The purpose of this letter is to confirm our conversation of August 12, 1987,
concerning the above referenced remodel project and the 1986 Washington State
Energy Code, Amended. We have enclosed copies of the adopted amendments to
the Code for your further reference.
In particular we discussed Section 102 (C), Page 2, 3. Alterations and Repairs,
A. Building Envelope, Exception No. 2, as amended which states:
"Where the structural elements of the altered portions of roof /ceiling,
wall or floor are not being replaced, these elements shall be deemed
to comply with this code if all existing framing cavities which are ex-
posed during construction are filled to the full depth with batt insu-
lation or insulation having an equivalent nominal R value while, for
roof /ceilings, maintaining the required space for ventilation. Exist-
in roof /ceilings, walls and floors without framing cavities need not
be insulated."
Further, it was your opinion that the building window systems are placed in
the category of "...not being replaced, these elements shall be deemed to
comply with this code..."
On the basis of the forgoing, we will be completing the Construction Documents
for the building shell remodel portion of this project to submit for a con-
struction permit.

of lighting systems whidi are part of a substantial snowier shall caoply
with Sections 425 and 426. In addition, other remodels or replacements
which affect the lighting system of an entire floor shall only with

and 426. For all other remodels or replacements which affect the
lighting system of less than an entire floor those parts of systems which
are altered or replaced shall =RAY with the switching reauireeents of
Section 425 and. unless they co ply with the lighting paver budgets of
Section 426 shall either maintain or reduce the watts per square foot of
installed lidhtiru.
Change from unheated to heated space. Chanes from unheated to heated
space for buildings. stratums or portions thereof shall be permitted if
the building. structure or portion thereof is brought into compliance
with the building envelope requirements as per Section 102(b)3 of this
code. but in no case, less than those building envelope reguirements in
effect at the time of the initial construction of the building.
The Building Official may approve designs of alteration or repairs which do
not fully =farm with all of the requirements of this code when in his/her
opinion full conformance is physically impossible and/or eornonically
impractical and: (1) the alteration or repair improves the energy efficiency
of the building; ar (2) the alteration or repair is energy efficient and is
necessary for the health, safety, and welfare of the general public.
CHAPTER 2

ANNUAL FUEL UTILIZATION EFFICIENCY (AFUE). The amount of energy delivered to the
&Jelling in the fora of usable heat, as a percentage of the total energy input of
the fuel consumed. AFUE refers to performance rating required under the provisions
of the National Energy policy and Conservation Act (ND A) , Pub. L95-619. AFUE's
taken from the "Energy Guide" published by the Gas Appliance Manufacturer's
Association (GAM meet this definition. When unlisted in GAM directory. AFUE
ratings for !Unlaces installed in namsatherif_ed unconditioned areas. such as
garages and unheated basements. may be taken from the AFUE rating for installation
within a conditioned space. In no case, except where specifically tested and
listed for application in =weatherized locations. shall credit for compliance be
given for the use of vent dampers with furnaces installed in nonweatherized
unconditioned spaces. AFUE's apply to all central residential sized furnaces

Dear Sir:
'Ole attached set of building plans have been reviewed by
the Fire Prevention Bureau and are acceptable with the
following concerns :
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguishers) should be
of the "All Purpose" (2A, 10 B:C) dry chemical type.
Travel distance to any fire extinguisher must be 75' or
less. (NFPA 10, 3 -1.1 and UFC 10.301b)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.6), and shall be installed so
that the top of the extinguisher is not more than 5
ft. above the floor. (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible•), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, 1 -6.3)
2. Exit hardware and marking must meet the requirements
of Uniform Fire Code Sections 12.104 & 12.114.
Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort.
(UFC 12.104b)
Exits shall be illuminated at any time the building is

2. Plumbing permit to be obtained through King County Health Department
and plumbing will be inspected by that agency (including all gas
piping).
3. Electrical work to be inspected by State Electrical Inspectors and
all required electrical permits obtained through that agency.
4. All mechanical work to be under separate permit.
5. All permits to be posted at job site prior to start of any
construction.
6. When Special Inspection is required either the owner, architect or
engineer shall notify the Tukwila Building Department of the
appointment of the inspection agencies prior to the first building
inspection. Copies of all special inspection reports shall be
submitted to the Building Department in a timely manner. Reports
shall contain address and permit number of the project being
inspected.
7. All structural concrete to be special inspected. (Sec. 306, UBC)
8. Any new ceiling grid and light fixture installation to meet lateral
bracing requirements for Seismic Zone 3.
9. Partition walls attached to ceiling grid must be laterally braced if
over eight (8) feet in length.
10. Any exposed insulation backing material to have Flame Spread Rating
of 25 or less.
11. All construction to be done in conformance with approved plans and
requirements of the Uniform Building Code (1985 Edition), Uniform
Mechanical Code (1985 Edition), Washington State Energy Code (1986
Edition), and Washington State Regulations for Barrier Free
Facilities (1986 Edition).
12. All future tenant improvements projects to be under separate permits.
