Tukwila, WA This letter is in reply to the plan review performed by Mahan & DeSalvo dated May 27, 1987. In addition we have reviewed the design drawings for the retaining wall. In our soils report we recommended using an active pressure of 75 pounds per cubic foot (pcf) for design and suggested that an appropriate factor of safety be included in the structural design of the permanent wall. This appropriate factor of safety should be included in the design of the steel and in design of the wood lagging for the wall. By Code, the steel should have a suitable factor of safety. For the lagging, we recommend that the design be 100 percent of the given lateral pressures. We have reviewed the design of the solder pile wall. We find that the design is consistent with the recommendations presented in the soils report. It should be noted that the passive lateral pressure used in design was based soley on that portion of the pile embedded in the dense sandstone. No pressure was given for embedment above the dense sandstone because the upper soils would require movement before full passive pressures could be mobilized. The solder pile embedded in the sandstone unit is not expected to yield and thus resistance of lateral active pressures would be soley by that portion of pile embedded in the sandstone. 903 • 5TH AVENUE KIRKLAND, WASHINGTON 98033 (206) 827-7701 The piles will bear in sandstone with a minimum embedment of 3 feet if the upper portion is weathered, or, 1 foot minimum with refusal of the auger. Please have the applicant respond to the following comments in itemized letter form and resubmit any necessary calculations and or drawings. Comments for the foundation permit are 1 through 10 for the building and 1 through 4 for the soldier pile wall. We have included some building comments which will need to be addressed for the building permit. Additional structural comments may arise when the drawings are more complete. Structural 1. Foundation notes must include design assumptions which were derived from the soils report. List type and capacity of piles used. State in general terms material into which piles will bear on. 2. Note thickness of structural fill to be used below slab on grade per soils report. Also note that the slab must be isolated from the building foundation. 3. Underside of interior grade beams are about 6" below underside of exterior grade beams. Provide detail showing connection where they meet, including reinforcing requirements of interior beam. 6. Calculation Sheet Cl shows design of interior grade beam. Beam size, span and reinforcing are not as shown on design drawings. Revise calculations for actual conditions. May 27, 1987 Duane Griffin City of Tukwila Re: 87 -R -04 Page two 7. Provide design of perimeter grade beams at shear wall locations. Include 2nd floor and roof loads in beam calculation. 8. Lateral calculations show a shear wall schedule on Sheet L -5. Show schedule and locate shear wall types on drawings. 9. Shear wall holddown designed on calculation Sheet L4 is for 16' long shear wall on west side of building. Provide similar calculations for all other shear walls including interior shear walls. 10. Provide holddowns at outside ends of interior second floor shear walls. Column loads do not appear to be sufficient to resist uplift. 11. Note in structural notes that wood truss joist shall be sized and detailed to fit the dimensions and loads indicated on the plans. Structural calculations shall be sealed by a structural engineer, licensed in the State of Washington. Submit shop drawings to the engineer and building department for review prior to fabrication. Specify on drawings all superimposed live and dead loads truss designer must design for. 12. Provide calculations for two span continuous floor beams. Floor beam spans are in excess of 20' designed for in calculations. Revise calculations for actual beam spans. Show if beam web stiffeners are required over columns. 13. On second floor plan call out of steel column is missing on south side of interior beam at stair wall. At east projection of building steel beam must extend to south exterior wall, this is not obvious on drawings. 16. Show attachment of roof diaphragm to 2nd floor shear walls to transfer 636 plf per calculation Sheet L -5. Lateral soldier pile wall. 1. List basic design criteria in general notes. 2. Geotechnical engineer must verify what is meant in the report which states "75 pcf active pressure is an ultimate value and an appropriate factor of safety must be included in the structural design of this Mahan &DeSalvo May 27, 1987 Duane Griffin City of Tukwila Re: 87 -R -04 Page three permanent wall." As previously planned, the shear wall loads were to be supported on the floor slab. In addition, we understood that warehouse loads would be imposed onto the floor slab at some locations within the building. Present plans indicate that the shear wall loads will be supported by piling and that floor loading will be typical of one -story commercial office buildings with no heavy loads. Because of these changes, we are reducing the required thickness of the structural f111 which will be constructed under the floor slab from 36 inches to .18 inches subject to the following conditions: 1) The subgrade must be inspected by G T LOBDELL, Geotechnical Consultants and approved prior to placement of the structural fill. If any soft areas are encountered, they must be removed and replaced with structural fill. 2) Compaction of all structural fill must also be inspected by this firm and approved prior to pouring concrete for the floor slab. For 16 inch diameter piles which have a minimum embedment length of 10 feet below the floor slab, an allowable pull -out capacity for short -term transient (wind or seismic) loading may be taken as 16 kips. We have also reviewed our recommendations for not tieing the floor slab into the grade beams. It is our opinion that if the 3 feet of structural fill recommended under the floor slab is uniformly compacted to 95% of the Modified Proctor Maximum Density using ASTM:D 1557 as the standard, then settlements of the floor are expected to be minimal and the floor slab may be tied into the grade beams. We have received plans and calculations for the proposed project and have reviewed them for compliance with Chapters 5 through 33 of the 1985 Edition of the Uniform Building Code, Regulations for Barrier Free Facilities and the Washington State Energy Code. Please have the applicant respond to the following comments in itemized letter form and resubmit any necessary drawings and /or calculations. Structural 1. Shear walls must be rigidly tied to the building structure. They cannot, therefore, be supported on a floating slab which is free to settle independently of the building structure. Provide a grade beam supported by piles at each end below all shear walls. Develop uplift capacity in piles at end of shear walls. 2. Provide calculations of foundation system which show how horizontal forces at bottom of shear walls are resisted by passive earth pressure or some other means. 3. Please clarify, on foundation plan, which pile (10T or 20T) is typical. 4. Spacing of anchor bolts at bottom of shear wall is insufficient for loads shown in calculations. Refer to UBC Table No. 25F for allowable shear value in 1 -1/2" thick bottom plate. 5. Show vault details and pile locations on drawings. Also show other addenda items on drawings. 6. Specify plywood nailing for interior shear walls to develop calculated forces. 7. Detail 2/S1, holddown shows inadequate embedment of the anchor bolt. Provide through bolts at studs for holddowns. 8. Provide a note that specifies Section 3 /S -1 as being typical at all exterior columns. 9. Section 11 /S2, call for corner bars to lap horizontal reinforcing. 10.
