Penney Company, Inc. Voluntary Seismic Upgrade Program Store #696-5 1200 Southcenter Shopping Center Tukwila, Washington W.O. 85003 -01 Dear Tom The J. C. Penney Company, Inc. (JCP) has undertaken a seismic upgrade evaluation of Store #696 -5, located in Tukwila, Washington. The seismic upgrade evaluation has included an estimate of the pro- perty damage Toss expectation which might be caused by earthquake ground motions considered credible at the site. The evaluation in- volved estimating the predicted dynamic structural response at vari- ous levels of credible surface ground motion and distortion demands which may be anticipated. The property damage loss expectations associated with the various building systems, were then estimated. To find the probabilities of occurrence associated with the various intensities of surface ground shaking at the site, a seismicity study has been made. These site - related occurrence probabilities were then combined with the property damage loss expectation. The end result was a curve relating the property damage loss expectation to the loss probabilities involved during the economic life of the store. The seismic performance of building elements was only investigated to the degree that they impact the property damage loss potential curve. No attempt was made to assess the seismic performance of the many elements which may be damaged by an earthquake, but whose damage does not significantly impact the overall cost -risk eval- uation. Seismic code forces and the code allowable capacities were not used in the analysis. No attempt was made to verify the compliance of the as- existing building condition with any seismic building code. Observations of the field condition of the store was restricted to Mr. Tom Hill JCP Store #696 -5, Tukwila, WA February 26, 1986 Page Two exposed construction conditions. Such field observations indicated that it appears the as -built building condition generally reflects the design condition delineated by the original construction drawings reviewed during the course of our seismic upgrade evaluation, and further that no sign of seismic distress was in evidence. The seis- mic evaluation included only a general seismic analysis intended to identify the limiting seismic capacity(ies), and as such, did not in- clue any analysis of other load conditions. The seismic upgrade evaluation identified certain features of this store which adversely impact the seismic cost -risk picture. Accord- ingly, JCP has elected to undertake a voluntary seismic retrofit pro- gram to mitigate the impact of these features. Basically, the seismic retrofit construction consists of increasing the mall level story seismic resistance of the store by installing concrete shear walls at and adja- cent to the exterior perimeter walls. The alteration drawings submitted, cover this work. The proposed construction is entirely additive to the seismic resistance of the as- existing store and is purely a volun- tary upgrade on the part of JCP and therefore no code calculations have been submitted.
