Dear Phil:
For your final review and approval, I am forwarding six copies of
the site improvement plan prepared by our office for the above - referenced
protect. We have recently revised our plan at the direction of Union
Pacific Railroad officials. I am enclosing a copy of their letter to us, as
well as a yellow- marked blueprint which highlights the changes made. I
trust that these changes will not be in conflict with City of Tukwila
requirements.
Regarding the comment in your letter, dated November 6, 1985,
which requests a control manhole at Catch Basin No. 4, we are unable to
provide a restrictor CB with parking lot ponding due to the vertical
restrictions which exist on this site. You will note that we have designed
all storm drainage pipe to be laid at a minimum pipe slope of 0.5 percent
from the invert elevation at the connection to the existing catch basin In
Baker Boulevard, to the location of CB No. 4, which has a maximum rim
elevation of 23.0, flush with existing finished grade (per the Union Pacific
Railroad). The available vertical clearance between the pipe invert and the
rim elevation at CB No. 4 is 3.5 feet. The minimum required vertical
clearance between invert and rim elevation for a Type II catch basin /control
structure is 4.5 feet for a 12 -inch diameter outlet pipe per King County
Standards.
An even more severe vertical conflict for a parking lot type
storage system is that the rim elevation of 23.60 for CB No. 1 in the
proposed parking area (which is the minimum allowable rim elevation at this
location after running the 12 -inch CMP culvert from the existing CB in Baker
Boulevard at a minimum pipe slope of 0.5 percent) exceeds the rim elevations
of the proposed catch basins adjacent to the U.P.R.R. lead track (which are
set at their maximum allowable rim elevations per the Union Pacific Rail-
road). Consequently, an outflow control structure (if one could vertically

fit) would cause surface storage and ponding within the railroad right -of-
way, rather than the proposed parking lot addition which is not allowable by
the Union Pacific Railroad. You will recall in our original predesign
meeting on July 5, 1985, you indicated that stormwater detention would not
be required unless the storm drainage outlet for the site would be tributary
to the currently undersized system in James Christensen Road. However, the
proposed protect will be tributary to the oversized storm drainage system
(48 -Inch concrete) in Andover Park West which currently does not have a
capacity problem. A complete downstream drainage analysis is contained
within the storm drainage calculations which I am attaching for your review.
The storm drainage calculations also show that all proposed storm drainage
pipes are sized to convey flows in excess of that which would result in the
10 -year design storm. Therefore, flooding within the railroad right -of-
way will not occur.
Per your request, we have added the standard City of Tukwila
driveway entrance detail to the plan. Also per your comment, we have added
General Note No. 20, which reads, "The requirements of the Tukwila Fire
Marshall shall be met with regard to the construction of the proposed
parking lot entrance roadway, including special stripings for fire lane
access, 'No Parking' signs placed along the drive throughout (per the
MUTCD)."
We look forward to your earliest review and final approval of
this project. If after reviewing this information you have any additional
questions or comments with regard to the storm drainage concerns for this
project, I will be happy to meet with you at your convenience to discuss
the matter further. If you have any questions, please do not hesitate to
call. Otherwise, I will contact you sometime early next week to discuss
this project with you further and answer any additional questions which you
may have at that time.

Dear Mr. Armstrong:
Please refer to your letters dated September 13, and
October 11, 1985 concerning your request on behalf of Fatigue
Technology, Inc. for a paving and storm drain encroachment on the
Railroad Company's right of way located in Andover Industrial
Park at Andover, Washington.
Our Chief Engineer has reviewed your application and
drawings for this proposed project and makes the following
recommendations:
"To provide a clear toe path, the toe of slope must be
located out 10.0 feet from centerline of track as shown
in red on the attached print, Section B -B, along with
moving the proposed drain pipeline and catch basins back
to toe of slope as shown in green. Also, catch basins
must be installed flush with ground line so as not to
create any stumbling hazards for Railroad employees.
Further, the 12 -inch CMP to be installed adjacent to and
beneath the track must be 14 -gauge and galvinized. In
addition, plans for shoring to support the lead track
must be submitted to the Railroad's Chief Engineer for
approval prior to excavating for drain pipeline which
must be installed a minimum of 4.5 feet below base of
rail and 3.0 feet below ground line.
"Additionally, presuming the car stop is a derail, said
derail must be located 50.0 feet behind our 13.0 -ft.
clearance point as shown in yellow on attached print.
"However, prior to my final approval, I will need to
see details of catch basin Type 1 and details of the
car stop.
"It should also be understood (and will be documented
in the agreement accordingly) that if Fatigue Technology,
Inc. or their successors decide to take rail service,
they will cease using Railroad right of way at subject
location for access purposes due to interference with
train service, and will arrange for alternate access
accordingly.
"Also, Fatigue Technology will be responsible for
maintenance of paving, and drainage facilities.
"Further, Fatigue Technology, Inc. is hereby advised
to remove the two shrubs in back of their building
which is located upon Railroad right of way."
Please advise in writing your acceptance to the above
recommendations and forward to my office the information as
requested by our Chief Engineer. If you should have any further
questions please feel free to contact my representative, Mr. Jim

Protect and Non- Project Proposals" of the environmental checklist for the
above- referenced project in accordance with your telephone request of last
week.
Also, I contacted Mr. Richard Richings, the operations manager of
Fatigue Technology, Inc. for the information which you requested regarding
the existing facility. According to Mr. Richings, the existing building
contains 27,000 square feet currently being utilized for manufacturing and
6,500 square feet of office space. The site has a total of 39 parking
stalls with four of these stalls being designated as handicapped spaces.

For your review, we are submitting the plans and specifications
which have been prepared for the above - referenced project for the
building permit review process. More specifically, we are enclosing
the following items in accordance with the building permit submittal
requirements of the City of Tukwila.
1. Four copies of the site Improvement plan for the proposed
parking lot addition. This plan shows the detailed
design of grading, paving, storm drainage, and landscaping.
2. Six additional copies of the site improvement plan
for use by the Planning Department in issuance of the
curb cut permit.
3. The completed building permit application form.
4. The completed environmental checklist.
5. A check for $100 which represents the required environmental
checklist submittal fee.
6. A check for $125 which represents the required building
permit submittal fee as based on an estimated construction
cost of $30,000.
7. Two copies of the storm drainage calculations.
8. One copy of the architectural plan showing the proposed
employee entrance to be installed on the north side
of the existing building.

As you are aware, the City of Tukwila Board of Adjustments
granted two variances for this proposal which would ordinarily require
the construction of landscape along the eastern property line as well
as a three -foot sidewalk adjoining the easterly margin of the proposed
parking access road.
Consequently, the enclosed plans are now in conformance
with all City of Tukwila codes and requirements and we request that
the review of the grading /storm drainage systems proceed at your earliest
convenience. Again, Fatigue Technology is anxious to proceed forward
with this project due to the limited amount of parking currently available
to them.
If you have any questions or comments after reviewing the
plans, please do not hesitate to call. Otherwise I will phone you
next week to discuss the status of this project with you further and
answer any additional questions you may have at that time.
