It is our understanding that Ms. Avoledo paid the water and sewer billings to the current use at the demolished structure. Also, our crews have removed the City's meter and returned it to the City shops. Requested is four sets of revised plans for the new sewer connection to the Texaco Building submitted to my office indicating a clean out in the new side sewer just before the building as this side sewer enters the Texaco structure, and provisions for the testing of this new side sewer extension (test tees) will be installed. Public Works will review for approval this revised plan and an approval letter will be forthcoming identifying the necessary permit requirements. VanDusen, Mayor MEMORANDUM TO: File #5415 (Tukwila- Interurban Investment) FROM: Becky Davis DATE: November 10, 1988 SUBJECT: Release of permit /bond (Public Works) Per meeting with Ron Cameron, Phil Fraser, Ted Freemire and myself on November 10, 1988, Public Works will be willing to release the bond and sign -off on this demolition permit after Phil Fraser prepares a memo specifying the requirements for the sanitary side sewer. Apparently, the property owner disconnected the sewer from the demolished building and extended it to the adjacent Texaco building. A clarification will be made in the memo of their requirements to obtain a permit. Note: The requirements of the demolition ordinance #1393 specify that the sewer be capped off. This does not permit the applicant to simply extend the line to another building. This would require a sanitary side permit as required by TMC 14.12.090 which states "Permit to construct, extend or repair sanitary sewer inside property. It is unlawful for any person to construct, extend, relay, repair or make connections to a private or lateral sanitary sewer within the property line without obtaining a permit therefor as provided in this chapter..." VanDusen, Mayor MEMORANDUM TO: Ross Earnst, City Engineer FROM: Brian Shelton, Senior Engineer{ DATE: April 29, 1988 SUBJECT: Proposed Wall Removal at 58th and Interurban The attached project plans indicate the metal crib wall was placed along the right -of -way line except along the northerly structure which appears to be partially in the right - of -way. A cursory review revealed some significant concerns as follows: 1. A new, reinforced retaining wall was built and anchored to the existing structures. Additionally, tie rods at 5' spacing were placed from the reinforced wall to the back of the metal crib wall. Apparently, this work was done to support fill placed between the structure and crib wall. 2. At the south end of the southerly structure, there does not appear to be a structural connection (wall) between the metal crib wall and rock wall to retain the fill. 3. Are the metal crib walls designed to be structurally independent of the existing fill and structures on private property? 4. Is fill required at the bottom face of the metal crib wall? In my judgment, from the information reviewed, the basement or first floor walls can be removed under the following conditions: 1. Expose and sever the tie rods prior to wall removal. 2. This Chapter is enacted for the purpose of adopting rules and regulations for the protection of the health, safety and general welfare of the public governing the creation, construction, enlargement, conversion, alteration, repair, moving, removal, demolition, occupancy, use, height, court area, sanitation, ventilation and maintenance of any building used for human habitation. 16.04.020 Definitions. A. Whenever any of the following names or terms are used in this Chapter, or in any of the codes adopted by refer ^nce by this Chapter unless the context directs otherwise, such names or terms so used shall have the meaning ascribed thereto by this section. 1.
