In addition to the information below, please find the two setts of stamped structural drawings and structural calculations with a cover sheet. We have attached to this letter a copy of the North Hill Reservoir and Pump Station Geotechnical Hata Report dated December 1986. In addition the following specific information was requested. o Foundation support recommendations with allowable values The borings and test pits dug during the field investigation net with refusal in a rock deposit before reaching the foundation elevations of the planned structures. Additional field investigation . was recommended by CII2M 1111.1, to evaluate the subsurface conditions at the foundation elevations, however, the City decided not to conduct the additional drilling and to continue the design with the data available. No groundwater was encountered during the investigation. Mr. Phil Fraser Page 2 January 19, 1989 SEA18896.R1 Due to the limited soil information at the foundation elevations, a conservative estimate of allowable bearing capacity of 10 kips per square foot (ksf) was assumed for design. This estimate was based on the assumption that the founding materials were equivalent to, or better than, medium to compact gravel with sand. Active and passive soil pressures assumed Based on the assumption of an angle of internal friction (phi angle) of 34 degrees for coarse, granular material used as backfill around structures, the following earth pressure coefficients were used for design: Active Case - Ka = 0.30 Passive Case - Kp = 3.54 At -Rest Case - Ko = 0.42 o Coefficient of friction A coefficient of friction of 0.577 was assumed for design based on the lesser of the phi angle between the natural soil (30 degrees) and 90 percent of the phi angle of the granular backfill (34 degrees).. Since there was negligible difference between the two values, a phi angle of 30 degrees was assumed when calculating the coefficient of friction. Water table assumptions No groundwater was encountered during the field investigation. For design, the groundwater was assumed to be below the base of the structures. An underdra.in system, however., was designed for the reservoir for the purposes of: 1) collecting rainwater which could infiltrate down through the granular backfill, 2) to collect any leakage which may occur from the reservoir, and 3) to minimize hydrostatic uplift pressures at the base of the reservoir should the groundwater be found to be at, or above, the base of the structure. Mr. Phil Fraser Page 3 January 19, 1989 SEA18896.R1 o Other site specific considerations The design recommendations were considered conservative, and appropriate, based on the level of field investigation conducted and the data available. To verify that the foundation cond i t ions encountered during the construction were similar to those assumed for design, field observation by a licensed geotechnical engineer or engineering geologist was recommended. It was also recommended that the design sould be re- evaluated should subsurface conditions encountered during construction differ from the assumed design conditions. We have added the following structural design loads to drawing 7: Design Loads Snow 25 PSF Wind 85 MPH UDC Seismic Zone 3 Pump Station Floor. hive Load 300 PSF In addition we have reviewed UDC Sections 306A and 2611K(9) and determined that they are not applicable to the type of design used for the reservoir. The reservoir is post tensioned as opposed to conventionally reinforced. The purpose of the horizontal reinforcing is to support the vertical post tensioning bars rather than provide resistance to circumferential forces. We have enclosed a copy of Appendix A to AWWA specification D110 which provides information on the analysis of Earthquake-Induced Forces. SST_ V• A. u-• S 18AIM V.4UYp 321 sT North Hill Reservoir and .Pump Station GEOTECHNICAL DATA REPORT PROJECT PW 84 -WT17 Prepared .for The 'City of Tukwila' By CH2M :HILL December 1986 INTRODUCTION Purpose and Scope This report presents a summary of two limited geotechnical investigations for the proposed City of Tukwila North Hill Reservoir and haul road. The purpose of the investigations was to assess subsurface conditions at the proposed reser- voir site and along the haul road. The investigations included the following scope of work: o Review available soil and geologic data o Conduct field explorations consisting of drilling two soil borings and excavating three backhoe test pits in the proposed reservoir area and excavating seven test pits along the haul road o Identify subsurface conditions encountered o Prepare a memorandum that summarizes the inves- tigation results PROPOSED CONSTRUCTION The proposed reservoir is designed to be a circular post - tensioned concrete structure with a 2.0- million - gallon ca- pacity. A water distribution pump station is planned to be constructed directly east of the reservoir. Excavation for the reservoir is planned to be extended to elevation 222.2, and the pump station excavation is planned to be extended to elevation 215.0. The haul road will be a one -lane gravel !road extending from South 150th Street to the northwest cor- -/ ner of the site. SITE LOCATION AND DESCRIPTION The proposed reservoir site is located in a vacant lot north of South 152nd Street and west of 57th Avenue South in Tukwila, Washington, as shown on the vicinity map on page 1 of the contract documents. The area is moderately wooded with site vegetation consisting of maple and cottonwood trees with a dense undergrowth of blackberry bushes. Large cobbles and boulders up to 1.5 feet in diameter are scat- tered across the site. The topography at the site is mod- erately steep with 15 to 25 percent slopes. The ground surface slopes east to west with a total eleva- tion difference of approximately 44 feet across the site (see Sheets 2, 3, and 6 of the contract documents for site . plans of this project). FIELD INVESTIGATIONS The reservoir subsurface investigation consisted of drilling two shallow soil borings and excavating three test pits. The locations of the borings and test pits are shown on Sheet 6 of the contract documents. Soil boring and test pit logs are included in the appendix. The soil borings were drilled on December 11, 1984, using a Nodwell track - mounted drill rig. The test holes were ad- vanced through the overburden soils and weathered rock with hollow -stem augers. Disturbed soil samples were obtained from boring B -1 with a 2 -inch O.D. split -spoon sampler. The sampler was driven with a 140 -pound hammer falling 30 inches, as described by the Standard Penetration Test (ASTM.D 1586). Depths at which the samples were taken and the resulting penetration resistance values are shown on the logs contained in the appendix. Soil boring B -1 reached refusal drilling at a depth of 10 -1/2 feet while refusal was met in B -2 at a depth of 5 feet. Boring B -2 was offset seven times to attempt drill- ing beyond 5 feet. Each time, refusal was met in the upper 3 to 5 feet. Because of the difficult drilling and sampling conditions encountered in both borings, it was decided to excavate test pits in order to evaluate the subsurface conditions more completely. The test pits were excavated on December 18, 1984, using a track - mounted P &H H -1250 backhoe with a 1-1/4 - cubic -yard bucket. The test pits ranged in depth from 9 to 12 feet where refusal of the backhoe was met. The haul road investigation consisted of excavating seven test pits along the proposed haul road alignment. Test pit logs are included in the appendix. Test pits along the haul road were excavated on November 21, 1986, using a Case 580 backhoe. This backhoe was equipped with a 2 -foot -wide bucket. Each test pit was advanced until slow progress indicated near refusal. Test pits and borings were logged by a CH2M HILL engineering geologist. Materials removed from the excavation were vis- ually classified according to the Unified Soil Classifica- tion System (ASTM D 2487). LABORATORY TESTING Laboratory testing was performed on selected samples to aid in sample classification. Laboratory testing consisted of particle size analysis (ASTM D 422). The results of the laboratory testing are shown on the test pit and boring logs. SUBSURFACE CONDITIONS Review of available geologic information indicates that the site is underlain by intrusive volcanic rocks approximately 25 to 35 million years old (H. H. Waldron, Geology of the Des Moines Quandrangle, Washington: U.S.G., 1962). The rock at the site appears to be a porphyritic andesite. The exploratory borings and test pit excavations indicate that the subsurface conditions consist of a thin layer of forest humus underlain by weathered rock. The rock near the surface (zero to 5 feet) is severely weathered and frac- tured. Along the fracture planes the rock is weathered to silty'sand, giving the appearance of cobbles and boulders in a silty sand matrix. With depth, the rock becomes less weathered with an accompanying decrease of the silty sand matrix along fracture planes. Rocks as large as 3 -1/2 feet in one dimension were excavated in the test pits. The only water encountered during this investigation was found in test pit TP -5 of the 1986 investigation. A small seepage point was found approximately 2 feet below the ground surface. LIMITATIONS This report has been prepared in accordance with generally accepted soil and foundation engineering practices. The conclusions presented in this report are based in part upon the data obtained from the exploratory borings and test-pit excavations. The nature and extent of variations of subsur- face conditions between borings and test pits may not become evident until construction. If variations then appear, reevaluation of the subsurface conditions and design will be necessary. The interpretations in this report apply only to the North Hill Reservoir project for the City of Tukwila and its lo- cation.
