At your request, Earth Consultants, Inc. (ECI) is providing an
engineering evaluation regarding the status of the proposed 7 -11
building pad area surcharge. The purpose of this surcharge fill was
to induce as much primary settlement as possible beneath the
compressible soils building area prior to construction of the floor
slab.
Prior to placement of the structural fill, we installed seven
settlement markers within the surcharge area. The building pad area
surcharge has been in -place for a period of four hundred forty -nine
(449) days. Total settlement of the markers has been between one
and five inches.
Based on the decrease in the settlement rate, we believe the primary
settlement has essentially ceased or is within the limits tolerable
to the proposed structure. The surcharge can be removed and
construction may now proceed. However, you should understand that
additional secondary settlements will occur both during
construction and through the life of the building. It is
anticipated, however, that the secondary settlements will probably
be on the order of one to one and one -half inches, or less, which
should be tolerable by the structure. In order to help minimize any
possible settlement - related effects on the structure, we recommend
you "float" the floor slab. This will help avoid slab cracking or
warping due to differential movement, should it occur.

3. The stores sewer pipe shall be nonreinforced bell -end spigot concrete pipe, conforming to ASTM C14(extra strength) Class II. (The bell
end of the pipe shall oot be installed inside the catch basin.) All joints shall be watertight. Six- and eight -inch pipe may be PVC
' conforming to ASTM 03034, S0R35.
4. All disturbed areas shall be seeded or stabilized by other approved City of Tukwila methods for the prevention of ensite erosion after
the conspletion of construction.
5; Grass seeding will be done using an approved type hydro-seeder, or as otherwise approved by City of Tukwila Department of Public
Works.
All:pipe shall be laid on a properly prepared foundation according to Washington State Spec. 7- 02.3(1). 1'his shall include necessary
leveling.of the trench bottom or the top of the foundation material as well as placement and compaction of required bedding material
to uniform grade so that the entire length of the pipe will be supported on a uniformly dense unyielding base. If the native material

ufsitted provided the material in the bottom of the trench is loosened, regraded and compacted to form a dense unyielding base.

14. Water service Jine will be installed by the developer in accordance with City of Tukwila requirements. Water meters shall be located

EROSION /SEDIMENTATION CONTROL NOTES
1. All limits of clearing and areas of vegetation preservation as prescribed on the plan shall be clearly flagged in the field and
observed during construction.
2. All required sedimentaticn /erosion control facilities must be constructed and in operation prior to iar;d clearing and /or other
construction to insure that sediment laden water does not enter the natural drainage system. All erosion and sediment facilities
shall be maintained in a satisfactory condition until such time that clearing and /or construction is completed and potential for
onsite erosion has passed. The implementation, maintenance, replacement and additions to erosion /sedimentation control systems shall
be the responsibility of the permittee.
3. The erosion and sedimentation control systems are intended to be minimum requirements to meet anticipated site conditions. As
construction progresses and unexpected or seasonal conditions dictate, the permittee should anticipate that more erosion and
sedimentation will be necessary to insure complete siltation control on the proposed site. During the course of construction, it
shall be the obligation and responsibility of the permittee to address any new conditions that may be created by his activities and to
provide additional facilities, over and above minimum requirements, as may be needed to protect adjacent properties and water quality
of the receiving drainage system.
4. In any area which has been stripped of vegetation and where no further work is anticipated For a period of 30 days or more, all
disturbed areas must be immediately stabilized with mulching, crass planting or other approved erosion control treatment applicable to
the time of year in question. Grass seeding alone will be acceptable only during the months of April thru September inclusive.
Seeding may proceed, whenever it is in the interest of the permittee, but must be augmented with mulithing, netting, or other treatment
approved by City of Tukwila, Public Works Department, outside the specified time period.
5. The conveyance and detention systems shall be cleaned of all silt and debris prior to final inspection.
6. Siltation fence shall be installed along the perimeter of the site to help filter any sediment laden water. (see the detail on this
sheet). .
' 7. The temporary gravel construction entrance shall be installed prior to any clearing or debris removal froir the site.
