Becky Kent, staff representative, reviewed the staff report
recommending approval of the request.
Bill Gladsjo, partner in Lotto Shallan reviewed the proposal.
MR. KNUDSON MOVED AND MR. HAGGERTON SECONDED A MOTION TO APPROVE
THE LOTTO SHELLAN REQUEST FOR A SHARED DIRECTIONAL SIGN BASED
UPON THE STAFF'S FINDINGS AND CONCLUSIONS AND ADOPT THE FOLLOWING
RECOMMENDATIONS GIVEN BY THE STAFF:
1. The sign be redesigned with a masonry base.
2. The existing landscaping be modified in conjunction with the
shared directional sign.
IN ADDITION, GIVE PERMISSION TO THE STAFF TO WORK WITH THE
APPLICANT AND COME TO AN AGREEMENT AS TO THE TYPE OF BASE AND
LANDSCAPING REQUIREMENTS TO IMPOSE UPON THEM. THE MOTION PASSED
UNANIMOUSLY.

Becky Kent, staff representative, reviewed the proposal recommen-
ding approval of the request.
John Hartfield, Puget Sound Tent and Awning, explained the design
of the awning and intent of the request.
MR. HAGGERTON MOVED TO DENY THE REQUEST BASED ON THE STAFF'S
FINDINGS AND CONCLUSIONS. After some discussion, Mr. Haggerton
withdrew his motion.
MR. SOWINSKI MOVED AND MR. KNUDSON SECONDED A MOTION TO TABLE
THIS REQUEST TO THE MAY 28, 1987 PLANNING COMMISSION MEETING TO
GIVE THE COMMISSION TIME TO FURTHER REVIEW THE REQUEST. THE
MOTION PASSED UNANIMOUSLY.
DIRECTOR'S REPORT
Mr. Rick Beeler, Planning Director, reviewed the Hearing Examiner
system which is under consideration at the present time, as well
as several issues which will be coming before the Commission in
the future.

FINDINGS
VICINITY /SITE INFORMATION
1. Existing Development: The Sanglier building is predominantly used for sales
and storage of used cars.
2. Surrounding Land Use: The area around the site is zoned C -M (Industrial
Park).
BACKGROUND
The applicant is requesting an increase in area of Sign #1., The Planning
Commission may grant a wall sign area increase when the building is setback a
greater distance than required. Sign #2 already meets the area requirements of
TMC 19.32.140, Table 1.
The proposed signage will consist of ::white translucent fabric with read and
black lettering located on an opaque red fabric awning. Only that portion which
is considered signage will be illuminated by indirect lighting as specified on
the plans. The red awning will not be lighted, therefore not considered as part
of the sign area.
The applicant has chosen to install both signs conforming to the code prior to
Planning Commission approval. Upon approval by the Planning Commission, the
sign area will be added at a later date.
DECISION CRITERIA
The following are applicable Sign Code standards:

Upon application to and approval .by the`PJanning.Cormtission the permitted;
sI gn areas provided in Table 1 may' be increased no more than fifty percent
for each.doubling of the required minimum setback distance for the wall upon
which a particular sign is to be placed, but in no case shall sign area
exceed that permitted in Section 19.32.150.

Businesses in a planned shopping center (mall) shall be allowed signing
equal to six percent `of the exposed:building,face; area on which the sign is
to be placed up to a maximum of 500 square feet, with a maximum of four
signs allowed per business and not more than one sign for any particular
business allowed on any one exposed building face. Businesses located on
the perimeter of a planned shopping center (mall) in detached, separate
buildings shall be allowed freestanding signs per Section 19.32.140(C).

CONCLUSIONS
1. The percentage of area increase proposed is 39 %.
2. The proposed sign does not exceed the 6% maximum as specified
TMC 19.32.50.
3. The setback of the sign exceeds one doubling of the required setback.

RECOMMENDATIONS
Based on the above Findings and Conclusions, the staff recommends the request be
approved to increase the sign area to 184.5 square feet.

Applicants for sign permits are required to file construction plans, drawn
to scale, for any sign or alteration of a sign.
Separate applications are required for each sign.
Minimum acceptable plans shall consist of the following:
Two Copies - Site Plan (Scale of one inch equals twenty feet or less)
1. Identify address, all property lines, streets,, driveways, side -
walks, and easements. ,y
2. Show location of existing structures; specify setbacks. ",j
3. Show location, type, and size of proposed new sign, including set -
backi to property lines, rights- of- way,'driveways, etc.
4. Show location, type, and size of existing signs.

1, Show footing, connections to building „size•of;supports and material
used in supports and sign itself. • '
2. Provide elevation showing Copy to be used''on•sign, size of sign,
size of building face, ground clearance and grade(s), total height,
clearance from overhead power lines, colors and materials to be

The Building Official may require the filing of additional plans or other
pertinent •information when such information is necessary to insure compli-
ance with this cods. Proof of purchase of an Electrical Permjt required •

The person signing'the application (either the owner or the person respon-
sible for the work) shall furnish all of the above information. Return all
copies with application to the City of Tukwila Building Division.
DEFINITION OF "EXPOSED BUILDING FACE"
19.08.060 Exposed Building Face. Exposed building face shall mean that
portion of the building exterior wall or tenant space will area of the
building, together with one -half the vertical distance between eaves and
ridge of a pitched roof above it, used for sign area calculation purposes
as provided below:
a. That portion of the building wall fronting on the principal public
street from which the building has access, or .
b. That portion of the building wall which fronts on an access road,
or
c. That portion of the building wall wherein the principal public en-
trance to an individual tenant space within a multi- tenant building
is located.
