Councilman Hill stated Mrs. Avery could not be at this meeting so a
meeting with her would be rescheduled. Mr. Hartong was in the audience
and was available for any questions the Council wished to ask. Mr.
Sowinski was in the audience. Councilman Traynor said Mr. Sowinski
lived on the southwest hill of the City and he wondered if he would
take consideration of this part of Tukwila. Mr. Sowinski said all of
Tukwila was his concern. Anne Altmayer was in the audience. Council-
man Van Dusen said Mrs. Altmayer had worked on many committees and
boards for the City over a long period of time. Mrs. Altmayer said
there is a bill before the State Legislature to abolish the Board
of Adjustment. Gerald James was in the audience and Councilman Van
Dusen asked him why he did not work for Boeing, since he was an
engineer. Mr. James said he did work for Boeing at one time.

Green River Flood

Steve Hall, Director of Public Works, explained the Green River
Flood Control, showing with charts normal conditions, flooding condi-
tions, project conditions, landfill, and flood plain encrouchment.
Mr. Hall said there were proposed alternatives discussed at the
meeting he had attended: no change; floodproofing, floodproofing
with conditions, raise structure up, etc. He said there could be a
problem in this area because during flood conditions it would be
7 days before the peak reached Tukwila. Mr. Hall said the City
machine shop is at the lowest elevation in Tukwila. Mayor Bauch said
in order to qualify for federal flood insurance the City would have
to build to the flood plain standard. Mr. Hall said there is no
action to be taken at this time, this presentation was for information
only, and is a long term solution. Mayor Bauch said the alternatives
mentioned are interim solutions until a permanent solution can go in,
which will be the Corps of Engineers raising the dikes. This
cannot be done for about 8 years.
Maintenance of Steve Hall, Director of Public Works, said the table that had been
Interurban Ave. So. previously prepared showed annual average maintenance would be$56,200.
and 10 to 11% would have to be added to that for current costs.
Councilman Pesicka asked if any studies have been made to see if the
traffic control has helped. Councilman Traynor said his analysis
of the new signals showed no difference. Anna Bernhard, audience,
said the traffic was terrific coming from the freeway. Councilman
Van Dusen asked if more signals were put in would there be matching
funds. Mr. Hall said no. Mayor Bauch said part of the allocated
block grant money that the City will get in June is for a study as to
what can be done with Ihterurban. Councilman Traynor said if the
City takes over Interurban Avenue at least they could control the
speed on it.
Maule Avenue one Steve Hall, Director of Public Works, used a wall map to show the
Way Street proposed one -way north bound street.

WITH NECESSARY ARRANGEMENTS TO MAKE MAULE AVENUE A ONE -WAY STREET.

Kjell Stoknes, Director of Office of Community Development, showed
the proposed Christensen Greenbelt. He showed the master plan:
Linear Park which connects and develops the major features along
the Green River between I -405 and South 180th Street. The major
activities would be fishing, kyaking, picnicing, strolling, biking,
skateboarding and jogging. Development which enhances the above
activities is suggested such as floats, historical monuments, informa-
tion plaques, sculpture, shelters, parking, and landscaping. Phase I
would be the basic initial development and must be constructed all at
once to be successful. It would consist of: path between I -405
and South 180th Street, hydroseeding of barren areas to control dust;
construction of parking lots and traffic revisions; benches, picnic
tables, and litter containers, Phase II is an ongoing maintenance
and development program which guides the growth of the park as the
years pass by and would include: landscaping (primarily trees);
floats; historical monuments and sculpture, nature trails, and informa-
tion plaques. He said Phase I is expected to cost about $162,000 and
should be constructed in one year. Phase II which is the estimated
status quo maintenance costs are expected to be $12,000 per year
(including one man and equipment). If twice this amount is spent
per year on the project ($24,000) Phase II will be realized in about
10 years. Phase II will present an excellent opportunity to involve
civic groups for the donation and installation of materials to
complete the park (i.e., trees and historical monuments). He added
that State funding support will provide the catalyst necessary to get
this project going. He asked that the Council reaffirm Resolution
No. 527.

Councilman Hill asked what had happened to the Van Worden property
that the City had considered trading. He said the Van Worden property
was being locked in with the proposed green belt. Mayor Bauch said
Mr. Van Worden had been made an offer but response had not been
received. He said the City blocked the road when the Bicentennial
cabin was put in. *CARRIED.

Councilman Van Dusen read the letter from Fire Chief Crawley regarding
the bid for the Fire Department Computer system. He said the bid
was 4.75% over the estimated figures furnished to the City Council in
January the total differential being $865.33. It was his recommenda-
tion that the award be granted to The Retail Computer Store. Council-
man Traynor said he wondered why four terminals were listed. He
suggested that one of them be dropped to bring the cost down. Council-
man Van Dusen said he would like to see some time given to the Police
Department and City Hall to see if they could use the computer to
advantage. Mayor Bauch said the firemen were training on the computer
at the present time.

Councilman Van Dusen said there have been times when Council members
have wanted to look at ordinances from other cities. He wondered if
the other Council members would be agreeable to purchase Municipal
Code books from some of the neighboring cities. Mayor Bauch said
when something comes up it can be requested from A.W.C.; they will
send what information they have in the library. Councilman Pesicka
said we might be able to have a library in the new City Hall.
Councilman Hill requested that inquiries be made to Renton, Kent,
Auburn, and Bellevue as to the cost of their Municipal Code Book.
Administrative Assistant John McFarland said brochures would be
distributed regarding the seminar that will be held on March 18
and 19, 1977 for Department Heads and City Council members. He said
the hours would be 8:30 to 5:00 on March 18 (Friday) and luncheon
would be served at the Crestview Center. He said the staff is
planning a dinner for March 18 and this could also be held at the
Crestview Center. He said the meeting on March 19 (Saturday) would
begin at 8:30 a.m. and go on until the work has been accomplished.
Mayor Bauch said this is an open meeting for anyone to attend. He
said the press, Record Chronicle and Seattle Times, would be informed.
The public will not be able to participate in the discussion.
Mayor Bauch said he had been informed that the building that
previously housed the Fancy Dancers has been rented for a real estate
office and they have applied for a business license.
