'' G 1986 UT? OF TUKVViLA PLANNING DEPT. HEK, Inc. dba Elliott Bay Service Transfer has a building located at 305 Upland Drive, Tukwila, WA. The building is owned by W.E. Boeing, Jr. We presently have 58,000 sq. ft. of storage space for a Bonded U.S. Customs Freight Station and 24 dock doors for transloading. Recently U.S. Customs has been ordered to cut back in personnel and therefore created a shortage of U.S. Customs Inspectors. With a short- age of inspectors, U.S. Customs decided to establish a limited few to perform inspections of cargo for quota violations and drug violations. U.S. Customs went to the public and asked who they would like to have perform the service. Out of 45 applications, Elliott Bay Service Trans- fer came in as number 2 selected. This is quite a compliment to our ability to service the public and satisfy U.S. Customs requirements. Because of the high security required for drug violations, U.S. Customs insists we have a fenced area for parking the containers while closed. The requirement is for an eight foot high fence with two foot at an angle to provide what they consider proper security. At present U.S. Customs are inspecting leas than eight containers per day and I doubt if we would use the security parking section for this type of container very often, but it must be there just in case. This fenced area will never have the gate closed during working hours. Those hours are from 7:30a.m. thru 10:30 p.m. Monday thru Friday and sometimes Saturday. We also would make certain that there is never dangerous articles put in this fenced parking area. We ask that you allow Elliott Bay Service Transfer to install a fence that meets with your requirements as well as U.S. Customs requirements. It is extremely important that we receive approval as soon as possible. - 2 I have attached two copies of the following information for your review. Exhibit (A) Legal description.
