
as the Code of the City of Tukwila; repealing Ordinance No. 643 and
TMC Chapter 13.12 and further repealing Section 14, Ordinance No. 342
and TMC 14.12.160.

Deputy City Attorney Hard read an ordinance of the City of Tukwila
amending Ordinance No. 917, Section 4 and Tukwila Municipal Code
20.04.050 Tax Levied Amounts Designated relating to gambling and
gambling activities.

ADOPTED AS READ.
Saul explained that he does not like to see the City cut its
percentage of the gambling fees but since the City is controlled
by the County law, which reads 10 he recognizes it is necessary
to amend the ordinance.

Mayor Bauch announced that the 1977 Preliminary Budget is at the
printers and will be available for the Council on Wednesday afternoon.
Deputy City Attorney Hard briefed the Council on the matters being handle
by the Attorney's Office at this time.
