Council President Hill called the Committee of the Whole Meeting to
order.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE DECEMBER 13, 1976
MINUTES OF THE COMMITTEE OF THE WHOLE MEETING BE APPROVED AS
PUBLISHED. CARRIED.
MOVED BY MS. PESICKA, SECONDED BY SAUL, THAT THE AGENDA BE AMENDED
TO ALLOW MR. FRANK ALBERTI TO PRESENT A LETTER REQUESTING RECONSI-
DERATION OF WAIVER TO RESOLUTION NO. 489. CARRIED.
Mr. Alberti stated he was one of the land owners along with Mrs.
Elizabeth F. Holsinger and Mr. and Mrs. H. C. Tingvall and he would
like consideration given to the letter they had prepared requesting
the City Council to consider a reversal of their decision to deny a
waiver request to Resolution No. 489. Mrs. Holsinger read the letter
requesting reconsideration of the waiver request to the Council and
the audience. Council President Hill said he would like the Council
to read and study the letter and think about it. He said there
would be a meeting of the Committee of the Whole on January 24, 1977
and the matter could be discussed at that time. Councilman Van Dusen
said he thought it should be discussed at the City Council Meeting
on January 17, 1977.
MOVED BY VAN DUSEN, SECONDED BY MS. PESICKA, THAT THE WAIVER REQUEST
BE DISCUSSED AT THE REGULAR MEETING OF THE CITY COUNCIL ON
JANUARY 17, 1977. CARRIED.

MAKE A PRESENTATION ON THE WATER SYSTEM STUDY AT THE REGULAR MEETING
OF THE CITY COUNCIL ON JANUARY 17, 1977. CARRIED.
Steve Hall, Public Works Director, read letter he had directed to the
City Council requesting that the final study as prepared by URS Co.
be on the regular City Council Meeting agenda for January 17, 1977.
He requested that the City Council have a resolution drawn to enter
into an agreement with Val Vue Sewer District.

John McFarland, Administrative Assistant, introduced Mr. Jim Hurd
of the Office of Cable Communications, stating Mr. Hurd would explain
the services offered by his office. Mr. Hurd stated the local
communities should establish a joint office to regular cable TV.
He said that several surrounding communities Renton, Mercer Island,
Bellevue, and Kent are represented by his office. They each partici-
pate on the basis of $500 per year, although the first year's cost
is $1,000. Mr. Hurd said his scope of services include consumer
complaints, rates and charges, franchise applications, documents,
bands, and undergrounding of utilities; there is a newsletter published
periodically. Councilman Pesicka said there are many questions the
cable TV patrons would like to have answered and every time they
contact the company there does not seem to be anyone in authority
available or else they are told that the person /persons making a
previous commitment no longer works there. She said another question
that needs answering is why Channel 6 and 12 is not available. Mr.
Hurd said they are Canadian channels and his company will try and
get those channels for the cable TV users. Mr. Hurd said it was
his company's responsibility to take care of any complaints. He
said they had been operating since January 1, 1974 and the other cities
were satisfied with their services.

GIVEN TO THE ADMINISTRATIVE ASSISTANT SO HE CAN DIRECT THE CITY
ATTORNEY TO DRAW UP A RESOLUTION. CARRIED.
John McFarland, Administrative Assistant, introduced Mr. Wes Franklin,
representing Hartford Insurance Company, stating he had been invited
to explain the employee deferred compensation program that his
company has to offer. He explained the employee deferred compensation
program was a contract to defer compensation of an employee to be used
later as a supplement to social security or pension and to supplement
income in the future. He said the cost factor to Administration to
administer the program is minimal. Councilman Van Dusen asked if
the cost to administer the plan comes out of a fee paid by the employee
Mr. Franklin said there is a cost to the employee, the cost to the
City would be like that of any other payroll deduction. Mr. Franklin
continued to explain the plan, stating the employee could make the
decision as to age of retirement and how payments could be made to
survivors in case of death. He said the entire amount of an
employee's compensation could be deferred if it was desired. He said
the amount of the employee's contribution could be changed only once
a year on the enrollment date, but it could be stopped any time.
Councilman Van Dusen said he knew the Police Guild and the Fire
Fighters were interested in the program. Council President Hill said
he would like to have John McFarland, Administrative Assistant,
pursue the matter and set up a plan showing how it would be city
sponsored but not city participated.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE ADMINISTRATIVE
ASSISTANT LOOK INTO THE DEFERRED COMPENSATION PLAN AND PRESENT THE CITY
COUNCIL WITH A MODEL PLAN TO BE DISCUSSED WITH THE CITY COUNCIL FOR
THEIR APPROVAL. CARRIED, WITH TRAYNOR VOTING NO.
Councilman Traynor, Chairman of the Community Affairs Committee,
announced there would be a meeting of that Committee on Wednesday,
January 19, 1977 at 5:30 p.m. in the Council Conference Room in the
Annex. The purpose of the meeting is to discuss changes to
Council Procedures, Ordinance No. 883.
Councilman Van Dusen, Chairman of the Public Safety Committee,
announced there would be a meeting of that Committee on Wednesday,
January 12, 1977 at 7:00 p.m. at Fire Station No. 1. The purpose
of the meeting is an overview of the Fire Department's expectations
for the year 1977.
Steve Hall, Public Works Director, referred to letter he had written
to Council President Hill dated January 10, 1977 regarding the staff
recommendations regarding police vehicle purchases. He stated he
had spent time investigating alternatives in efforts to police
vehicles and where possible join use with Administration and the

Detective Division of the Tukwila Police Department. He said the
two cases he analyzed for cost were that of utilizing the police
patrol vehicles for one year in Administration of police detective
division with the second and third years being utilized as police
patrol vehicles. The second case would be utilizing the intermediate
police vehicles strictly for patrol and utilizing the standard compact
vehicles for Administration and police detectives with an estimated
life span of approximately six years. Based on these two comparisons,
the first alternative produced an estimated cost of a little over 19
cents per mile while the second case produced an estimated cost of
slightly over 20 cents per mile. He said the comparison of the
intermediate and compact police vehicles showed there is very little
variation in cost and none in mileage; also, the interior dimensions
of the compact police vehicles are less than that of the intermediate.
He said it was his recommendation that the Council authorize Staff
to proceed with purchase of the intermediate police vehicle and to
initiate the program of one year administrative use and two year police
use. After a year's time and usage, it would be possible to evaluate
the actual costs involved, and, if necessary, make adjustments or
changes for 1978.

POLICE VEHICLE PURCHASES BE ON THE AGENDA FOR THE NEXT REGULAR CITY
COUNCIL MEETING ON JANUARY 17, 1977. CARRIED.
John McFarland, Administrative Assistant, said he would like a general
policy statement from the Council on insurance claims that are less
than $200, as the insurance that the City has is $200 deductible.
He said an individual had filed a claim, claiming his windshield was
damaged by a City car. He said he would send it to the insurance
broker, suggesting that he process the claim to establish the facts
and circumstances and then the City can either pay or deny the claim,
as it will be for less than $200.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE ADMINISTRATIVE
ASSISTANT PROCEED AS HE HAD OUTLINED. CARRIED.
John McFarland, Administrative Assistant, said the Hazelnut would be
published this week. He said the next one would be published on
March 20, 1977.
