Underground: Outside of or Under Buildings
general
Sec; 79.211. (a) Location. A flammable or combustible liquid storage
ank may be located underground, outside of or under a building if such
nstallation meets the requirements of this section. The tank shall be so
orated with respect to existing foundations and supports that the loads
arried by the latter cannot be transmitted to the tank. The distance from
Lny part of a tank storing Class 11 or 111 liquids to the nearest wall of any
►asement, pit, cellar or property lines shall be not less than 1 foot. The
listance from any part of a tank storing Class I or 11 liquids to the nearest
vall of any basement, pit or cellar shall be not less than 1 foot and from
my property line that may be built upon, not less than 3 feet. A minimum
listance of 1 foot, shell to shell, shall be maintained between underground
anks.
(b) Depth and Cover. Excavation for underground storage tanks shall
e made with due care to avoid undermining of foundations of existing
tructures. Underground tanks shall be set on firm foundation and sur-
ounded with soft earth or sand well - tamped in place. Tanks shalf be
overed with a minimum of 2 feet of earth or shall be covered by not less
han 1 foot of earth on top of which shall be placed a slab of reinforced
oncrete not less than 4 inches thick. When underground tanks are or are
ikely to be subjected to traffic, they shall be protected against damage
rom vehicles passing over them by at least 3 feet of earth cover, or 18
riches of well- tamped earth plus 6 inches of reinforced concrete or 8 inches

(c) Anchorage. Where a tank may become buoyant due to a rise in the

Sec. 79.212. Underground tanks or enclosed tanks inside of buildings
hall be designed and constructed to withstand safely the service to which
ibjected. Material other than steel, if used, shall be of suitable durability
id of thickness providing equivalent strength to that provided by steel.

Corrosion Protection
Sec. 79.213. Prior to the issuance of a permit to install any underground:';
tank, the issuing authority shall be provided with the results of a soil
resistivity test conducted by a qualified engineer, if such information is not
already a matter of record. If the test shows a soil resistivity of 10,000
ohm - centimeters or less, corrosion protection shall be provided for the
tank and its piping. See Appendix B for details on methods of protection.
EXCEPTION: Tanks made of corrosion - resistive materials.
Tank Connections for Tanks Underground or inside Buildings
Sec. 79.214. (a) Vents. 1. Location and arrangement of vents. Vent
pipes from tanks storing Class 1, 11 or 111 -A liquids shall terminate outside
of buildings at a point not less than 8 feet above the ground level. Vent'
pipes shall discharge only upward or horizontally in order to disperse
vapors and shall be arranged so that flammable vapors will not enter .
building openings, be trapped under eaves or other obstructions or
discharged into hazardous locations. Vent pipes 2 inches or less in nominal ;
inside diameter shall not be obstructed by devices that will ieduce their,
rapacity and thus cause excessive back pressure. If the vent pipe is less;
than )0 feet in length or greater than 2 inches in nominal inside diameter,
the outlet shall be provided with a vacuum /pressure - relief device or there;'
shall be an approved flame arrester located in the vent line at the outlet.
EXCEL "I•IUN: Tanks storing gasoline are exempt from the requirement,
for pressure /vacuum venting devices, except as required to prevent excessive.

2. Use of vent lines. Except when approved by the local fire chief, vent':
lines from tanks underground or in buildings shall be used for no other.':;
purpose.
3. Size of vents. Each tank shall be vented through piping adequate in. >:
size to prevent blow -back of vapor or liquid at the fill opening while tank'.
is being filled. Vent pipes shall be not less than 1%-inch nominal inside,
diameter.
4. Vent piping. Vent pipes shall be laid so as to drain toward the tank(,.
without sags or traps in which liquid can collect. Vent pipes shall be:
located so that they will not be subject to physical damage.
Vent pipes from tanks: storing the same class of liquids may be con -f ? ::
nected into one outlet pipe. The outlet shall be at least one pipe size largert;?s
than the largest individual pipe connected thereto.
For service stations, the capacity of manifolded vent piping shall be suf
ficient to discharge vapors generated when two manifolded tanks arc :''
simultaneously filled. The lower end of a vent pipe shall enter the tank
through the top and shall not extend into the tank more than 1 inch.
5. Swing Joints. Swing joints shall be used where the vent pipe leaves the
tank and where it connects to buildings or other structures.
(b) Tank Openings Other Than Vents.from Underground Tanks.
General. Connections for all tank openings shall be liquid- tight. All open;
ings to underground tanks shall be located outside of buildings at a loca•'
.tion free from any source of ignition and not less than 10 feet away frorr,,,c

Testing

with air pressure at not less than 3 pounds per square inch and not more
than 5 pounds per square inch for 30 minutes.
(c) The piping system between the pump and the dispenser, but not in-
! duding the pump, tank or dispenser, shall be tested hydrostatically for 30
minutes to 150 percent of the shutoff pressure of the pump or 75- pound-
„per- square- inch -gage, whichever is greater, to insure tightness.
(d) Existing underground storage tanks and piping shall be tested for
;leakage at the owner's or operator's expense when the chief has reasonable

Listed below you will find the requirements for underground storage

A 20 B -C dry - chemical extinguisher shall be located
not more than 75 feet from the dispenser.
Signs with 4 inch high letters shall be posted at
the dispenser, stating, "NO SMOKING" SHUT -OFF YOUR
ENGINE".
A break - away /fusible link fitting shall be located at
ground level in the supply line to the dispenser if
a pressure - delivery pump is used.
The tank & vents shall withstand a pressure test of
4 psi. Piping and dispenser shall withstand a pressure
test of 150% of the pump shut -off pressure or 75 psi,
(whichever is greater). These tests are to be conducted .
prior to covering the pipes. This office is to witness
all tests.
All electrical work shall be per the National Electric
Code, Class 1, Division 1.
Vent pipes shall not be less than 12 feet high and at
least 2 feet above building roofs, shall vent upwards,
or horizontally, and shall not be located so as to
allow accumulations of vapor in or near buildings.

Underground: Outside of or Under Buildings
General
Seca 79.211. (a) Location. A flammable or combustible liquid storage
tank may be located underground, outside of or under a building if such
installation meets the requirements of this section. The tank shall be so
located with respect to existing foundations and supports that the loads
carried by the latter cannot be transmitted to the tank. The distance from
any part of a tank storing Class II or 11I liquids to the nearest wall of any
basement, pit, cellar or property lines shall be not less than 1 foot. The
distance from any part of a tank storing Class I or II liquids to the nearest
wall of any basement, pit or cellar shall be not Tess than 1 foot and from
any property line that may be built upon, not less than 3 feet. A minimum
distance of 1 foot, shell to shell, shall be maintained between underground
tanks.
(b) Depth and Cover. Excavation for underground storage tanks shall
be made with due care to avoid undermining of foundations of existing
structures. Underground tanks shall be set on firm foundation and sur-
rounded with soft earth or sand well - tamped in place. Tanks shall' be
covered with a minimum of 2 feet of earth or shall be covered by not less
than 1 foot of earth on top of which shall be placed a slab of reinforced
concrete not less than 4 inches thick. When underground tanks are or are
likely to be subjected to traffic, they shall be protected against damage
from vehicles passing over them by at least 3 feet of earth cover, or 18
inches of well- tamped earth plus 6 inches of reinforced concrete or 8 inches
of asphaltic concrete. When asphaltic or reinforced concrete paving is used
as part of the protection it shall extend at least 1 foot horizontally beyond
the outline of the tank in all directions.
(c) Anchorage. Where a tank may become buoyant due to a rise in the
level of the water table or due to location in an area that may be subjected
to flooding, suitable precautions shall be observed to anchor the tank in
place.
Design and Construction of Tanks
Sec. 79.212. Underground tanks or enclosed tanks inside of buildings
shall be designed and constructed to withstand safely the service to which
subjected. Material other than steel, if used, shall be of suitable durability
and of thickness providing equivalent strength to that provided by steel.
Steel tanks shall be in accordance with Table No. 79.212.

Thickness tolerances shall be in accordance with the applicable recognized national standard.
'1f adequate internal bracing is provided,'' /nch plate may be used.
Tanks larger than 50,000 gallons shall be built in accordance with na-
tionally recognized engineering practice. Tanks (in this category) tested
and listed as underground storage tanks by a nationally recognized testing
agency may be considered as meeting the requirements of this section.
Used tanks shall be approved by the chief prior to installation.
Corrosion Protection
Sec. 79.213. Prior to the issuance of a permit to install any undergrounl
tank, the issuing authority shall be provided with the results of a soil
resistivity test conducted by a qualified engineer, if such information is no
already a matter of record. if the test shows a soil resistivity of 10,001
ohm - centimeters or less, corrosion protection shall be provided for th
tank and its piping. See Appendix B for details on methods of protection.
EXCEPTION: Tanks made of corrosion- resistive materials.
Tank Connections for Tanks Underground or Inside Buildings
Sec. 79.214. (a) Vents. 1. Location and arrangement of vents. Ven
pipes from tanks storing Class I, 1I or III -A liquids shall terminate outsid
of buildings at a point not less than 8 feet above the ground level. Ven
pipes shall discharge only upward or horizontally in order to dispers
vapors and shall be arranged so that flammable vapors will not ente
building openings, be trapped under eaves or other obstructions o
discharged into hazardous locations. Vent pipes 2 inches or less in nomina
inside diameter shall not be obstructed by devices that will reduce thei
capacity and thus cause excessive back pressure. If the vent pipe is les
than 10 feet in length or greater than 2 inches in nominal inside diameter
the outlet shall be provided with a vacuum /pressure - relief device or ther
shall be an approved flame arrester located in the vent line at the outlet.
E XCE :1''1'ION: Tanks storing gasoline are exempt from the requiremer
for picssurc /vucuum venting devices, except as required to prevent excessiv
back pressure, or flame arresters, provided the vent does not exceed 3 incite
nominal inside diameter.
All vent line flame arresters shall be installed in accordance with thei
listing.
2. Use of vent lines. Except when approved by the local fire chief, ver
lines from tanks underground or in buildings shall be used for no othe
purpose.
3. Size of vents. Each tank shall be vented through piping adequate i
size to prevent blow -back of vapor or liquid at the fill opening while tan
is being filled. Vent pipes shall be not less than PA-inch nominal insid
diameter.
4. Vent piping. Vent pipes shall be laid so as to drain toward the tan
without sags or traps in which liquid can collect. Vent pipes shall b
located so that they will not be subject to physical damage.
Vent pipes from tanks storing the same class of liquids may be con
nected into one outlet pipe. The outlet shall be at least one pipe size large
than the largest individual pipe connected thereto.
For service stations, the capacity of manifolded vent piping shall be out
ficient to discharge vapors generated when two manifolded tanks ar
simultaneously filled. The lower end of a vent pipe shall enter the tan
through the top and shall not extend into the tank more than 1 inch.
5. Swing Joints. Swing joints shall be used where the vent pipe leaves th
tank and where it connects to buildings or other structures.
(b) Tank Openings Other Than Vents from Underground Tanks.
General. Connections for all tank openings shall be liquid- tight. All opt(
