COUNCILMEMBERS IN ATTENDANCE Discussion City Treasurer 1977 Budget Proposal Municipal Court 1977 Budget Proposal CITY OF TUKWILA COMMITTEE OF THE WHOLE MEETING Minutes GARDNER, MS. HARRIS, HILL, SAUL, MS. PESICKA, VAN DUSEN, TRAYNOR arrived at 8:40 P.M. /67q Tukwila Fire Station Training Room CALL TO ORDER Council President George Hill, presiding, called the Committee of the Whole Meeting to order at 7:30 P.M. City Treasurer: Mabel Harris, City Treasurer, gave her presentation. She asked the Council to reconsider her request for an additional employee (including desk and chair). This position had been cut from the budget during the Mayor's review. She explained that she has reports she would like to compile for the Council but the routine business of her office occupies to much of her time. Saul questioned the statement in the budget concerning pending reorganization of the City under OMC. Mayor Bauch explained that the possibility of grouping the financial functions together could relieve the Treasurer of some routine jobs. Ms. C. Harris stated that she is concerned about going OMC and thought that the Mayor and Council need to discuss this. Mayor Bauch announced that five days after the Ordinance for OMC is passed the City no longer has an elected Treasurer. The decision will have to be made on how to provide for that office. He received this opinion from the Association of Washington Cities. Ms. C. Harris suggested that the City should have a Finincial Plan. She further suggested adding more money to Extra Labor for additional help for the City Treasurer. Council voted 4 yes, 2 no to making a total of $3,000 in the Extra Labor line item. Council approved the purchase of Capital Equipment request T -2 for a Binder File for $137. Municipal Court: Judge Frank Payne of the Tukwila Municipal Court gave his presentation. He explained that court time is up due to the increase in criminal filings and more cases that are being filed are going to trial. The following figures were presented: 1975 Criminal Filings 402 1976 Criminal Filings thru Oct. 344 1975 Traffic Filings 2,491 1976 Traffic Filings thru Oct. 1,562 1975 Hours spent in Court 1812 1976 Hours spent in Court thru Oct. 231 Council approved the purchase of Capital Equipment request MC -1 for a File Cabinet for $200. City Clerk Council approved the purchase of Capital Equipment request C -1 for 1977 Budget a Tape Recorder for $200. They further agreed the remainder of the Proposal budget requests were reasonable.
