COUNCIL MEMBERS OFFICIALS IN ATTENDANCE PRESENTATION OF PLANS FOR CITY HALL TUKWILA CITY COUNCIL SPECIAL MEETING Tukwila City Hall M I N U T E S Council Chambers Mayor Bauch called the Special Meeting of the Tukwila City Council to order at 7:00 P.M. Steve Hall, Public Works Director; John Sheets, Police Chief; Mabel Harris, City Treasurer; Maxine Anderson, City Clerk. Mayor Bauch explained that the Special Meeting had been called to allow Mithun and Associates time to present their proposed plans for City Hall. If any action is necessary it can be taken at this meeting. Mr. Omer Mithun and Mr. Tom Emrich gave a slide presentation and answered questions from the Council. Attention was called to the addition of a second access /egress road to be used mainly by Police vehicles. It was suggested that grassgrid be used to play -down this exit. Mr. Emrich reviewed the upper level and explained the 'landscape approach' using files, planters and partial walls for office separations. He noted the small conference room that could be used in the evenings and still maintain building security. Two restrooms had been added to this area. The effective use of natural light from both the North and South was noted. Mayor Bauch questioned heat loss out of the North windows. Mr. Mithun recommended the use of thermopane windows throughout the building. The Council Chambers was discussed. It was noted that the Council table will be located on a one foot high platform. There will be moveable files provided at each Council chair. Audio /visual equipment will be stored in a table located floor level at the front of the Council table. The screen will be at the front of the room behind the Council table but within easy view of the members at the table. Mr. Emrich reviewed the suggested layout of the Police Department located on the lower level. It was explained that the walls located on the North side of the building are concrete support walls for the back wall. Dividing walls such as this are the cheapest way to support this wall. Discussion was held on the need for security of such things as files, evidence and weapon storage. The use of permanent walls or partial walls was discussed. Councilman Traynor stated that he would rather see locking cabinets and files for dividers instead of permanent walls. Mr. Emrich stated that they would send these plans to the Clearinghouse for the Police Department to get their comments. Discussion was held on the type of floor to be used in the Police Department Area. Suggested was slab -on -grade with ducts or channels under the slab for utilities or a wood floor with crawl space. Mr. Mithun recommended the slab -on -grade as it is the least expensive and would be a resistance for the bottom of the back retaining wall. The Councilmen discussed the possibilities and expressed agreement with the recommendation. Mayor Bauch stated that the consensus of the Council is a poured slab. Councilman Saul asked about the type of heating system recommended and was told that this decision has not been made. The Council will have a chance to discuss it later. Mayor Bauch asked about the ceiling insulation. He was told that the proposed ceiling is wall board with rafter system. They would use 6" batting for insulation. Mr. Mithun stated that the whole building will be well insulated. He stated that they will want to look at a number of heating systems and will consult with their Mechanical Engineers. Mayor Bauch stated that the primary purpose of tonights meeting is to look at the structural design. Mr. Mithun asked if the Council is with them in the general direction they are heading? If Council thinks it looks good just say to keep going. They will continue to report back. Mayor Bauch asked when can we expect an updated cost figure? Mr. Emrich stated that if the City is ready to proceed they are almost ready to come up with a revised cost estimate. Mr. Emrich stated that the building is a little larger than the original plan. Increasing the original estimate to cover this is approximately 1.4 million and this doesn't include the landscaping. Mayor Bauch stated that we are not completely out of the grant. In March they are going to obligate another two billion and are going to award the grants in June. MOVED BY SAUL, SECONDED BY VAN DUSEN, THAT THE COUNCIL APPROVE THE STRUCTURAL PLAN TODATE AND THE GENERAL DIRECTION. Mr. Mithun stated that the next step is the cost estimate. This is an inexpensive building. We are trying to get the best balance between cost and usefulness. MOTION CARRIED.
