SPECIAL MEETING CALL TO ORDER ROLL CALL OF COUNCIL MEMBERS OFFICIALS IN ATTENDANCE PRESENTATION OF ELECTRICAL AND MECHANICAL PLANS FOR CITY HALL ADJOURNMENT 7:30 P.M. M I N U T E S /7ys City Hall Council Chambers Mayor Bauch called the Special Meeting of the Tukwila City Council to order at 6:05 P.M. TRAYNOR, HILL, SAUL, MRS. PESICKA, VAN DUSEN, BOHRER. Steve Hall, Public Works Director; John Sheets, Police Chief; Kjell Stoknes, Community Development Director; Norma Booher, Clerk Pro Tem. Mayor Bauch explained that the Special Meeting had been called to allow Mithun and Associates time to present the electrical and mechanical plans for the proposed City Hall. Mr. Mithun introduced Mr. Tom Emrich, architect, Richard Stern, mechani- cal engineer, and Mr. Bowman, electrical engineer. Mr. Emrich explained the heating and cooling system proposed for the City Hall with drawings. Mr. Stern, mechanical engineer, explained how the proposed heat pump would work to heat and cool the building. He said there would be an overhead duct running through the building. The lights would also help to keep the building warm. He said he would suggest the overhead duct be chrome to add to the decor of the building. He said the heat pump will heat the building for about one -half the power it would take with electrical heat. He said everything connected with the heating and cooling system is located indoors so nothing is exposed to the elements of weather. Council President Hill asked how long it would take the heat pump to overcome the expense of putting it in. Mr. Stern said he would estimate six or seven years. Mr. Mithun said the cost of oil and gas is going up so the six or seven years is just an estimate. Mr. Stern said the equipment is the type that any cus- todian can take care of it. Filters will be used that need to be changed every one or two years. Mayor Bauch asked about the noise factor. Mr. Stern said the blowers would have sound insulation in the ducting and the refrigeration will be quiet. He said the thermo- stats are zone controlled. He added the building is well insulated and has double paned glass windows. This will greatly reduce the fuel cost. He said there would be seven to nine units on both floors. The units are simple to maintain and there are many repair establishments in the area, the equipment is package type and they have a good performance record. Mr. Tom Emrich, architect, said there would be a lot of natural light available. He said mercury vapor or fluorescent lights were recommended. Mr. Bowman said he preferred the strip fluorescent lights for this building. Mr. Emrich said this type of light utilizes power to the best advantage. MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE CITY ACCEPT THE RECOMMENDA- TION OF THE ELECTRICAL ENGINEER FOR FLUORESCENT LIGHTS AND THE RECOMMENDATION OF THE MECHANICAL ENGINEER FOR THE HEAT PUMP. Councilman Bohrer asked if the overhead duct running through the building would be less obvious if it were cubed rather than circular. Mr. Stern said the spiral duct has no seams and would look better. Mr. Emrich agreed, saying the round duct would be clean and smooth. Mr. Stern said the duct could be painted the same color as the trusses and that would make it less obvious. *MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY MRS.
