Mayor Bauch, presiding, led the pledge of Allegiance and called the
Tukwila City Council meeting to order.

Councilman Traynor questioned Voucher No. 1005 to Harry Prior and
Associates for counciling on labor relations during the month of
October. Council President Hill noted that he was not going to sign
this voucher until he found out what it was for.
MOVED BY HILL, SECONDED BY MRS. PESICKA, THAT THE MOTION BE AMENDED
TO WITHDRAW VOUCHER NO. 1005 FROM THE PACKET UNTIL FURTHER

Mayor Bauch explained that the Telemetering Systems are a Budgeted item.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT THIS ITEM BE REFERRED TO THE
COMMITTEE OF THE WHOLE. MOTION CARRIED WITH MS. HARRIS VOTING NO.
Mayor Bauch read his letter nominating Mrs. Mildred Heppenstall,
16615 53d Ave. South to the unexpired term of position No. 2 on the
Park Board. This position expires March 31, 1979. He urged that the
Council confirm this appointment.
Ms. Pesicka stated that since a park site in the McMicken Heights area
is a high priority item, it would be a good idea to have someone from
that area on the Board. Hill suggested inviting Mrs. Heppenstall to a
meeting so the Council can all meet her.
MOVED BY HILL, SECONDED BY MS. PESICKA, THAT THIS ITEM BE REFFERRED TO
THE COMMITTEE OF THE WHOLE MEETING. MOTION CARRIED.
Mayor Bauch read his letter nominating Mrs. Maxine Anderson to be City
Clerk of the City of Tukwila and asked the Council's prompt attention
to this nomination.

Mayor Bauch stated that the purpose of this Hearing is to give the
public a chance to express approval or disapproval on the proposed
annexation. He declared the Public Hearing open.
Fred Satterstrom, Associate Planner, reviewed the Staff Report. The
Larimer property is located in McMicken Heights, north of the present
City limits and west of 51st Ave. South. The area of the proposed
site is 1.55 acres. At the present time, no public water or sewer
service is available to the property. It presently is zoned single
family by King County.
Based on their findings and conclusions, staff recommends the Council
not accept this annexation petition and request the applicant to
gather an annexation request for a larger area.
Mr. Larimer, owner of the property, spoke in favor of annexing his
property to Tukwila.
It was noted that there is a petition being circulated to request
annexation of the property to the west of Mr. Larimer's property and the
suggestion was made that he could be included at that time making a
more economical annexation.
There being no further discussion from the audience, Mayor Bauch
declared the Public Hearing closed.
MOVED BY HILL, SECONDED BY MS. PESICKA, THAT THE COUNCIL REQUEST MR.
LARIMER TO JOIN THE OTHER PETITIONERS AND COME IN AT A LATER DATE.
Traynor stated that if there are an insufficient number of signatures on
that petition, Mr. Larimer would be left out. He suggested proceeding
with the annexation.
Ms. Pesicka stated that the door should be left open so that he can come
back if the other petition isn't completed.
Traynor stated that if we always look at only the economics, we will
never annex.
Van Dusen stated that since he has come to us, let's deal with it now.
Hill stated that the reason he made the motion is that it costs more to
deal with a number of smaller pieces, and he would like to see them join
together and come in at one time.

MOVED BY VAN DUSEN, SECONDED BY SAUL, TO ACCEPT THE ANNEXATION AS PROPOSED
BY MR. LARIMER. MOTION CARRIED WITH MS. HARRIS VOTING NO.
Mr. Ed Robinson, audience, questioned the City limit sign at the foot
of 65th Ave. South. Mayor Bauch stated that action is being taken to
have it removed.
Mr. Rudolph Regel, audience, questioned a letter he received from the
Recreation Department to Senior Citizens stating that the area of Tukwila
servicedfor Senior Citizens includes all of the surrounding neighborhoods.
He wanted to know if the Tukwila taxpayers are paying the cost of taking
care of the people in these areas. He stated that he is still against
the use of the Thorndyke Hall and again questioned spending taxpayers'
money outside of the city limits. Also, who is going to pay the sewer
assessment and the insurance on the building? He referred to the
proposed budget and stated that it looks like a lot of money being
spent just for recreation. He stated that more emphasis should be put
on programs for the teenager.

Mr. Rudolph Regel Mayor Bauch stated that the Council will be considering the Recreation
Cont. Department Budget on November 22, and on December 6 the Public Hearings
start when all citizens will be heard.
Traynor stated that four of his family are involved in the recreation
prograg and they all enjoy it.
Mrs. Rena Holloway asked if the City can legally spend money outside
of the boundaries. Attorney Hard stated that he was sure it was all
right.
Mayor Bauch noted that the City of Seattle is going to operate Fort Dent
which is within the Tukwila boundaries.
Mr. Ron Mettler announced that the Planning Commission meeting will be one
week early this month because of Thanksgiving. They will be considering
the Tukwila hill residential area of the Comprehensive Plan.
Mrs. Joanne Davis Mrs. Joanne Davis announced that she has finished the book to go in a
capsule and has it for review by anyone who wishes to do so.

READ. MOTION CARRIED.
Chief Hubert Crawley, Fire Department, read a Resolution in
appreciation to Walter F. Frey for his services to the City of Tukwila
as a Volunteer Fireman.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE RULE FOR SECOND READING
BE SUSPENDED AND THAT RESOLUTION NO. 560 BE ADOPTED AS READ. MOTION
CARRIED.
Mayor Bauch presented Mr. Frey with a framed copy of the Resolution
of appreciation.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
Hill read a letter from Judge David Soukup of the Superior Court of the
State of Washington dated November 8, 1976. The letter expressed that
Chief Sheets and the Tukwila Police Department have always been sensative
with the needs of the Court and cooperative with their efforts in handling
individuals.
Hill read another letter from Elizabeth Davies, Supervisor, Department
of Juvenile Services, dated November 5, 1976. The letter expressed
appreciation for cooperation. It further commended the Department in
presenting an education program for the elementary and junior high
schools and in the production of a videotape on shoplifting.
Hill commended that it is nice to see the Police Department being praised,
as lots of times they are critized.

Deputy City Attorney Hard read a motion of the Tukwila City Council
relating to the acquisition of surplus properties adjacent to City
of Tukwila Public rights -of -way.

Letter from Mayor Bauch to the Tukwila City Council concerning budgetary
problems of the Municipal Court was read. Attached letter from
Kathleen Johnston, Court Administrator, explains that due to an
increase in the Tukwila Municipal Court sessions resulting from an
increase in case load, they are experiencing a budget deficit in some
areas and are requesting additional funds.
MOVED BY MS. HARRIS, SECONDED BY MS. PESICKA, THAT THE MAYOR BE
AUTHORIZED TO TRANSFER $2,298.20 FROM THE MAYOR'S BUDGET TO THE
MUNICIPAL COURT. MOTION CARRIED WITH HILL VOTING NO.
MOVED BY MS. HARRIS, SECONDED BY SAUL, TO AUTHORIZE THE TRANSFER
OF $184.97 FROM THE TRANSPORTATION ACCOUNT TO THE MISCELLANEOUS ACCOUNT
WITHIN THE MUNICIPAL COURT BUDGET. MOTION CARRIED WITH HILL VOTING NO.
MOVED BY MS. PESICKA, SECONDED BY VAN DUSEN, THAT THE PROPOSED ORDINANCE
BE READ. MOTION CARRIED.
Deputy City Attorney Hard read an ordinance of the City of Tukwila
amending Ordinance No. 989 of the City of Tukwila, relating to
"Disorderly Conduct," by adding a provision that a person may be
guilty of disorderly conduct if such person fails to leave any
public or private premises or places, after being requested to leave
by the owner thereof or an authorized agent of the owner; and declaring
an emergency.
Hill expressed concern that this ordinance, as written, could be
abused, not by the Police Department but by property owners.
Attorney Hard agreed that the ordinance should be more specific. He
suggested revising the Ordinance and presenting it to the next
Committee of the Whole Meeting for review.

BE PLACED ON THE AGENDA FOR THE NEXT COMMITTEE OF THE WHOLE MEETING.

MOVED BY HILL, SECONDED BY SAUL, THAT THE PROPOSED RESOLUTION BE
READ BY TITLE ONLY. MOTION CARRIED.
Deputy City Attorney Hard read a resolution of the Tukwila City Council
stating the City's priorities as it relates to Housing and Community
Development Block Grant Applications pursuant to the Housing and
Community Development Act of 1974.
MOVED BY HILL, SECONDED BY SAUL, THAT RESOLUTION NO. 561 BE ADOPTED
AS READ. MOTION CARRIED.
Mayor Bauch reported that the bids had been received for the survey
of the two pieces of park property and the two low bids were both
$590.
He called attention to the October Building Permit Report. The total
valuation of the permits issued is $2,956,112. Included in this total
is a large warehouse in the M. A. Segale Development and a foundation
permit for a Convention Center to be located at Southcenter Blvd. and
Interurban Ave. South. Total this far through the year is $8,792,363.
compared to $5,271,032 for 1975.

A PROCLAMATION

WHEREAS, the United States is celebrating its Bicentennial by
special programs and recognitions, and
WHEREAS, it has been an American tradition to set aside a
special day to recognize the bountiful opportunities and resources
that the citizens enjoy, and
WHEREAS, this tradition predates even the founding of this
enduring republic and deserves special recognition.
THEREFORE, I, EDGAR D. BAUCH, MAYOR OF THE CITY OF TUKWILA, DO
HEREBY PROCLAIM THAT THURSDAY, NOVEMBER 25, 1976, BE A SPECIAL
THANKSGIVING DAY.
AND, that I urge all citizens pay special attention to the
benefits that accrue to us as citizens of this great land. When
partaking of the bountiful table which is traditionally spread for
this occasion, let us pause to reflect on the benefits and privileges
of this great land and give thanks in our own way for all that which
makes it possible for us to celebrate this traditional day.
In true appreciation and gratitude, I sign this proclamation
this 15th day of November, in the 200th year of the republic.
