Council President Hill called the Committee of the Whole Meeting to
order at 7:10 P.M.
TRAYNOR, HILL, SAUL, MS. PESICKA, VAN DUSEN.
MOVED BY MS. PESICKA, SECONDED BY TRAYNOR, THAT THE COMMITTEE OF THE
WHOLE MEET IN EXECUTIVE SESSION TO DISCUSS THE DISTRIBUTION OF
SOCIAL SECURITY FUNDS. CARRIED.
MOVED BY VAN DUSEN, SECONDED BY SAUL, TO CLOSE THE EXECUTIVE SESSION.

MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE JANUARY 10, 1977
MINUTES OF THE COMMITTEE OF THE WHOLE MEETING BE APPROVED AS
PUBLISHED. CARRIED.
Councilman Saul introduced Mr. Warren Pugh as speaker and Mr. Cliff
Webb, stating they were both associated with Sister Cities Projects.
Mr. Pugh showed and narrated slides he had taken on a visit to Japan.
He stated the City of Kurodasho would like to be a sister city.
He explained that the 11 -year old son of the superintendent of
schools from that city had visited with Councilman Saul about a
year ago. The slides showed the city, the schools, the mayor's
office, and home life in that city. He said the city had a popula-
tion of 10,000 to 13,000 people. John McFarland, Administrative
Assistant, said the sister city program is an excellent source
for the exchange of ideas and information and this city would be an
ideal one for Tukwila to use.
MOVED BY VAN DUSEN, SECONDED BY MS. PESICKA, THAT A RESOLUTION BE
DRAWN UP AUTHORIZING THE CITY TO PARTICIPATE IN THE SISTER CITY
PROGRAM. CARRIED.
MOVED BY MS. PESICKA, SECONDED BY SAUL, THAT THE AGENDA FOR THE
COMMITTEE OF THE WHOLE MEETING BE REARRANGED SO THE SPEAKERS AND
DEPUTY CITY ATTORNEY COULD BE HEARD AS EARLY IN THE MEETING AS
POSSIBLE. CARRIED.
Steve Hall, Director of Public Works, introduced Mr. Tom Jordon,
Metro. Mr. Jordon addressed the Council, stating the proposed
ordinance was necessary in order to comply with Federal law.

ON SEWER RATE CHANGES BE HELD ON FEBRUARY 21, 1977. CARRIED.
MOVED BY TRAYNOR, SECONDED BY VAN DUSEN, THAT THE PROPOSED ORDINANCE
ESTABLISHING CERTAIN SEWER CHARGES TO COMPLY WITH FEDERAL ACT BE ON
THE AGENDA FOR THE FEBRUARY 7, 1977 REGULAR COUNCIL MEETING.
CARRIED.
Deputy City Attorney Hard said the proposed ordinance had been
prepared and had been revised as requested. Mayor Bauch said
Section 4 had been added which does away with the 2 -year Councilman
at -Large position and provides for each councilman to serve four
year terms. Council President Hill said this ordinance would make
provision to create the office of a Finance Director. Councilman
Saul asked how soon a Finance Director could be hired to take over
the job. Deputy City Attorney Hard said the Treasurer should be
able to continue her job until the end of her elected term. He said
if the Council wanted to make a new office and call it Finance Offices
they could do that, but it would be somewhat of a problem if they
wanted to make it effective before January 10, 1978 when the elected
term of office would be over. Councilman Van Dusen asked how the
Council could hire a Finance Director under these circumstances.
Deputy City Attorney Hard said a Finance Director could be hired
for the period of time from May 1977 to January 10, 1978 and be
subordinate to the Treasurer. He said the Treasurer has all of the
duties and rights of the office of Treasurer until her elected term
of office is over. Council President Hill stated that several cities

have a Treasurer and a Finance Director. Deputy City Attorney
Hard said if a city has a Treasurer and a Finance Director they
would have to have a definite separation of duties. Councilman
Van Dusen said he thought it was not wise to have both offices and
have two individuals dealing with the finances. He said he would
like to see this office coordinated under one person. Council
President Hill asked if it would be possible to have the duties
defined and have the Treasurer report to the Finance Director.
Deputy City Attorney Hard said the Council could create the position
and for a period of four to six months the person could use it as
a period of organizing, etc., and then begin with all duties on
January 10, 1978. Councilman Traynor expressed the opinion that
it would not take an experienced Finance Director that period of
time to become acquainted with the job. Councilman Pesicka said
she thought it should take perhaps one month for a person to become
acquainted with the City set-up. Councilman Van Dusen said he
believed there is a financial crisis in the City that needs to be
straightened out and there may be a lot of dollars that are being
lost. Deputy City Attorney Hard said that sometime in 1977 there
will be a municipal bond on LID #28 and he thought there should not
be any change made before that bond issue goes through. Kjell
Stoknes, OCD Director, stated that a Finance Director coming into
the job could take over certain aspects of the job at the start.
Councilman Traynor said it was his opinion the Treasurer could take
over investments and the Finance Director could take over the rest
of the duties. He said he would like to suggest we look at some
of the other cities and see how they handled this transition, such
as Issaquah, Auburn, etc. Councilman Saul said he thought it would
be nice to meet with the Treasurer and consider the ideas she might
have about the transition. Council President Hill said the Council
would ask the Mayor to get the information on how the Cities of
Issaquah, Kent, Auburn, and others handled the transition. The
Mayor could then report back to the Council at their Committee of
the Whole Meeting on January 31, 1977. Councilman Traynor said
where the cities have both a Treasurer and Finance Director, their
duties should be definitely separated and defined.
Kjell Stoknes, OCD Director, stated the administration of Title 18
(Zoning Code) as well as other land use regulations require several
permit processes. Those established through adoption of the Zoning
Code in 1957 either required a small fee or no fee at all. He
continued that in the past five years Tukwila has grown rapidly
in administrative expense. In an effort to revise or establish land
use fees to reflect contemporary administrative costs, the Planning
Commission has recommended adoption of an ordinance establishing a
fees section within the Zoning Code. In considering the new fees,
the Commission held that such fees should reflect the minimum cost of
processing the respective application. The man -hour cost was felt
to be wholly reasonable since actual cost will continually rise in
proportion to the employee wages. The Planning Commission recommends
the proposed application fees be implemented through adoption of the
proposed ordinance.

ORDINANCE AMENDING TITLE 18 OF THE TUKWILA MUNICIPAL CODE BY ADDING
A NEW CHAPTER 18.10 TO ESTABLISH NEW LAND USE APPLICATION FEES AND
AMENDING SECTIONS 18.64.010, 18.72.030, 18.76.010, AND 18.84.010 BE
ON THE AGENDA FOR THE FEBRUARY 7, 1977 REGULAR COUNCIL MEETING.
CARRIED.
Fire Chief Crawley discussed the proposed computer system that would
be used in the Fire Department to eliminate much of the paper work
and provide information as needed. He showed charts illustrating
how the computer would work and the uses it could be put to. He
said he needed information as to how to prepare the ordinance and
get the money for the purchase. Fire Chief Crawley said the parts
list for the computer shows the parts can be obtained in the area.
Councilman Pesicka asked if the computer works out well for the
Fire Department could it be adapted for the Police Department?

Fireman Francis said it could be tailored to /any department's needs.
Councilman Van Dusen said if the Fire Departnent'gets the computer
set up, we would need to know how to adapt it for the other
departments. He said he would like to know that it was not going
to be locked up and not accessible for other departments. Fireman
Francis said he could create the test programs for the other depart
ments.' Fire Chief Crawley said they could work with the other
departments. Fire Chief Crawley said the price of the computer
includes everything that will be needed for several years.

Chief Crawley said the computer would have to be let out for bid as
th- purchase price is over $2,000.

Council Presid nt Hill stated the prbposed ordinance would be on the
agenda for the ebruary 7, 1977 Recyular Council Meeting.

Council President H \11 referred to the letter addressed to the
Council from Mayor uch in:which he stated he felt the Office of
Mayor should be a fu 1- time'rather than a part -time job. Council
President Hill said h felt if the Office of Mayor was to be a full
time position it shout be elected as a full -time position by the
people rather than an pointed position by the Council. He said
this would make it poss'ble for some people to run who would not
want to run for a part -time position. He said he thought the people
should elect the first 611-time mayor. Councilman Van Dusen said he
agreed with that thought.` Councilman Pesicka said she agreed to a
point, but it seems the Cduncil has set aside funds for a mayor's
administrative assistant. She said she did not think the City
should have a f01 -time may r and a full -time mayor's assistant.
Councilman Trayp(or said it appears that the Council has set too many
goals, maybe t$ey should back down on some of the goals or not go as
fast as they Mould like to. be said perhaps we are asking too much
of a part -time mayor. Council'Tan Traynor said if it was put up to a
vote would he people know if a, full -time mayor was needed? Council-
man Van Dus'en said the last Mayr recommended a full -time mayor and
the City Council said "no" a ful \1 -time mayor was not needed. Mayor
Bauch sad he needed to point to',the Council that when he took office
last yea he made arrangements to \go one -half with the City and
one -halft with his job at Boeings. \He said it was not working out
that II that during the past yea ,r he had to pass two promotions
and had transferred several times dues to the time he had to be away
from /his job at Boeings which provides his livelihood. He said if
the, /City Council decides not to make it full -time he will have to
ad ,tust his hours and come into the City, Hall about 2:30 p.m. Council
President Hill said the impression he had received when John
McFarland was hired as Administrative Assistant was that this would
enable the Mayor to come in at 2:00 p.m., as the Mayor would be
relieved of much detail work. Mayor Bauch said Mr. McFarland is
doing 90% personnel work now, which deals with personnel procedures,
personnel records, etc. He said previous to this each Department
Head had their own set of personnel records. Councilman Pesicka
asked if this work would not taper off as the procedures and

policies were developed. Mayor Bauch said it was a continuous job.
Councilman Saul said if he were Mayor he could not come in until
3:00 p.m. during the day if he had another job. He said he would
like to talk about it again. Councilman Hill said he felt at the
present time the City Council feels the Mayor's job was elected part
time and it should stay part -time until the people vote for it to
be full -time. He said the matter could be discussed further at the
Council seminar.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE MATTER OF A FULL -TIME
MAYOR POSITION BE GIVEN FURTHER CONSIDERATION AT A LATER TIME WHEN
THE SEMINAR IS HELD. CARRIED.
Public Works Committee Councilman Van Dusen said he would like to exchange positions on
and Finance Committees with Councilman Pesicka. He would like to be on the
Committee Finance Committee and Councilman Pesicka would take his position on
the Public Works Committee.
Councilman Van Dusen said there will be a seminar "Neighborhood
Against Crime held on January 29, 1977 at the Rainier Brewery
from 9:00 a.m. to 3:00 p.m. and he would like Councilman Saul to go.
Councilman Saul said he would like to have the Bicentennial signs
and flags taken down in the City and have them stored in the Fire
Station for future use.

BE BROUGHT OUT AND FLOWN FOR HOLIDAYS AND SPECIAL OCCASIONS.
