The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak, Ron Johnston and Stephen Wheeler. Others in attendance
were Police Deputy Bruce Linton, Interim Fire Chief Chris Flores, Dawn Judkins, President of
IAFF Local #2088, and Kim Gilman, Civil Service Examiner.

Chair Dennis Sivak called the meeting to order.
The Chair asked if there were any corrections needed for
the June 2nd Commission Meeting minutes. No
orrections were noted. Minutes were approved as written.
FIRE DEPARTMENT BUSINESS
Staffing Update
Interim Chief Flores reported that their entry -level
candidate recently completed the Academy. He is
scheduled to start working on shift starting in September.
He noted that one firefighter is out on long -term disability
and another is on short-term disability.

POLICE DEPARTMENT BUSINESS
Staffing Update
Deputy Chief Linton reported that the Department's
strategy to recruit and hire lateral officers is going well in
large part due to the outreach efforts of Officer Zack
Anderson. He noted that 4 lateral officers have been hired
recently and are currently in training. He noted that one
entry -level officer is currently in the Academy. One non-
commissioned staff person has been hired, and will start
work July 16th as a Police Records Specialist. A candidate
is also in background to fill the remaining vacancy for that
position. The Department is also backgrounding 4 lateral
candidates in consideration for the existing vacant police
officer positions. He noted that there are 3 officers
currently off work on medical leave, and one officer that
recently returned from long -term military leave.
Professional Standards Admin. Draft copies of the revised document were distributed to
Specialist Job Description RevisionCommissioners prior to the meeting. The Civil Service
Examiner explained that a minor revision was
recommended by the Police Department for this position to
provide clerical assistance to Commanders regarding
Internal Investigations and other confidential matters. She
11‘L noted that Commanders have discretion on what clerical
tasks are assigned to the Specialist position. The Chair
authorized the revised job description as presented.
Seniority Determination:
NEW BUSINESS
National Night Out
At the June meeting, Commissioners inquired how
seniority would be determined if officers are hired on the
same day. The Chief Examiner read from the Civil Service
Rule XII Transfers, Layoffs, and Reductions, Section 2:
Layoffs, which states "In case of the same hiring dates, the
lowest entry test score ".
Deputy Chief Linton reported that there were 20
neighborhood events done in 2013 as part of the City's
Night Out celebration. Tukwila staff are currently
processing sign -ups for this year's event. Information on
how to register neighborhood groups was distributed to the

CLASSIFICATION SUMMARY:
Under the general direction of a Department Manager (Assistant Fire Chief), performs a variety of
administrative, supervisory, and managerial tasks that ensure the functional operation of a Fire
Department division. Assignment may include, but are not limited to: Fire Marshal, Fire Suppression,
Emergency Management and Training /Safety.
DISTINGUISHING CHARACTERISTICS:

Oversees and directs the administration of a major division and /or assigned program,
to include problem - solving, and implementation of policies, procedures, programs and
directives of the Fire Chief, and /or designee.
2. Provides direction, scheduling, counseling and training, and recommends discipline
for subordinate employees. May create reports to peers and /or supervisors regarding
observable employee progress, responsiveness, and performance, which may affect
the overall department operations and /or safety.
g Administers assigned activities, training, projects and programs, and directs the
training and /or operations of department supported special teams, to assure the
efficient and effective deployment of personnel, equipment, and resources.
4 Responds to inquiries and concerns, and determines appropriate actions and /or
resolutions to maintain positive customer relations for the division, department, and
City of Tukwila.
5 May serve as Incident Commander at fire ground scenes, emergency accident
situations, and other emergency situations.
6. Develops, recommends and establishes short and long -range plans, goals, and work
plans, performance standards, policies and procedures to carry out the function of the
assigned division, projects, programs and /or activities.
7 Provides progress reports, analyzes the effectiveness of the operations and activities
of assigned area, and recommends changes.
8. Represents the department at meetings and on committees affecting the operations
and activities of the department and /or a major division.
g Monitors developments and new regulations in assigned area; reviews materials and
legislations; and provides communication and analysis of new laws and updated
legislation, updated information, new resources and opportunities, and new programs
available.

or related field.
• Four years of paid firefighting experience; AND
• Two Years as a full -time paid Captain;

• A minimum of 30 core credits in an approved fire science degree program supplemented by 60
elective credits for the fire science degree. Approved fire service courses requiring completion
of a City of Tukwila Training Attendance Request for attendance may be substituted for the 60
elective credits at the rate of 11 hours equal to 1 credits; and
• Four years of paid firefighting experience; and
• Two years as a full -time paid Captain
Licensing Requirements:
• A valid State of Washington driver's license;
• Current First Aid /CPR /Defibrillation certification, with the option of obtaining /maintaining the
Emergency Medical Technician (EMT) certification;
• Instructor 1 Certificate
PHYSICAL ACTIVITY /REQUIREMENTS:
Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling,
reaching, standing, walking, pushing, pulling, lifting, fingering, feeling, grasping, talking, seeing,
hearing, and repetitive motions.
Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and /or in excess of 50
pounds of force frequently, and /or in excess of 20 pounds of force constantly to move objects.
