VanDusen, Mayor MEMORANDUM Ross Earnst /DonMorr.ison Becky Kent July 14, 1986 Moving an Oversized Load Permit - Media Garage On Friday, July 11, 1986, Lindsay House Moving, Inc., came to the City's permit counter to obtain a Moving an Oversized Load permit. Phil Fraser informed the applicant of all the application requirements necessary to approve the permit. The applicant left and did not return. Later that day the house was moved to the new site - 5315 S 140 St with- out benefit of permit. After the move took place, several complaints were received regarding damage to the road. Today, Dennis Lindsey submitted his application. He said the certificate of insurance was given to some one from the City who visited the site. I told him that a $5,000 bond is required for this permit and because the work had been completed I would be forwarding this issue to you. Are we proceeding ahead with issuins this permit? If structure under investigation does not satisfy conditions or criteria of Section 2620 (c), (e) 8 or (e) 10, the building official may approve a lower load rating for that structure based on results of the load test or analysis. (h) Safety. Load tests shall be conducted in such a manner as to provide for safety of life and structure during the test. No safety measures shall interfere with load test procedures or affect results. Pneumatically Placid Concrete Sec. 2621. (a) General. For the purpose of this chapter all pneumatically placed concrete shall consist of a mixture of fine aggregate and cement pneumati- cally applied by suitable mechanism and to which water is added immediately prior to discharge from the applicator. Except as specified in the following subsections of this section, all pneumati- cally placed concrete shall conform to the regulations of this chapter for concrete, (b) Proportions. The proportion of cement to aggregate, in loose dry vol- umes, shall be not less than one to four and one half. (c) Water. The water content at the time of discharge, including any moisture in the fine aggregate, shall not exceed 31/2 gallons per sack of cement. (d) Mixing. The cement and aggregate shall be thoroughly mixed prior to the addition of water. At the time of mixing, the fine aggregate shall contain not less than 3 percent moisture. (e) Rebound. Any rebound or accumulated loose aggregate shall be removed from the surface to be covered prior to placing the initial or any succeeding layers of pneumatically placed concrete. Rebound may be reused if it conforms to the requirements for aggregate, but not in excess of 25 percent of the total aggregate in any batch. (t) Joints. Unfinished work shall not be allowed to stand for more than 30 minutes unless all abrupt edges are sloped to a thin edge. Except as provided for in Subsection 6 of this section and Figure No. 29 -1, the following criteria will be assumed to provide this protection. Where the existing slope is steeper than 1 horizontal to 1 vertical, the toe of the slope shall be assumed to be at the intersection of a horizontal plane drawn from the top of the foundation and a plane drawn tangent to the slope at an angle of 45 degrees to the horizontal. Where a retaining wall is constructed at the toe of the slope, the height of the slope shall be measured from the top of the wall to the top of the slope. 3. Footing setback from descending slope surface. Footing on or adjacent to slope surfaces shall be founded in firm material with an embedment and setback from the slope surface sufficient to provide vertical and lateral support for the footing without detrimental settlement. Except as provided for in Subsection 6 of this section and Figure No. 29 -1, the following setback is deemed adequate to meet the criteria. Where the slope is steeper than 1 horizontal to 1 vertical, the required setback shall be measured from an imaginary plane 45 degrees to the horizontal, projected upward from the toe of the slope. 4. Pools. The setback between pools regulated by this code and slopes shall be equal to one half the building footing setback distance required by this section. That portion of the pool wall within a horizontal distance of 7 feet from the top of the slope shall be capable of supporting the water in the pool without soil support. 5. Foundation ekvation. On graded sites, the top of any exterior foundation shall extend above the elevation of the street gutter at point of discharge or the inlet of an approved drainage device a minimum of 12 inches plus 2 percent. The building official may approve alternate elevations, provided it can be demon- strated that required drainage to the point of discharge and away from the structure is provided at all locations on the site. 6. Alternate setback and clearance. The building official may approve alternate setbacks and clearances. The building official may require an investiga- tion and recommendation of a qualified engineer to demonstrate that the intent of this section has been satisfied, Such an investigation shall include consideration of material, height of slope, slope gradient, load intensity and erosion characteris- tics of slope material.
