Dear Grey:
As we discussed on Friday, March 10, the City of Tukwila is
extremely concerned that building permit inspection requirements
were not followed on the Shirtz To Go tenant improvement project
(BP #5420). The City of Tukwila has nothing in their records to
indicate that any inspections of this project took place.
In fact, on Monday, March 13, Duane Griffin, Building Official for
City of Tukwila, notified Sylvia Otani, Trammell Crow's Architect,
to stress the severity of having tenants occupying an uninspected
space and to remind us that the City's records show that correct
inspection procedures were not followed. The bottom line is that
the City of Tukwila wants this problem resolved and so does
Trammell Crow Company.
As the General Contractor for this project it is your responsi-
bility to see that each pertinent item on the permit is signed
off. Although I appreciate you sending me the PTL reports, you
should be following up with the City to see why these reports
never reached their offices. In addition to the framing and wall
board inspections, the City needs to see indication (or you need
to get) electrical and HVAC inspections. In regards to a fire
inspection, Nick Olivis, City of Tukwila Fire Department, has
inspected the project but we should get the permit initialed.
The City of Tukwila and Trammell Crow Company has exercised great
patience throughout this project. The City allowed us five months
to get the sprinkler system installed while Trammell Crow Company
personnel did more than their fair share of phone calling and
coordinating during the fire sprinkler installation process.
Now, we would like you to help us maintain the strong working
relationship that we've established with the City of Tukwila by
getting this problem resolved in an expedient manner.

Today, I spoke with Duane Griffin, Building Official. Mr. Griffin
will look over any inspection reports that you provide him.
Mr. Griffin does not know of any agreement with the City and
Lundberg Development Company to use an independent testing lab on
this particular project. Therefore, he cannot guarantee that
these reports will be sufficient to get the permit signed off.
We would like this issue resolved by Friday, March 31st.
Mr. Griffin can be reached at 433 -1851 and if you have any
questions for me, I'm at 575 -8090.

SUBJECT: Permit #5420 -- Shirts To Go
I received a call from the adjacent tenant to this space "Pavilion"
Western Wear" who requested a Certificate of Occupancy for their
space. Their space was created by the construction done under
permit #5420 "Shirts To Go." In reviewing the file I found that
no inspections had been done, therefore a certificate of occupancy
could not be issued for either space. In explaining this to Debbie
Males, Pavilion Mall Management, she indicated that she thought
the inspections for this permit were performed by the private
inspection firm. The permit shows the contractor to be Gray T.
Lundburg Development Co. (attached).
There seems to be some confusion here, at least on the Malls part.
There are no inspection requests with the permit. Could you please
follow -up on this and let me know where they stand. I am under
the distinct impression that the work has already been done!

Dear Sir:
The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10 B:C) dry chemical type.
Travel distance to any fire extinguisher must be 75' or
less. (NFPA 10, 3 -1.1) (UFC 10.301b)
2. Exit hardware and marking must meet the requirements
of Uniform Fire Code Sections 12.104 & 12.114.
EXIT signs shall be installed at required exit
doorways and where otherwise necessary to clearly
indicate the direction of egress. Signs shall be of a
contrasting color with the surrounding area and shall
have letters not less than six inches high with a
minimum letter width of 3/4 ", (UFC 12.114a & 12.114b)
Exits shall be illuminated at any time the building is
occupied. An emergency system shall automatically
provide exit illumination upon failure of the main
power supply. (UFC 12.113a)
3. Maintain sprinkler protection for all enclosed areas.
(NFPA 13, 4- 1.1.1) (UFC 10.302)
All modifications to sprinkler systems shall have the
written approval of the Washington Surveying & Rating

All electrical wiring is to be inspected by the State
Electrical Inspector, Washington State Department of
Labor & Industries. (UGC 10.104)
5. All interior wall covering materials shall be
fire-resistive or shall be treated to be fire - resistive, so
as to result in a flame - spread rating as required by UFC
Appendix VI -C tables 42A and 42B. A certificate of the
flame spread rating is required to be delivered to the
Tukwila Fire Department, (UBC 4204) (UFC 10.401)
All wall and ceiling materials constructed of wood,
shall be fire retardant treated. (UFC 10.401)
6. In order to provide you with the fastest police and
fire protection under emergency conditions, please post
your suite, room or apartment number in a conspicuous place
near the main entry door. Numbers shall contrast with
their background. (UFC 10.208)
