City of Tukwila PLANNING DEPARTMENT 6200 Southcenter Boulevard Tukwila, Washington 98188 (206) 433 -1 849 DATE: August 4, 1988 TO: Duane Griffin FROM: Tom Jensen SUBJECT: Water Problem Complaint from Gencor Construction Steve Friedman of Gencor Construction was contacted and he advised of a water problem on the North Hills Apartment site. Site work is in progress now, and it appears that water coming from 5815 S. 152nd, an apartment building above the North Hills site is causing erosion problems. Investigation revealed that water coming from around and under 5815 S. 152nd (Tukwila Apartments) was running into a swale on their property. This swale was in disrepair causing the water to run onto the down hill building site rather than into the natural drainage to the west. As work was in progress at the Tukwila Apartments, they were also checked. The manager, George Ferguson (246 -3060) was contacted about the problem. It was suggested that the hose on the pump he had installed be extended to divert some of the water past the North Hills construction site. He was also advised to stop work on the apartments as no permit had been issued. It appeared too that floor on the east end of the building was being repaired due to rot. Reportedly, 66 - 2x12's needed to be replaced, however, the damage appears to be more extensive. There is also a ditch dug from the north side of the building around the east end, and out to the swale on the south side of the property. This building appears to be about 20 years old, three story wood - frame, built on an undersized foundation that is placed on grade. The structure appears to be settling and reportedly they have had roof drainage problems due to this settlement. The ditch that has been dug around the northeast end of the building has caused an additional problem in that it has removed the bearing soil next to the footings. This, in effect, leaves the footing with very little support, and may have to be underpinned to prevent further settling. As to the rotting problem in the floor ti Duane Griffin August 4, 1988 Page 2 joists, rim joist, and sill plates reported by the manager, additional investigation may be needed. There is a lot of mold and mildew in the crawlspace, and the lower sections of the siding are rotten. The dryrot in the floor system may also have extended upward into the walls, and this should be investigate. The general condition of the building appears poor, and in need of maintenance. NOTE: Mr. Ferguson. called, advising that an engineer would be out tomorrow to look at the problem.
