Gateway Corporate Park, Phase III Rough Grading and
Pre -Load Plan
I have reviewed the subject site plan for the intended rough
grading and pre -load with respect to temporary erosion control
and complaince with the current Flood Control Zone Permit and
per the additional submittal by Paul A. Konrady, PE of
Wilsey and Ham (9/30/87) approve the temporary erosion control
portion of the plan and recommend permits through your office
be issued.

I have reviewed the hydraulic calculation prepared by Gary Thornton with McKenzie
Engineering (copy attached) for the above referenced project. The two manholes that
the project will eventually tie into are manhole's 'H' and 'B'. As shown on the
calculations the energy gradelines are 13.7 and 13.4 respectively under the 100 year
flood stage in the Duwammish (Elevation 13.2) and a 10 -year return frequency storm
on -site. I anticipate that the storm sewer extensions could add an additional two feet
to the energy gradeline thereby producing a maximum energy gradeline of 16.0 +
elevation. With the lowest finished floor being proposed at elevation 17.5, 1 don't have
any concerns for on -site flooding problems.
The Pre -Load and Rough Grading plans do not include any design or information
regarding riverbank or dike improvements. This issue will and has been addressed under
the Shoreline Management Permit and will be finalized with the issuance of building
permits. We anticipate the grading activity to begin October 5, 1987. If I can be of
further assistance, please contact me.

For ease in handling, rod and casing are usually installed in 5 -foot sect'sc•ns. As fill
progresses, couplings are used, to install additional lengths. Continuity is main -
tained by reading the top of the measurement rod, 'then` immediately adding the
new section 'and reading the top Of the added rod. Both readings are recorded.
3. Record the elevation of the top of the measurement rod in each marker at the
recommended time intervals. Each time note the elevation of the adjacent fill
surface.
4. Read the marker to the nearest 0.01 foot," or 0.005 foot if possible. Note the fill
elevation to the nearest 0.1 foot.
5. Fill material gradation and placement methods, and subgrade preparation shall' be
in accordance with the soils reports titled, "Report of Geotechnicai Investigation
Proposed ;`Phase III Development, Gateway Corporate Center, Tukwila,
Washington", dated August 26, 1987 and 'Report of River F3ank Stabilizatin Study
Proposed Phase 111 Development, Gateway Corporate Center, Tukwila,
Washington ", dated August 7,' 1987 prepared by Dames & Moore.

.1. All limits of clearing and areas of vegetation 1 •t as prescribed on the
plan shall; be clearly flagged in`the` field and obset construction.
2. All required sedimentation /erosion' control facilities _et be constructed and in
operation' prior to land clearing and /or other construction :to insure that sediment
laden water does not enter the natural' drainage system. All erosion'and sediment
facilities Shall be maintained in a satisfactory condition until such time that
clearing and/or, construction is completed anti potential for on- situ erosion has
passed. The implementation, maintenance, replacement and additions to erosion /.
sedimentation control systems shall` be the responsibility of the perrrittee.
3. The erosion and sedimentation' control systems depicted on this drawing are
intended to be minimum '° requirements to meet anticipated site conditions. As
construction progresses and unexpected or seasonal conditions dictate, the per -
rnittee shall anticipate' that,mere erosion and sedimentation control facilities will
be necessary to insure complete siltation control on the proposed site During the•
course of construction, it shall be the 'obligation and responsibility ' of the
permittee to address any new conditions that may be created by his activities and
to provide additional facilities, over and above 'minir►um` requirements, as may be
needed to protect adjacent 'properties and water quality of the receiving drainage
system.
STRUCTURAL FILL /PRELOAD DETAIL
4. Existing storm drain inlets and catch basins shall be protected from siltation during
fill placement and site preloading. The rnethods of" protection may include,' but not
be limited to the ;use of filter fabric and /or temporary sediment traps.. All
temporary siltation protection ' measures shall be 'maintained ` in a satisfactory
condition until such times that the preload program is completed.
