Please amend the subject applications to reflect the following
changes:
1.
The applicant agrees to participate in a local improvement
district to provide gravity sanitary sewers along
Southcenter Parkway. The applicant reserv,s the right to
protest the method of assessment and facility design and
subject to reasonable costs for such a facility.
2. The applicant agrees'to submit calculations showing a runoff
retention system which is adequate to ensure no increase in
peak runoff rates onto adjacent properties. Calculations

Subject: Field Exploration and Preliminary Geotechnical Assessment
Southcenter Parkway Commercial Development Site
Tukwila, Washington
Gentlemen:
We are writing this letter to provide our preliminary geotechnical assessment of
subsurface conditions, foundation considerations and site preparation
recommendations for the above referenced project. The project site is located
along Southcenter Parkway in Tukwila in an existing, nearly level, open field
adjacent to a residence at 16813 Southcenter Parkway. The following paragraphs
present our general assessment of subsurface conditions, foundation considerations,
and site preparation considerations for the subject parcel.
Subsurface Conditions
Three borings were advanced at the project site, using hollow -stem auger techniques.
Boring logs for these borings are enclosed to this letter.The approximate location
of the explorations accomplished for this study are shown on the Site and Exploration
Plan, enclosed with this letter, which also presents the proposed building outline
and pertinent site physical features. Detailed descriptive logs of the borings
are attached with this letter. We have prepared a generalized subsurface profile
which illustrates our interpretation of subsurface conditions across the site.
Boring B -1, advanced near the eastern property margin, indicated some loose to
medium dense zones of sands, silty fine sands, and fine sandy silts underlain at
depth by very stiff to hard silt strata. At the location of boring B -1 along the

eastern property margin, no indication of organic silt or peat were disclosed.
Conversely, along the western property margin adjacent to the steep slope to the
west, a continuous fiberous peat layer was disclosed on the order of 11 feet which
was overlain by loose sands and underlain by the hard silt layer. Boring B -3 was
advanced near the center of the proposed building, and indicated the peat lens was
pinching out in thickness towards the east. The peat thickness was on the order
of some 3 feet at the location of boring B -3.
Foundation Considerations
Based on the results of our subsurface exploration program, spread footing support
of the proposed structure either on structural fill or directly above the native
materials is not recommended to the potential for high differential settlements
due to the variable thickness of the peat soils and their highly compressible
nature. We recommend the building and floor slab be supported on driven piles
founded in the hard silts present below the site. Due to the relatively lightly -
loaded nature of the structure, driven timber piles may be an economical pile type.
Driven timber piles with 8 inch penetrating at least 5 feet into the hard silt
layer may be designed for a maximum allowable compressive capacity of 25 tons each.
The depth of the pile tip penetration below existing site grades would be between
50 feet to 35 feet based on existing available information. Some variation in the
depth to the bearing horizon may occur at locations distant from those explored.
Site Preparation
We understand project plans call for the placement of some 5 feet of fill to raise
site grades to prevailing grade along Southcenter Parkway. Mr. Schofield has
provided us a description of a potential borrow source for fill soils on the project
site. If fill placement is to be accomplished during wet weather, we would recommend
only the granular portions of these soils available from the nearby parcel be used
for fill. If the fill can be placed and compacted during dry weather, the inclusion
of finer - grained soils may bc! feasible. We would recommend if at all possible,
that only granular soils be used within the upper 2 feet in proposed parking areas.

Below that depth, and within the building area, finer - grained soils could be used
if weather conditions permit.
Any fill placement along the western property margin, or above organic soils or
peat deposits, will initiate substantial settlement. As a rule -of- thumb, long-
term settlements over extensive peat deposits may approach as much as half the
thickness of the fill placed. Our detailed settlement evaluation is presently
underway. In a general sense, however, on the order of half of the total settlement
would likely occur within the first six months after fill placement, and the
remainder extending over a period of some 20 years or more. For this reason, it
appears advantageous to place the fill on the project site as soon as possible.
Surcharge techniques would accelerate the settlement response of the site soils,
but surcharging is not commonly applied to parking areas. A staged fill placement
scheme, whereby fill intended for the eastern portion of the project site is
temporarily placed above the final fill along the west property margin, would
improve the long -term performance of settlement- sensitive structures constructed
above the organic soils. Construction of settlement - sensitive pavements or
structures should be deferred as long as possible. Steep gradients should be used
for buried utilities if gravity flows are to be maintained.

All limits of clearing and areas of vegetation preservation as prescribed on the plan
shall be clearly flagged in the field and observed during construction.
All required sedimentation /erosion control facilities must be construct''d and in
operation prior t) land clearing and /or other construction to insure that sediment-
laden water [ices not enter the natural drainage system. All erosion and sediment
facilities shall be maintained in a satisfactory condition until such time that
clearing and /or construction is completed and potential for on -site erosion has
passed. The implementation, maintenance, replacement, and additions to erosion •
sedimentation control systems shall be the responsibility of the permittee.
3. The erosion and sedimentation control systems depicted on this drawing are intended
to be rninimum requirements to meet anticipated site conditions. As construction
progresses and unexpected or seasonal conditions dictate, facilities will be necpsarc
to insure complete siltation control in the proposed site. During the ccurs /ot
construction, it shall be the obligation and responsibility of the permittac* to adJrrs
