GARDNER, MS. HARRIS, HILL, MS. PESICKA, TRAYNOR, VAN DUSEN It was noted that review of Police /Administration, Investigation, and Capital Equipment requests was completed on November 16th. Council President Hill stated that prior discussion had been held with Steve Hall, Public Works Director, about the replacement of vehicles. The possibility of the Mayor, Department Heads or Detectives using cars for the first year then passing them along to the Patrol Division for use was discussed. Chief Sheets stated that, at the present time, the detective cars are used about five years. Council President Hill stated that the Council wanted to arrive at a plan for getting the most use from the vehicles. Council discussed the size of the vehicles to be purchased. Ron Johnston, Police Officer, reported on the police vehicles that can be purchased through state bid. The cost of compact cars and intermediate size cars was compared. Chief Sheets stated that the department does not have big cars, they are intermediate in size. Council requested Officer Johnston to report back to them with a comparison on the gas mileage that can be expected with a compact car and an intermediate size car. Councilman Traynor requested that before purchase of these vehicles it come back to the Council Table for approval Police /Patrol Concerning the Clerk /Dispatchers, Chief Sheets stated that three months is not a realistic time period for the Dispatch Center to open. Councilman Traynor stated that if it isn't, changes can be made in the budget when necessary. Council President Hill suggested extending the period to six months to prevent having to change it later and Council agreed. Council President Hill suggested transferring part of the personnel from Gambling into Patrol and include a Professional Services in Gembling to hire officers outside of the city personnel to help enforce the Gambling laws. These people would not be easily identified by our local establishments. Chief Sheets stated that Councilman Hill's suggestion has merit. Ms. Harris question whether an officer from another department could contract to work for Tukwila. Council President Hill suggested investigating this further before making any decisions. Line Item requests were approved as submitted. Police /Traffic division was discussed. Chief Sheets stated that statistics show a need for more officers in this area. Councilman Traynor stated he would rather see the Officers patrol in the South center parking lots, not in the mall and suggested rearranging priorities. Chief Sheets stated that the building of new retail stores is going to bring more problems. Councilman Harris stated that the businesses need to take some of the burden on themselves. She called attention to the Mayor's recommendation that the Traffic Division be abolished and the functions transferred to the Patrol Division. Chief Sheets said that, to the best of his knowledge, the City needed to show the amount used for Traffic Patrol. COMMITTEE OF THE WHOLE MEETING December 1, 1976 Page 2 Police Dept.
