VanDusen, Mayor TUKWILA PLANNING COMMISSION Minutes of the September 25, 1986 Planning Commission meeting. The meeting was called to order at 8:00 p.m. Members present were Mssrs. Sowinski, McKenna, Knudson, Coplen, Orrico, and Kirsop. Representing staff were Moira Bradshaw and Kathy Stetson. Minutes MR. COPLEN MOVED TO ACCEPT THE MINUTES OF THE SEPTEMBER 11, 1986 MEETING AS PRESENTED. MR. KIRSOP SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. 86 -31 -SUB: Schneider Homes, Inc., application for a preliminary plat for 14 single - family lots on 4.80 acres in the R -1 -12.0 zone on the south side of S. 151st Street between the extension of 62nd Avenue South and existing 65th Avenue South. Ms. Bradshaw entered into the record, summarized the Staff Report, and explained the proposed revisions to the approved Preliminary Plat. She added Exhibit C - Photographs of existing natural growth protection ease- ment. Carl Bloss, Schneider Homes, 6510 Southcenter Blvd., Tukwila, explained the reasons for Schneider's request to fill in the ditch area. He spoke about the drainage course and the need to maintain 12,000 square feet per lot. Dave Axness, 15185 - 62nd Avenue South, stated his concern with the removal of the natural vegetation, his wish to maintain privacy for the residences adjacent to the site, and his desire not for landscaping but for retention of the existing natural vegetation. He entered Exhibit D into the record, photos of the area from his residence. He stated his feeling that there was little or no time in which to review the new plans. Mr. Axness asked about the sizes of the plants proposed in the landscape plan and whose responsibility it was to maintain them. He expressed his desire for an independent opinion on the adequacy of the landscape plan and for the developer to save as many of the existing significant trees as possible. Mr. Axness requested that the trees to be saved be tagged to more clearly identify them. The Board discussed the drainage issues, the mudwave which had occurred and the possibility and effects of future mudwave occurrences. PLANNING COMMISSL September 25, 1986 Meeting Minutes Page 2 Mr. Bloss clarified the mudwave occurrence and stated that a drainage prob- lem on the site does not exist. Mr. Bloss also noted the locations of various trees which have been saved. Joseph Langer, 15213 - 65th Avenue South, expressed his concern with the drainage course. He also stated his desire that the requirement for 12,000 square foot lot sizes be retained. Mr. Knudson closed the public hearing. The commissioners discussed the zoning requirements, and landscaping loca- tion. MR. COPLEN MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT AND APPROVE THE REVISIONS TO 86 -31 -SUB SUBJECT TO THE FOLLOWING CONDITIONS: 1. CROSS- SECTIONS OF THE FILL AND GRADES OF THE 20 -FOOT STRIP TO BE APPROVED BY STAFF. 2. MAINTENANCE OF AN EASEMENT FROM THE SOUTH PROPERTY LINE ALONG THE WEST PROPERTY LINE FOR 40 FEET TO PROTECT THE NATURAL DRAINAGE COURSE. 3. THE ORIGINAL MOTION PASSED UNANIMOUSLY. 86- 48 -SPE: World Tire Corporation, requesting the Planning Commission approve a 25% increase in sign area for a freestanding sign at 4435 South 134th Place in a freeway interchange area per TMC 19.32.180. Ms. Bradshaw entered the Staff Report into the record and summarized it. Burt Lucas, 4435 South 134th Place, gave a brief history of the site and the reasons for the requested increase in sign area. He emphasized the fact that the location is somewhat hidden from view, and also stated his belief that his business would qualify as a freeway interchange service, thereby allowing the sign area increase. ' PLANNING COMMISAII Meeting Minutes September 25, 1986 Page 3 Mr. Knudson clarified the intent of the sign code freeway interchange area regulations. The commissioners asked about the size of the proposed sign and stated their belief that this business may not qualify as a freeway interchange business. They asked about hours of operation, who is serviced, building height, sign height, and view from nearby residences. MR. KIRSOP MOVED TO DENY THE REQUEST BASED ON THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT AND THAT THE CASE HAD NOT BEEN MADE THAT IT QUALIFIES AS A FREEWAY INTERCHANGE BUSINESS. MR. ORRICO SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. Adjournment The meeting was adjourned at 10:10 p.m. Respectfully submitted, Moira Carr Bradshaw Secretary CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM 86- 48 -SPE: World Tire Corporation INTRODUCTION The applicant, Burt Lucas, has applied for a single -face freestanding sign for World Tire Corporation. The sign would be located in the Fostoria Industrial Park which is bounded by 134th Place, 133rd Street, and 42nd Avenue South. FINDINGS 1. The request is for Planning Commission approval of a 25% increase in the sign area of a freestanding sign located in a freeway interchange area per Tukwila Municipal Code (TMC) 19.22.180. 2. The proposed square footage of the single sign face is 125 square feet. Street frontage of the site exceeds 400 square feet; therefore, the maximum allowed without Planning Commission approval would be 100 square feet. 3. The proposed height is 40 feet (Exhibit A). Per (TMC) 19.32.170, Permitted Signs - Height, freestanding signs in industrial zones for the first ten acres is 45 feet. 4. The subject site is zoned M -1 - Light Industry, and encompasses the six existing buildings within the Fostoria Industrial Park. (Exhibit B) 5. The applicant has submitted a letter stating that the site is over ten acres and that the other property owners within the industrial park agree with the proposed sign application (Exhibit C). 6. The site would be permitted one additional freestanding sign because the site meets the following three conditions: A. The site has at least 400 linear feet of frontage on a public street. B. The site has at least two detached commercially occupied buildings, neither of which is accessory to the other. C. The site is occupied by at least two tenants. 7. The Sign Code defines a freeway interchange business as a business situated within a radius of 1,000 feet from a freeway entry /exit point, and shall PLANNING COMMISSIIC Staff Report 86 -4 =Pp World Tire Corporation Page 2 identify businesses such as eating, lodging, or service station facilities which serve the traveling public. CONCLUSIONS The applicant has not clearly identified how his business would qualify as a facility which would serve the traveling public. Dependent upon testimony by the applicant before the Planning Commission, the staff would argue that a tire wholesaler would not qualify as a freeway interchange business and would recom- mend denial of the request.
