Combustible projections located where openings are not permitted or where protection of openings is required shall be of one -hour fire- resistive or heavy timber construction conforming to Section 2106. Projections shall not extend more than 12 inches into the areas where openings are prohibited. For projections extending over public property, see Chapter 45. For combustible ornamentation, see Section 1705 (d). !Guardrails Sec. 1711. All unenclosed floor and roof openings, open and glazed sides of landings and ramps, balconies or porches which are more than 30 inches above grade or floor below, and roofs used for other than service of the building shall be protected by a guardrail. Guardrails shall be not Tess than 42 inches in height. Open guardrail and stair railings shall have intermediate rails or an ornamental pattern such that a sphere 6 inches in diameter cannot pass through. The height of stair railings on open sides may be as specified in Section 3306 (j) in lieu of providing a guardrail. Ramps shall, in addition, have handrails when required by Section 3307, EXCEPTIONS: I. Guardrails need not be provided on the loading side of loading docks. 2. Guardrails for Group R, Division 3 and Group M, Division I Occupancies may be 36 inches in height. 3. Interior guardrails within individual dwelling units or guest rooms of Group R, Division 1 Occupancies may be 36 inches in height. 4. The open space between the intermediate rails or ornamental pattern of guard- rails in areas of commercial and industrial -type occupancies which are not accessible to the public may be increased such that a I 2-inch-diameter sphere cannot pass through. 5. Guardrails on a balcony immediately in front of the first row of fixed seats and which are not at the end of an aisle may be 26 inches in height. 6. Guardrails need not be provided on the auditorium side of a stage or enclosed platform. Foam Plastic Insulation Sec. 1712. (a) General. The provisions of this section shall govern the require- ments and uses of foam plastic in buildings and structures. For trim, see Section 1705 (e). Except where otherwise noted in this section, all foam plastics used in building construction shall have a flame - spread rating of not more than 75 and shall have a smoke - developed rating of not more than 450 when tested in the maximum thickness intended for use in accordance with U.B.C. Standard No. 42 -1. All packages and containers of foam plastic and foam plastic ingredients shall bear the label of an approved agency showing either the flame- spread rating and smoke - developed rating of the product at the thickness tested or the use for which the product has been listed. The interior of the building shall be separated from the foam plastic by an approved thermal barrier having an index of 15 when tested in 02 16.25.010 -- 16.25.020 Chapter 16.25 ADDITIONAL SWIMMING POOL REGULATIONS Sections: 16.25.010 16.25.020 16.25.030 16.25.040 16.25.050 Location. A swimming pool may not be located in any front yard required by the zoning code of the city, nor closer than five feet measured from the edge of the water surface to any exterior property line. (Ord. 1363 §2(part), 1985) . 16.25.020 Required fencing. Every person who owns real property, or any person who is in possession of real property either as owner, purchaser under contract, as the lessee, tenant or licensee, and which real property is located within the boundaries of any residential district zone (R -1 through RMH) or which is located within the boundaries of any C -1, C -2 or M -1 district, and which property is located within the incorporated area of the city and upon which real property there is situated a mad -made, hard - surfaced swimming pool, or, any person above named who hereinafter constructs, upon any real property, as above designated, a man -made, hard - surfaced swimming pool, shall erect thereon and maintain thereupon a solid structure or a fence not less than five feet in height with no opening therein, other than doors or gates, larger than six inches square. The fence or other solid structure shall completely surround the swimming pool in such a manner as to minimize, as nearly as possible, the danger of unsupervised children gaining access thereto. All gates or doors opening through such enclosure shall be equipped with a self - closing and self - latching device designed to keep and capable of keeping such doors or gates securely closed at all times when not in actual use, and all latches shall be placed at least four and one -half feet above the ground or shall be made inaccessible to small children from the outside; provided, however, that the door to any dwelling occupied by human beings and forming any part of the enclosure hereinabove required need not be so equipped. Plans for swimming pools to be constructed shall be submitted to the building department, and shall show on their face the form of proposed compliance with the requirements of this chapter, and the final inspection and approval of all pools hereafter con- structed shall be withheld until all requirements of this chapter shall have been complied with. Use of the swimming pools before inspection and approval shall constitute a violation of this chapter. (Ord. 1363 §2(part), 1985). 16.25.040 Public swimming pools. The provisions of this chapter shall not apply to public swimming pools for which a charge or admission price is required to be paid for the use thereof, nor to swimming pools which are a part of and located upon the same premises as a hotel or motel, nor to swimming pools operated by a school district when the pools are made unavailable except at times when attended by adult supervisors or guards. (Ord. 1363 §2(part), 1985). • 16.25.050 Conformance of prior - existing swimming pools. Swimming pools of a type subject to the provisions of this chapter which were in existence on the effective date of the ordinance codified herein but which swimming pools do not possess the safety features required in this chapter shall, within a period of not to exceed six months from the effective date of the ordinance codified herein, be brought into con- formity with the provisions and requirements of this chapter. Swimming pools not brought into conformity within the period of time herein stipulated are hereby declared to be public nuisances and public hazards, and the owners of the premises upon which such pools exist shall be subject to the penalties prescribed herein.
