Wayne:
The addition of a 3' -0" x 7'0" mandoor located on the
northwest side of the building will require no additional
reinforcement. The opening shall be saw cut and shall
not be cut through a panel joint and shall be a minimum
of 3' -0" from any existing panel joint.
The 4 - 3' -0" x 3' -0" square openings to occur on the
east wall at the floor level are also to be saw cut and
to be located at the center of the panels not containing
the pilasters. One opening per panel will be allowed.

Mr. Sanglier asked that I write and review with you what
Sanglier Automobile Corporation will be doing from its facility
at 290 Andover Park East, Tukwila.
Sanglier will be using approximately 22,000 square feet of
the premises to display newer used cars for sale to the public,
both at wholesale and retail. Preparation of the cars will be
done off the premises. On the premises, some polishing,
interior vacuuming and dusting will take place. The remainder
of the space will be used for office purposes.
The marketing concept of Sanglier is to be able to display
a large number of cars on a continuous basis for review by the
Pacific Northwest Automobile Dealers and the general public.
Cars will be sold from Sanglier much the same as they are sold
from the showroom of the Acura store.
When the customer indicates a desire to buy a given car,
that car will then be taken from the building, down the ramp
where it can then be demonstrated to the customer. It is our
experience that wholesalers do not drive or run the vehicle
prior to purchasing. Wholesalers rely upon the reputation of
the merchant from whom they buy for the integrity of the
vehicle. Therefore, the demonstrations will occur to the
retail buyer. Demonstration will not occur until the vehicle
is outside the building. Sanglier is anticipating that there
will be approximately 60 cars sold a month, 20 of which may
retail.

Gentlemen:
On August 9, 1984, Mr. John Philbin presented an analysis of your occupancy to
request a designation of B -1 occupancy for your entire tenancy.. A subsequent letter
from him states that there will be no "assembly" usage such as invitational exhibits
or open houses. I have reviewed these materials and made the following deter-
mination.
This usage can be classified as a B -1 with the following conditions:
1. There will be no "open house" exhibits or advertised /invitational shows. -
2. Repairs will be limited to exchange of small parts and maintenance requiring no
open flame, welding, or use of highly flammable liquids.
3. Cleaning solvents, oils, grease and aerosol containers will be kept in the
amounts and in rated containers as required by Fire Department.
4. Occupants of. premises shall be limited to employees, vehicle owners and
individual prospective buyers.
5. Ventilation requirements as per Section 705, U.B.C. 1982 shall be met (see
attached).
As•we discussed, this particular usage is not specifically addressed in the U.B.C.,
but it would appear that the intent of the code will be met with these conditions.

Exit Facilities
Sec. 704. Stairs, exits and smokeproof enclosures shall be provided as spec-
ified in Chapter 33.
Light, Ventilation and Sanitation
Sec. 705. All portions of Group B Occupancies customarily used by human
beings shall be provided with natural light by means of exterior glazed openings
with an area equal to one tenth of the total floor area, and natural ventilation by
means of exterior openings with an area not less than one twentieth of the total
floor area, or shall be provided with artificial light and a mechanically operated
ventilating system as specified in Section 605.

In all buildings or portions thereof where flammable liquids are used, exhaust
ventilation shall be provided sufficient to produce four air changes per hour. Such
exhaust ventilation shall be taken from a point at or near the floor level.
In all enclosed parking garages used for storing' or handling of automobiles
operating under their own power and on all loading platforms in bus terminals,
ventilation shall be provided capable of exhausting a minimum of 1.5 cfm per
square foot of gross floor area. The building official may approve an alternate
ventilation system designed to exhaust a minimum of 14,000 cfm for each
operating vehicle. Such system shall be based upon the anticipated instantaneous
movement rate of vehicles but not less than 2.5 percent (or one vehicle) of the
garage capacity. Automatic CO sensing devices may be employed to modulate the
ventilation system to maintain a maximum average concentration of CO of 50
ppm during any eight -hour period, with a maximum concentration not greater
than 200 ppm for a period not exceeding one hour. Connecting offices, waiting
rooms, ticket booths, etc., shall be supplied with conditioned air under positive
pressure.
EXCEPTION: In gasoline service stations without lubrication pits, storage
garages and aircraft hangars not exceeding an area of 5000 square feet, the building
official may authorize the omission of such ventilating equipment where, in his
opinion, the building is supplied with unobstructed openings to the outer air which
are sufficient to provide the necessary ventilation.
Every building or portion thereof where persons are employed shall be pro-
vided with at least one water closet. Separate facilities shall be provided for each
sex when the number of employees exceeds four and both sexes are employed.
Such toilet facilities shall be located either in such building or conveniently in a
building adjacent thereto on the same property.
Such water closet rooms in cohnection with food establishments where food is
prepared, stored or served shall have a nonabsorbent interior finish as specified in
Section 510 (b), shall have hand - washing facilities therein or adjacent thereto, and
shall be separated from food preparation or storage rooms as specified in Section
510 (a).
Toilet rooms shall be provided with a fully openable exterior window at least 3
square feet in area; or a vertical duct not less than 100 square inches in area for the
toilet facility, with 50 additional inches for each additional facility;•or a mechan-
ically operated exhaust system capable of providing a complete change of air
every 15 minutes. Such systems shall be connected directly to the outside, and the
point of discharge shall be at least 5 feet from any openable window.
For other requirements, on water closets, see Section 510.
Shaft Enclosures
Sec. 706. Exits shall be enclosed as specified in Chapter 33.
Elevator shafts, vent shafts and other vertical openings shall be enclosed, and
the enclosure shall be as specified in Section 1706.
EXCEPTION: In Group B, Division 4 Occupancies, exits shall be enclosed as'
specified in Chapter 33, but other vertical openings need not be enclosed.

on our meeting, I drafted and mailed to you an
affidavit which attempted to recreate what you told me.
In accord with our telephone conversation of April 19,
1988, you revised the affidavit so that it was more in
keeping with the facts and your recollections.
I apologize for the delay in sending you the
revised affidavit. Other procedural matter took
precedence over the substantive matters in this case.
However, we are now ready to move ahead on the

dated February 6, 1911, indicating that the premises would be used
to display used cars to the public and that all preparation of the

Mr. Sanglier, also wrote that no demonstrations would occur inside

detailing and revisions to the plan. In part, the detailing was
required because the plans called for cutting a large door through
concrete. Consequently, the City called for structural engineerQl g

for a mechanical permit was made on April 7, 1987, and was approved
on April 10. Similarly, because Mr. Sanglier decided he was going
to wash cars inside the building, an inside drain was required.
The drain also required a separate plumbing permit and involved the
Department of Public Works. Lastly, changes were made to the
restroom after the permit was issued. The change, which removed an
existing wall and replaced it with a screen, was subsequently
approved by the Department.
8. Gary Hohlman, of McCann Construction, called for a fram-
ing inspection on April 4, 1987. The framing was approved on the
same day. On April 9, Mr. Hohlman called for a nailing inspection.
Similarly, the Department approved. On April • 22, Mr. Hohlman
called for the final inspection. A certificate of occupancy clear-
ing the owner to move in was issued on April 28, 1987.
