Geoteclttnical Engineers, Geologists U Environmental Scientists O-C/''I /o-/Z -5 October 9, 1987 E- 3473 -2 Ms. Moria Carr Bradshaw Associate Planner City of Tukwila Planning Department Tukwila, Washington 98188 Subject: Plan Review Geotechnical Recommendations Lot 2, Silver View Tukwila, Washington Dear Ms. Bradshaw: We have been retained by the THB Colorado Corporation to provide an opinion letter to your office as required in the SEPA conditions for the above - referenced project relative to construction on Lot 2 in Silver View. We have conducted a general site visit of the property, and have also reviewed the amended report and supplemental report prepared by GeoEngineers, Inc., dated, respectively, March 30, 1987 and June 1, 1987. These reports summarize geotechnical considerations for development in Silver View and include recommen- dations for foundation preparation, site drainage, and other issues that are typically addressed as part of a geotechnical analysis. We have also reviewed the plot plan and house plans prepared by Crane Design dated September 18,1987 and submitted by the owner of Lot 2. We understand that these plans will be submitted to the city for a Building Permit. Based upon this review, we have concluded that the geotechnical recommendations and limitations outlined in the referenced reports will be applicable to this project, and if followed appropriately, should adequately address the construction requirements for the project. We recommend that footing drains be installed around all perimeter footings and tightlined to storm sewer facilities. The drains should have the pipe invert at the base of the footing. The footings should be placed on medium dense sand, dense glacially consolidated soil or on structural fill in accor- dance with the referenced report recommendations. In order to verify that the site conditions are as anticipated in the referenced geotechnical reports, we ,recommend that Earth Consultants, Inc. FOLLOWING COMMENTS APPLY TO AND BECOM PART OF THE APPROVED PLANS UNDER TUKWILA BUILDING PERMIT NUMBER 1. Plumbing permit to be obtained through King County Health Department and plumbing will be inspected by that agency (including all gas piping). 2. Electrical work to be inspected by State Electrical Inspectors and all required electrical permits obtained through that agency. 3. All mechanical work to be under separate permit. 4. All permits to be posted at job site prior to start of any construction. . Engineered truss drawings and calculations shall be on site and available to Building Inspector for inspection purposes. 6. Any exposed insulation backing material to have Flame. Spread Rating of 25 or less. 7. All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1985 Edition), Uniform Mechanical Code (1985 Edition), Washington State Energy Code (1986 Edition). 8. Site and footing excavations to be inspected and approved by soils engineer prior to placement of concrete. One copy of soil engineer's report documenting site findings and approval for placement of concrete shall be left on site for building inspector's use and one copy forwarded to Tukwila Building Division for file. In addition, an inspection by soils engineer will be required after foundation has been constructed, but prior to backfilling, to ensure installation of footing drains and their tight -line connection to the storm drain as described in Earth Consultants, Inc. letter E- 3473 -2 dated October 9, 1987. Two copies of this report shall be forwarded to the Building Department prior to the start of any framing on this house. Footings will he excavated into undisturbed e•lrth unles3 soils investigation is provided per Section 2907 (a) and Table 29 -A, 1916 Uniform Building Code. Foundation width and thickness requirements shall be in accordance with Table 29 -A, l9815 Uniform Building Code, shown below. Each floor containing the load of a stud wall is considered a story. TABLE NO. 29•A—FOUNDATIONS FOR STUD BEARING WALLS — MINIMUM REOUIREMENTS Stepped footings and walls shall be tied one level to another with continuous rebar. Rebar shall be accurately placed, supported, secured against displacement, and cleaned prior to calling for inspection. Rebar at the time concrete is placed shall be free from mud, oil, frost, or any other materials that adversely affect bonding. Concrete will not he placed on frozen ground and shall be protected during freezing or near freezing weather per Section 2605 (f), 1916, Uniform Building Code. Stub steel is required when placing footings and walls separately. It shall be placed 12" from corners then 36" 0.c. and will protrude 16" above footing. All wood forms which have been used in placing concrete shall be removed before a building is occupied.
